Bermuda Run Town Council Meeting Minutes December 13, 2022 -6:00 PM  The Town Council of] Bermuda Run held its scheduled meeting on Tuesday, December 13, 2022 at Council Members Present: Mayor Rick Cross, Mike Brannon, Curtis Capps, Heather Coleman,  6:00 PM. The meeting was held at the Bermuda Run Town Hall.  Mike Ernst, and Melinda Szeliga  Council Members Absent: Also Present: Call to Order Pledge of Allegiance Moment of Silence  Andrew Meadwell, Town Manager; Cindy Poe, Town Clerk; and Brian  Williams, Town Attorney  Mayor Rick Cross called the meeting to order.  It is the intent of the Town Council to solemnize the proceedings of this meeting and the business brought before the governing board, to offer the opportumityjoran reflective moment ofsilence. Town of] Bermuda Run Code of] Ethics Statement - Town Attorney Brian Williams  Adoption of the Agenda  Council Member Melinda Szeliga made a motion to approve the agenda. Council Member Mike. Ernst seconded the motion. The motion was approved by a vote offive (5)i infavor and none opposed. Council Member Heather Coleman made ai motion to approve the November 8, 2022. meeting minutes. Council Member Curtis Capps seconded the motion. The motion was approved by a vote offive (5) in Citizens' Comments Lennie Ring of 125 Kilbourne Drive thanked the mayor and staff for their work regarding leaf pickup, and cautioned the town to ensure that Rise/Truist Sports Park: respect the residents of] Kinderton Village in regard to improvements made to the facilities with the funding grant. Tammy Taylor, Jessie Elmore, and Dwayne Thompson ofHabitat for Humanity spoke regarding Habitat moving into the long-time vacant facility in Bermuda Quay Shopping Center (formerly Food Lion). Planned opening is April, 2023 and this will be one oft the largest facilities with 26,760 sq. ft.  Approval oft the November 8, 2022 Town Council Meeting Minutes  favor and none opposed.  Presentation- Habitat Restore Habitat for Humanity, Davie County  Donation drop-offs will be in the back of the building.    Proposed Action Items Fund  A. Budget Amendment- General Fund Acceptance from Bermuda Run Community Vision The Town Manager recommends the 2022-2023 General Fund Budget be amended to accept $3,000.00 from the Davie County Community Foundation as revenue and expend $3,000.00 for Council Member Mike Ernst made a motion to accept the $3,000.00 from Davie County Community Foundation. Council Member Mike Brannon seconded the motion. The motion was approvedbya  expenses related to the "2022 Christmas ini the Town of] Bermuda Run."  vote offive (5) inj favor and none opposed.  B. Community Project Funding Application and Resolution  The Consolidated Appropriations Act, Congress made available Community Project Funding Grants through the Department ofHousing and Urban Development (HUD) a grant award of $3,650,000.00 for the Town of Bermuda Run Recreational Infrastructure and Safety Improvements. It was made clear that the Town of Bermuda Run did: not ask for this money, but we are aj pass- through for RISE/Truist Park. Piedmont Triad Regional Council (PTRC) will manage the project. Council Member. Mike Brannon made ai motion to approve action on the Agreement for Execution by Town Manager and submittal offormal application to the US Dept. ofHousing and Community Development's Community Funding Program. Council Member. Heather Coleman seconded: the motion. The motion was approved by a vote offive (5) inj favor and none opposed.  .7 TA2022-01 Self Storage Warehousing, VM Zoning District  The purpose ofthis text amendment is to permit with conditions the use of self-storage warehousing in the VM: zoning district. Iti is currently permitted for use within existing buildings in the VM zoning district. The Planning Board recommended by a vote of5-0 in favor to approve the  proposed text amendment. *Mayor Cross Opened the Public Hearing No one signed up to speak. *Mayor Cross Closed the Public Hearing  Council Member Mike Brannon made a motion to approve - "The Board finds that the amendment is consistent with the Town of Bermuda Run Comprehensive Plan and considers the action to be reasonable and in the public interest.". Council Member Mike Ernst seconded the motion. The  motion was approved by a vote offive (5) inj favor and none opposed.  D. Review of ARPA Funding-Required Policies  Adoption of Policies for the Expenditure of American Rescue Plan Act of 2021, Coronavirus State and Local Fiscal Recovery Funds. Town Attorney, Brian Williams has reviewed the proposed  policies.  a. Conflict ofInterest Policy b. Eligible Use Policy Allowable Cost Policy d. Records Retention Policy Non-discrimination Policy  Council Member Mike Ernst made a motion to adopt all policies as presented. Council. Member Curtis Capps seconded the motion. The motion was approved by a vote offive (5) inj favor and none  opposed.    Town Manager Comments  Provided: response addressing "FPIC"identified on June 30, 2022 Audit.  The. Juniper Pump Station/wastewater treatment plant project is moving along nicely. Duke Power is replacing a pole at] Hwy. 158/Ivy Circle. Update regarding Baltimore Road interchange - ai route. has been chosen for the extension. Update regarding leafcollection; trying to ensure demands are being  met.  Council/Town Manager/Mayor Comments  AII Council were in appreciation ofeveryone in attendance at the meeting, and thanked representatives ofHabitat for Humanity. They were thrilled that with this addition, the Bermuda Quay Shopping Center will be fully occupied. They also thanked everyone for their hard work on the 2nd Annual  Christmas in Bermuda Run, as it was a huge success. Place Project Blue Heron Trail - Donation by the Mocksville Women' 's Club  Excited to. see new businesses coming to the town, most using spaces that were vacant = with. the Recent meetings with Shady Grove. Elementarysludents, and with Pack 732/Cub Scouts Stressed that he wants to keep all lines ofcommmication open, and thanked everyone in  attendance.
