Bermuda Run Town Council AGENDA MEETING MINUTES Tuesday, July 28, 2020 9:00 a. m. - Town Hall *Social Distancing Observed. Council Members Present: Mayor Rick Cross, Heather Coleman, Mike Ernst, and Ken Peacock Council Members Absent: Curtis Capps and Chris Fowler Also Present: 1. Call to Order Lee Rollins, Town Manager; Cindy Poe, Town Clerk; Brian Williams, Town Attorney Mayor Rick Cross called tbe meeting to order: 2. Area Speed Study In an attempt to gain better information regarding concerns for speeding within Bermuda Run East, Ramey Kemp Associates has proposed a speed study for the area. This study is much like the one conducted several years ago for Kinderton Village. Ifapproved, traffic and speed data would give the Town Council information to make more informed decisions as to any needed next steps. Mayor Rick Cross stated that there were three factors to consider- - Awareness, Engagement, and Council Member. Heatber Coleman made ai motion to adopt tbe proposed area peed. study. Certification of Petition for Non-Contiguous Annexation = Brayden Subdivision Town Clerk, Cindy Poe, has certified the signatures provided in the petition for voluntary, non- Town Council discussed evenue/expendlitures and the non-financial aspects oft the proposed annexation. Information Items Proposed Paving Priorities 2020-2021 Town Manager Lee Rollins shared the history and the process for budgeting paving priorities. Proposed allocation of $400,000 approved for paving for the 2020-2021 budget year. Resurface approximately % mile oft the inbound lane of] Bing Crosby Boulevard for $301,800. Retain $98,200 in thel budget for subgrade remediation and winter disruption. Trash/Recycling Mayor Rick Cross shared that he and Town Manager Lee Rollins recently attended a meeting with the County Manager, and other Mayors and Managers within Davie County regarding Davie County's decision to stop paying for recycling with Republic Services beginning) July 1,2021. Davie County was only one out of three counties within NC that provided this service. One other option of vendors other than Republic Services is Waste Management. They were not interested in bidding when asked upon the time the contract was awarded to Republic. The Town's five-year agreement with Republic Services ends at the end of] June, 2021. One option for payment for services would be to add the cost to the water/sewer bill. The next meeting with Republic Services is scheduled for. August 11, 2020. Gate Management Meeting Update On 7/21/20, a group consisting of Mayor Rick Cross, Town Manager Lee Rollins, Town Clerk Cindy Poe, Council Members Heather Coleman and Ken Peacock, Claude Thorn of the Bermuda Run Country Club, and: residents Steve Mauck, Steve Seawright, Mike Brannon, and Susan Fishel met regarding Gate Operations. They reviewed Frontsteps technology and capabilities, procedures at the gate houses, and communication. 7. Council /1 Mayor Comments Ken. Peacock - Very interesting meeting with diversified, though-provoking topics. He tbanked.
