Bermuda Run Town Council AGENDA MEETING MINUTES Tuesday, August 25, 2020 9:00 a. m. - Town Hall *Social Distancing Observed.  Council Members Present: Mayor Rick Cross, Curtis Capps, Heather Coleman, Mike Ernst, Chris  Fowler, and Ken Peacock  Council Members Absent: None  Also Present: 1. Call to Order  Lee Rollins, Town Manager; Cindy Poe, Town Clerk; Brian Williams, Town  Attorney  Mayor Rick Cross called tbe meeting to order: 2. Adoption of the Agenda  Mayor. Emst made ai motion to qpprove and adopt tbe agenda as amended by tbe Mayor: Council. Member Curtis Capps seconded the motion. The motion was approved by a vote offive (5) inj favor and none opposed.  3. Approval of the July 28, 2020. Agenda Meeting Minutes  Council Member. Heatber Coleman made a motion to approve tbe July 28, 20204 Agenda. Meeting mimtes. Council. Member Ken. Peacock seconded the motion. The motion WaS approved by a vote offive (5) inj favor and none opposed.  4. Citizens Comments - None 5. Items for Consideration  A. Election Update and Stormwater Presentation by Warwicke Resident Gary LeBlanc Gary LeBlanc is Board Chair for the Davie County Board of Elections. He provided the election timeline for registration, absentee ballots, one-stop early voting, and the November: 3 election day. He shared that workers are needed and they can contact the Board of Elections; Aj presentation was made regarding stormwater and the significant flooding that occurred on August 6, 2020. Residents Lou Valente and' Tom Brady were also in attendance. Letters were shared from other affected residents. It was made clear that the issue is not solely the Town's responsibility, but that oft the homeowners, the Town, and the Country Club. Town Manager Lee Rollins will work with the Town Attorney and John Grey Engineering to present more information at the September Council. Agenda Meeting. Mayor Rick Cross stressed, and Mr. LeBlanc agreed that there is not an easy fix to the problems. Attorney Brian Williams shared that there are. legal aspects to the whole situation public VS. private property. B. Bermuda Run Tourism Development Authority Overview by Scott Wollaston- .R Reappointment ofTal Brown to the' Triad Municipal ABC Board  training is required.  **Mr. Wollaston did not attend the meeting.  Wel have been advised from the Triad. ABC Board that Mr. Brown's three-year term as a Bermuda Run representative on the Board has expired. He is eligible for another three-yeat term. The Town Manager shared Mr. Brown's impressive resume and recommended thatTal    Brown of 232 Spyglass Drive be reappointed to a second term as Bermuda Run's representative Council Member Mike Emst made a motion for Tal Bromn to be reappointed as Bermuda Rim'si representative to the Triad Mumicipal ABC. Board. Council Member Curtis Capps seconded tbe motion. The motion was  to the Triad Municipal ABCI Board.  qpproved by a vote offue (5) inj favor and mone opposed.  6. Council Comments  Ken Peacock - Appreciates our community and found it dishrbing and gye-opening about the stormwater, issues. Curtis Capps- Felt tbis was a very informative meeting, stating that be is willing to belp as a Council Member to try to come Heather Coleman - Good presentation- - Glad that the Coumntry Chb is getting involved and tbat everyone needs to work Mike Emst- Stated tbat be bas known Gary. LeBlanc longer tban anyone in the room. Agrees that tbere are issues tbat meed to bec addressed, saying that water issues bave gotten worse. since 1999 when be moved to. Bermuda. Rum. Blae Heron Trailisal NCDOT priorily andj funding from tbem should come in August, 2021. They reguested a letter  from tbe Town. stating the desire to move forward with the project.  Council Member Mike. Erst made a motion for Town Manager Lee Rollins to pen tbe requested. letter with Council. Member Heather Coleman seconding tbe motion. The motion was qpproved by a vote offive (5) inj favor  and none opposed.  Lee. Rollins also gave an mpdate on Gate Management sharing that the Town bas a newy Client Manager with Allied Umiversal that will bopefilly be more attentive. Allied bas posted the Gate. Supervisor position as well. Dina Bowman of Accounting has given ber resignation, and August 31, 2020 will be ber last day with tbe Towm. She bas  taken another position with ai trucking company in Mocksville.  8. Mayor Comments  Speed. Study bas been completed and results will be. sbared. soon that will speak to the whole Towm. Update to the Comprebensive. Plan is on the agenda for October 13, 2020 meting. Commumication to the Town will be in tbe. September Constant Contact email. Funding, for the Bermuda.
