Town of Bermuda Run Town Council Meeting Minutes May 14, 2019 - 6:00 PM The Town Council of Bermuda Run held its scheduled meeting on Tuesday, May 14, 2019 at Council Members Present: Mayor Kenneth A. Rethmeier, DrPH; Rick Cross, Mike Ernst, John 6:00 PM. The meeting was held at] Bermuda Run Town Hall. Guglielmi, Jerry West, and Chris Fowler Council Members Absent: None Also Present: Call to Order Pledge of Allegiance Moment of Silence Lee Rollins, Town Manager; Brian Williams, Attorney; Cindy Griffith, Town Clerk Mayor) Kenneth Rethmeier called the meeting to order. It is the intent of the Town Council to solemnize the proceedings ofthis meeting and the business brought before the governing board, to offer the opportunityfor ai reflective moment ofsilence. Rick Cross made ai motion to approve the minutes from the. April 9, 2019 Council Meeting. Council. Member. John Guglielmi seconded the motion. Citizens' Comments Jane Blue ofthe Davie County Public Library spoke about the Summer Reading Program and the indoor inflatable Planetarium "Star Lab". She also added that the library would bring books toj people who are not able to get out and about. Action Items: A. Public. Hearing Regarding the Issuance by the Public Finance Authority ofi its Revenue ML: Bermuda Village, LLC has applied to the Public Finance Authority, a State of Wisconsin commission, to issue revenue bonds to fund the acquisition of] Bermuda Village Retirement Mayor Rethmeier explained the purpose oft the hearing clarifying that the Town is not issuing Bonds Community. the bonds or responsible for the: financing. Representatives ofl Montage Living provided an overview of thej project adding that the purchase can be made with or without bonds, but that the use ofbonds would be the best route. They: feel that therei is a lot ofhistory - ex. Lybrook House, at Bermuda Village that has been underutilized, adding that they would reinvest in the facilities. There would be NO effect on the people who own their own villas or condos. Mayor Rethmeier opened the Public Hearing Barbara Martin of] Bermuda Run West Q-Additional beds - what areas? A-21 beds in the assisted living area. A-Mainly Davie County. Q-The report mentions "moderate income" - from what area was this based? Q-How would this negatively impact Town - property tax loss? A-There willl bei no impact on services to Town residents. Q-Will profits go to other Montage Living facilities? A-No = they will mainly be used for scholarships for residents. Laurie Wesley - 315 Bing Crosby Boulevard, Bermuda Run She said that "Low Income" residents can'tafford fees. Expressed that her Dad owns a Villa in Bermuda Village and she: is acquainted with the fees. ** It was clarified by Grey Angell that there are current residents who now: meet requirements of"low income" and there is ai misconception that there will be a different caliber ofi residents coming ini to: fill vacancies as they occur. David Heffner - 2114 Bermuda Village Drive, Bermuda Run Questioned where the money is coming from and expressed that someone. has toj pay the bills. Was concerned that services to the residents would bei reduced and that fees would be increased. (Montage Living representative explained that rates are: not anticipated tol be raised.) Don Frail - 131 St. George Place, Bermuda Run (Declined to speak) Heather Moir- - 1211 Pinebluff Rd, Winston-Salem, NC Her mother lives in Bermuda Village and she was disappointed with the lack oft transparency regarding the meeting. Says that a lot of questions have not been answered. *Council Member John Guglielmi clarified that ai meeting has been held with resident of Bermuda Village and that another one: is planned for May 21. Mayor Rethmeier closed the Public Hearing Council. Member. Rick Cross made a motion to adopt the resolution, at the borrower' 's request, to approve the Authority' 's issuance oft the bonds and thej fnancing ofthe project in order to satisfy the Authority Requirements and the Federal Tax Requirements. Council. Member. Jerry West seconded the motion. The motion was approved by a vote offive (5) infavor and none opposed. B. Town Manager Presentation of Recommended 2019-2020 Budget Town Manager, Lee Rollins submitted the proposed 2019-2020 budget and asked the Town Council to set a date ofTuesday, June 11,2019 at 61 pm tol hold al Public Hearing on the proposed budget. The budget has been posted on the' Town's website and al hard copy is at the Council. Member Mike Ernst made ai motion to. hold a Public Hearing on June 11 to adopt the proposed budget. Council. Member Rick Cross. seconded. the motion. The motion was approved Town Hall for review. by a vote offive (5) inj favor and none opposed Council & Mayor Comments Jerry West Appreciates the crowd at tonight" 's meeting and the feedback. Hej feels like actions taken were the right ones for the good of Bermuda Village. John Guglielmi - No Comment Mike Ernst - Feels that the entire process regarding tonight's Public Hearing was very transparent. Rick Cross Agreed with. Jerry and. Mike adding that Bermuda Village is a very important part oft the Town of Bermuda. Run. He shared that he has attended one oft the Comprehensive Plan input meetings by Davie County and encouraged everyone to attend the meeting at the Town Hall on May 23. The Aging Planj for Davie County that he has been a large part of has been approved by the County Commissioners, and he would like to have the representative, from Senior Services to present the project to the Council in the future. He appreciates everything going on at the Davie County. Library. Chris Fowler - Appreciates everyone getting involved and coming out to the. Public Hearing. He shared that he feels good about the solid proposed budget shared by the Town. Manager. Mayor. Rethmeier - Thanked. Lee, Brian, and Cindy, for getting word out about the Bermuda Village project and the. Public Hearing. He also shared his personal experiences with. Bermuda Village as both ofhis parents resided there until their passing, praised them for their care and had nothing but positive things to. say. Town Manager Comments Council on the events.
