TOWN OF BATH COUNCIL MEETING Tuesday, March 1, 2022 1. CALL TO ORDER: @ 5:30pm by Mayor 2. REVIEW OF MINUTES: Minutes oft the Regular Meeting of February 15, 2022 4. PERSONS BEFORE COUNCIL: Town resident Steve Keith submitted a volunteer application to serve on the Bath Planning Commission and was in attendance to MOTION: To appoint Steve Keith to the Bath Planning Commission- were approved by Common Consent. introduce himselfto Council. Webster/Skinner- Carried. 5. COMMUNICATION. FROMN MAYOR: Council woman Skinner is again organizing the WV DEP 'Make it Shine' project in Bath. The agreed upon dates for the clean-up are April 2, 2022 with April 9 to be the rain date. The Mayor reported that the damaged pedestrian cross walk light at the corner of South Washington Street and Martinsburg Road is being repaired. The Budget meeting schedule for FY 2023 has been set (see attached). COMMITTEE AND BOARD REPORTS 1. BATH DEVELOPMENT AUTHORITY: No report at this time. 2. PARKS & REC: Next meeting is March16, 2022. No report at this time. 3. PLANNING COMMISSION: Member Webster advised Council that the next meeting is set for March 3 at 4pm. Since the Commission now has a complete contingency ofmembers it is expected that officers will be elected sO that formalization of the meeting process and group goals and objectives can be 4. RAIL/TRAIL: Committee Co-Chairman Pete Brown has submitted progress reports 5. STRBEISCAPE: Committee Co-Chair Pete Brown has submitted reports to the 6. TRAIN DEPOT: Recorder Webster advised Council that the bid opening for the interior rehab work on the Depot is scheduled for March 3 at 2pm. All are invited. 8. CLERK/RECORDER REPORT: Clerk Corrick reported that the Hotel/Motel Grant application have been reviewed by the Finance Committee and other members of Council. Announcements will be made at the appropriate time in the budget process. 9. FINANCE: Chairman Webster presented the following bills for approval. (a) Town ofBath $14,558.37-Motion to approve: Fomey/Weber-Carried established. to the Town office. The next meeting will be March 23 at 4pm. Town office. The next meeting is March 17 at 4pm. 7. LANDMARK COMMISSION: No report at this time. 1 (b) BS Water $10,980.83- Motion to approve: Forney/Weber- Carried (c) Greenway Cemetery $25.00 - Motion to approve: Forney/Weber- Carried (d) Streetscape $283.54- Motion to approve: Forney/Weber- Carried (e) Train Depot $255.42- Motion to approve: Forney/Weber- Carried Chairwoman Webster presented Resolution 2022-03-01 which approves the previously discussed necessary Budget Revisions for FY 2022. MOTION: To approve the FY 2022 Budget Revisions as presented- Webster/Chapman- Motion carried unanimously with the required poll vote (see 10.TREE BOARD: Next meeting is March 16. The Finance Committee concurred that financial assistance in the form of a bridge loan to pay for the removal oft the designated trees on South Washington Street was appropriate. No further report. 11.PUBLIC SAFETY: The BSPD activity report was presented. Danielle Swope is 12.PUBLIC WORKS: Chairman Weber reported that the Committee has decided that Ewing and Warren Streets will be paved this year. Next year their plan is to pave Kent 14.CEMETERY: Chairwoman Skinner explained that since the Old English Cemetery was not within the Town boundaries that Home Rule exemptions cannot apply. MOTION: To authorize Chairman Skinner to move forward with the annexation process for the Old English Cemetery- Skinner/ Forney- Carried, Chairwoman Skinner gave Council the cost estimate and information concerning the repair of the Greenway Cemetery mausoleum provided by Pete Brown and Tom MOTION: To authorize efforts to move forward with repairs to the Greenway Skinner has advertised for cemetery grounds maintenance work and has applied for attached). participating in the Read Across America' program. and St. George. Spring street sweeping will begin soon. 13.ORDINANCE: No report at this time. Miller. Cemetery mausoleum-Chapman/lackson- Carried financial assistance from the Hotel/Motel Grant funds. 15.GRANT: No report at this time. 16.BERKBLEY SPRINGS WATER WORKS: The next meeting is March 7 at 4:30pm. 17. PUBLIC COMMENT: President Dave O'Connell of the Friends of the North Berkeley Rail/Trail informed Council that his group is organizing a clean-up of the trail on April 9 and is hoping to able to. join with other Town efforts on the April 2 clean up date. 18.MOTION TO ADJOURN: Approved by Common Consent.
