REVIEW OF MINUTES: Minutes oft the Regular Meeting ofNovember 2, 2021 were 5. COMMUNICATIONS FROM MAYOR: The Mountain State Cruisers annual "Cruise-Ins" calendar ofevents will be decided after discussions with the group on details and logistics. The Annual Cocoa Crawl in Bath will begin at 6pm on Friday, December 3, The 5th Annual Christmas Parade will be Saturday, December 4 at 5pm: Rose Jackson (X) Beth Skinner (X) Rick Weber (X) Quorum present. approved by Common Consent. 4. PERSONS BEFORE COUNCIL: None at this time. COMMITTEE AND BOARD REPORTS 1. BATHDEVELOPMENT AUTHORITY: The next meeting is December 1 at 4:30pm. 2. PARKS & REC: Councilman Forney reported that Morgan County Board of Education Superintendent Tuttle has indicated their intention to install cameras on Board property to assist with ongoing policing issues at the North Berkeley Park. 3. PLANNING COMMISSION: An organizational meeting is scheduled for December 2 4. RAIL/TRAIL: The next meeting is November 24. Pete Brown and Rebecca MacLeod presented their Evaluation Summary for Qualifications (RFQ) Proposals for the Depot Storm Water Management (see attached). This summary was presented to. and concurred by the Bath Finance Committee. Brown and MacLeod requested permission to begin negotiations with the scoring process's top ranked firm, MOTION: To concur with the Finance Committee to permit Rail/Trail Committee members to begin negotiations with Downstream Strategies for the Depot Storm Water Management for the purpose of developing a contract - Webster/Weber- Carried. 5. STRBETSCAPE: The next meeting is November 18. Co-Chairs Pete Brown and Rebecca MacLeod have written a letter to the WV DOH for the Mayor and Council's review (see attached). The letter's intent is to present options and request answers to pertinent Streetscape Project issues. General Council acceptance ofthe action is noted. 6. TRAIN DEPOT: Recorder Webster has moved forward with the Depot Project Haz Mat Phase. She is in communication with the funding agent WV DOH Project I Manager Mark Scoular, The Mills Group Project Manager Paula McClain and Safeco Services Project Manager John Ballard. Safeco Services is the contract work bid : An meeting is planned with Mr. Ballard on November 17 at the Depot for Mr. Ballard to at 4pm at Town Hall. Downstream Strategies. The Berkeley Springs State Park Foundation Project is progressing. winner agreed upon by the WV DOH and The Mills Group. 1 develop the Safeco work design. All are invited. 7. LANDMARK COMMISSION: Councilman Forney advised Council that he had spoken with HLC: member Zac Solomon who indicated that he would be pleased to continue work with this.organization as does HLC Treasurer Ryan Rebant. 9. FINANCE: Chairman Webster presented the following reviewed bills for approval: (A) Town ofBath $25,660.55- Motion to approve: Fomey/Weber-Caried. (B) BSWW $58,273.49- Motion to approve: Forney/Weber- Carried. (C) Rail/Trail $4,953.00- Motion to approve: Forney/Weber- Carried. (D) Greenway Cemetery $101.94- Motion to approve: Forney/Weber- Carried. (E) Streetscape $21,200.00- Motion to approve: Forney/Weber- Carried, 8. CLERK/RECORDER REPORT: No report at this time. (F) Tree Board $250.00: Forney/Weber- Carried. (G) Train Depot $613.48- Forney/Weber- Carried. Chairman Webster reported that in addition to reviewing the bills, budget comparison, Rail/Trail and Streetscape Committee needs, the Finance Committee discussed Workers Compensation cost and service. The Committee would like a community meeting with the 10.TREE BOARD: The next meeting is December 8. The Board has stepped away from the 12.PUBLIC SAFETY: Council discussed possible action to alleviate the precarious traffic: 13. PUBLIC WORKS: Chairman Weber reported that seasonal preparations and vehicle maintenance and repairs are in progress. The next meeting is December 7. 14. ORDINANCE: The next meeting is December 7. No report at this time. 15. CEMETERY: Chairwoman Skinner is preparing a Home Rule application for variance with the Municipal League's assistance to be able to potentially sell thei northern portion of the Olde English Cemetery. The Morgan County Assessor's Office has assessed the property value at $1,040.00. A new employee has been hired for grave digging. 16. WATER WORKS: Chairman Chapman reported that five bids were opened for the Phase IV Water Line Replacement Project with the low bidder having bid over the funds available. Further discussion and advice is needed The Request for Proposal for Professional Engineering Services for the Rt. 522 Water Line Extension will close November 19.' The billing system transition to Munibilling is moving forward. The next 17.PUBLIC COMMENT: Planning Commission member Larry Landon reported that the Knights of Columbus Veterans Day Commemoration was successful and that a Memorial Homeless Coalition to be arranged to discuss cooperation and concerns.
