TOWN OF BATH COUNCIL MEETING Tuesday, September 6, 2022 1. CALL TO ORDER: @ 5:30pm by Mayor 2. ROLL CALL: Scott Merki (X) Susan Webster (X) Chris Chapman (A). COMMUNICATIONFROM MAYOR: Cub Scout Troop 12 presented their request MOTION: To permit Cub Scout Troop 12 to use Liberty Street for parking during the Depot Committee Chairwoman Webster presented her request to use the Depot lot for parking during the Apple Butter Festival. Fees collected and donated will be for MOTION: To permit the Depot Committee to use the Depot lot for parking during approved by Common Consent. 4. Rehab. the Apple Butter Festival- Skinner/ackson- Carried. COMMITTEE AND BOARD REPORTS 1. BATH DEVELOPMENT AUTHORITY (BDA): Next meeting is September 7. 2. PARKS & REC: The next meeting is September 21, 2022. Those interested in serving on this board are encouraged to submit a volunteer application. 3. PLANNING COMMISSION: The next meeting is October 6, 2022. President Landon reviewed progress with the Comprehensive Plan and their consideration of amending the plan to include organizations and/or leaders assigned to the goal. The Commission will be meeting with Commitce/oirganzation heads to gather insight. 4. RAIL/TRAIL: The progress report has been submitted to the Town office (see attached). Committee member Webster is looking into grants for water and sewer lines for the Depot lot to be able to add restroom facilities and other amenities. 5. STRBEISCAPE: Committee Co-Chair Pete Brown has submitted reports to the Town office (see attached). The next meeting is September 15 at 4pm. 6. TRAINDEPOT: The interior rehab construction oft the Depot continues. The: enext Owner's meeting will be held September 7. The meeting will focus on restoration efforts, project administration and funding. Recorder Webster is developing methods The Depot Interior Rehab Project has received a grant of$15,000.00 from the Governor's Office as requested by Senator Trump and Senator Blair, Webster has prepared three letters of appreciation to these officials for signatures. 7. LANDMARK COMMISSION (HLC): HLC Treasurer Ryan Rebant presented the group'si recommendations to fill the two vacancies on this Commission. The recommendations for appointment are John Mason and Steve Harmison. The HLC for donation intake including working with a local bank. 1 also recommended Melissa Schod to assist with administrative duties. MOTION: To appoint John Mason and Steve Harmison to the HLC- Webster/Forney- Carried. 8. CLERK/RECORDER REPORT: Recorder Webster advised Council ofthe WV Legislative Interim meeting that is being held at Cacapon State Park November 12 through 16, 2022. A change oft the November 15 Council meeting date may need to be changed in order for Council to participate in the reception to be held that evening, A WV Auditor's workshop is being arraigned for elected officials, staff and 9.F FINANCE: Chairwoman Webster presented the following bills for approval. TREE BOARD: The next meeting is September 21 at 4pm. Member Skinner conveyed the Michaels family's request that the Tree Board assist with removing the invasive trees that are growing in the Town alley that adjoins the Michaels' property on South Washington Street and to replace with shrubs which improve the area, MOTION: To permit the Tree Board to assist with the Michaels family's 11. GRANT: Chairman Forney reported that he has met with Region 9 Planning and Development officials and discussed grant opportunities for Bath. Forney is requesting help from this organization and the State Historic Preservation Office with the repair of Greenway's: mausoleum and historic sites in Bath, 12. PUBLIC SAFETY: ChiefLink reported that applicants to be Police Officers with the BSPD will be further interviewed and tested. He presented the BSPD stats for the last two months. Apple Butter Festival planning has begun for Public Safety officials in Morgan County. The State Fire Marshall is beginning a more active role in the 13.CEMETERY: Chairman Skinner has placed an ad in the Morgan Messenger requesting donations for mowing in Greenway, The Committee has decided that mowing after Labor Day will be on a week by week basis. Pentoney Brothers Contracting has been hired for grave digging, They have requested the use oft the truck in the Greenway shed ifv viable 14. PUBLIC WORKS: Recorder Webster requested that the Committee consider filling the potholes in the northern section ofMercer Street. As the rail/trail project progresses moving equipment and materials from the Depot lot will be necessary, 16.
