TOWN OF BATH COUNCIL MEETING Tuesday, March 15, 2022 1. CALL TO ORDER: @ 5:30pm by Mayor 2. REVIEW OF MINUTES: Minutes of the Regular Meeting ofMarch 1, 2022 were 5. COMMUNICATION FROM MAYOR: Councilwoman Skinner is organizing the WV DEP 'Make it Shine' project in Bath. The agreed upon dates for the clean-up are April 2, 2022 with April 9 to be the rain date. Friends oft the Rail/Trail President Dave O'Connel informed Council of this group's 'Make it Shine' plan to clean up the trail from the Depot to along James Street and beyond if possible on April 9. The Bradford Pear trees on S. Washington Street have been removed. New tree Recorder Webster submitted a letter she wrote to the Mayor and Council ofRomney expressing condolences for the loss of their historic Administration Building oft the WV Schools for the Deaf and Blind due to fire. All of Council signed the letter. approved by Common Consent. 4. PERSONS BEFORE COUNCIL: None at this time. plantings are planned for that area in the fall. COMMITTEE AND BOARD REPORTS 1. BATH! DEVBLOPMENT AUTHORITY: No report at this time. 2. PARKS & REC: Next meeting is March 16, 2022. No report at this time. 3. PLANNING COMMISSION: The next regular meeting is April 7 at 5pm. The officers elected at the March 3 meeting are Larry Landon, President and Dave O'Connel VP/Recorder. They understand their role is to be of assistance to the Council and administration ofBath in directives outlined in WV State and Bath 4. RAIL/TRAIL: Committee Co-Chairman Pete Brown has submitted progress reports tot the Town office including storm water management and work to complete the 5. STRBETSCAPB: Committee Co-Chair Pete Brown has submitted reports to the Town office which includes the Phase 4B Construction Grant Award, design services contract and sidewalk repair procedure. Councilwoman Skinner referred a memorial bench request she had received to Streetscapes. The next meeting is March 17 at 6. TRAIN DEPOT: Recorder Webster advised Council that the bid opening for the interior rehab ofthe Depot occurred as planned on March 3. There was one bidder and that bid has been sent to the WV DOH for their review. Webster also reported that Evan Reichard, Dale Beahm and Justin Mellott have offered to donate items and displays of interest for the benefit ofthe Depot. Council expressed appreciation. Code. design/build plans. The next meeting will be March 30 at 4pm. 4pm, 1 7. LANDMARK COMMISSION: No report at this time. 8. CLERK/RECORDER REPORT: Recorder Webster reported that FY 2023 Budget meetings were ongoing with the next meeting scheduled for March 21. Webster attended the March 8 meeting of the Hancock Town Council with Morgan County Commissions Sean Forney and Bill Clark. She had learned that the Maryland Legislature is considering a bill to begin studies on the feasibility of establishing a Marc Train stop at the Hancock, WV depot. Itis important for Bath and Morgan County to offer support for this bill's advancement for area economic development. Recorder Webster's assistance was sought to produce ordinances concerning the notification of property improvements to the tax assessor and building codes. MOTION: To approve for First Reading Ordinance 2022-03-15 ordering the use of Form LGR 12:75 for the notification ofbuilding and property improvements in Bath tot the Morgan County Tax Assessor - Chapman/Forney Carried 9. FINANCE: Chairwoman Webster presented the following bills for approval. (a) Town ofBath $10,792.30- Motion to approve: Forney/Weber- Carried (b) BS Water $55,344.63- Motion to approve: Forney/Weber- Carried (C) Greenway Cemetery $158.00 - Motion to approve: Forney/Weber- Carried (d) Streetscape $123.54- Motion to approve: Forney/Weber- Carried (e) Train Depot $4,301.25- Motion to approve: Forney/Weber- Carried (f) Tree Board $4,700.00- Motion to approve: Forney/Weber- Carried Chairwoman Webster presented Resolution 2022-03-15 which amends and approves the previously discussed necessary Budget Revisions for FY 2022. MOTION: To approve Resolution 2022-03-15- Webster/Skinner - Poll vote 10. PUBLIC SAFETY: ChiefLink described office duties that he is attending to recently. 11.PUBLIC WORKS: Chairman Weber reported that the Spring Yard Waste pick up dates 13. CEMETERY: Chairwoman Skinner reported that the Committee received two bids for mowing Greenway Cemetery this year and that Percy Renovations was awarded the contract with a bid of$37,000.00. Town Attorney Richard Gay is working on the approved the Resolution unanimously. will soon be provided. 12. ORDINANCE: Noi report at this time. annexation oft the Olde English Cemetery property. 10.GRANT: No report at this time. 11.BERKBLEY SPRINGS WATER WORKS: Chairman Chapman explained that Thrasher Engineering is doing the preliminary engineering for the 522 Waterline Extension Project. The BSWW Waterline Replacement Project is expected to begin on May 1with necessary bonding work being completed. Chapman will present a resolution pertaining tol hazard mitigation at the next Council meeting. The next Committee meeting is April 4. 12.MOTION TO. ADJOURN: Approved by Common Consent.
