Rick Weber (X) Quorum present. 3, REVIEW OF MINUTES: Minutes ofthe Regular Meeting of April 19, 2022 were 4. PERSONS BEFORE COUNCIL: Lin Dunham and Jim Michael ofthe Eastern Panhandle Conservation District attended to explain the Flood Control Dam Maintenance Agreement. Don Whetzal ofthe WV Conservation Authority reported that Dam #7 was in need ofrepair. Discussion was held on the importance ofthe MOTION: To approve a $2,000.00 annual contribution to the Eastern Panhandle Conservation district and to authorize the signing ofany agreement or document necessary for its conveyance - Chapman/Weber- Motion carried. Chairman of the Board of CNB Bank Senator Charles Trump and VP Joe Hronesz presented Council with the deed to the Town Hall property which was paid off via a lease/purchase agreement with this bank. Appreciation was shown for the cooperation over the years between the Town and CNB Bank. The deed will be 5. COMMUNICATIONFROMMAYOR: The annual Plant Fair will be held May 6 approved by Common Consent. upkeep of the structures for the safety ofthe Town. recorded in the Morgan County Clerk's Office. and 7 in the Berkeley Springs State Park. COMMITTEE AND BOARD REPORTS 1.1 BATHDEVELOPMENT AUTHORITY: No report at this time. 2. PARKS & REC: Nextr meeting is May 18, 2022. The Town requests those who may be interested in serving as Town representatives on this board to complete a volunteer 3. PLANNING COMMISSION: The next regular meeting is May 5 at 5pm. President Landon emphasized work on updating the Town's Comprehensive Plan, 4. RAIL/TRAIL: Committee Co-Chairman Pete Brown has submitted progress reports to the Town office. Recorder Webster informed Council that the Morgan County Commission submitted the grant application to Senator Capito's office for $1,031,000.00 for the improvement and use oft the NBRT trailhead. 5. STREBISCAPE: Committee Co-Chair Pete Brown has submitted reports to the 6. TRAIN DEPOT: Recorder Webster advised Council that she had received the Notice to Proceed from the Town's DOH Project Manager Mark Scoular for the rehabilitation ofthe Berkeley Depot interior. $218,390.00 is the original TE grant form found on the Town website or in the office. Town office. 1 funding available. Approximately $7,000.00 is needed to complete the $224,250.00 needed for the interior rehab project. She is awaiting instructions from the WV Water Development Authority and the IJDC as to how she is to apply for additional 8. CLERK/RECORDER REPORT: Clerk Corrick presented the FY 2022 Budget Revision as instructed by the WV Auditor's Office, The adjustments were MOTION: To approve Resolution 05-01-2022 revising the Town of Bath Budget submission- Webster/Chapman- The poll vote taken was unanimously in favor, 9, FINANCE: Chairwoman Webster presented the following bills for approval. PUBLIC WORKS: Chairman Weber reported that 'No Parking' signs would be erected at the corner of Warren and Mercer for safety purposes. Weber explained that South Green Street would be patched this year and paved next year. A new bed is needed for 14. CEMETERY: Chairwoman Skinner is updating records and seasonal maintenance 15. GRANT: Committee Member Skinner requested that the Committee look into the assistance of Region 9 Planning and Development for future Streetscape grants due to 16. BERKELEY SPRINGS WATER WORKS: Chairman Chapman, explained that difficulties in receiving materials for the Waterline Replacement Project Phase IV have been resolved and that it is expected the project will begin the first of. June,. Chapman reported that the WV: Board ofPublic Health/EPA is now: requiring the BSWW to collect accurate information concerning the type of plumbing in customer's! home plumbing including entering the dwelling for inspection. Discussion ensued on privacy issues surrounding this requirement and the public's dislike oft the 17. PUBLIC COMMENT: The Michaels family of South Washington Street asked about acquiring the public alley contiguous with their eastern property line, General procedure was explained and they were advised to seek assistance from an attorney. 10.MOTION TOADJOURN: Approved by Common Consent.
