Bermuda Run Town Council AGENDA MEETING MINUTES Tuesday, January 23, 2024 at 8:30 am Bermuda Run Towh Hall  Council Members Present: Mayot Mike Brannon, Rae Nelson, Christy Schafer, Melinda Szeliga, and Jeff  Tedder  Council Members Absent: Mike Ernst  Also Present: 1. Call to Order  Andrew Meadwell, Town Manager; Cindy Poe, Town Clerk; and Brian  Williams, Town Attorney  Mayorl Mike Brannon called tbe meeting to order:.  2. Recognition of Quorum  3. Town of Bermuda Run Code of Ethics Statement-3 Town Manager, Andrew Meadwell  4. Adoption of the. Agenda  Council Member. Melinda Sgeliga made ai motion to adopt the agenda as presented. Council Member Jef Tedder. seconded the  motion. The motion was qpproved by a vote ofitbee (3) inj favor and none opposed. 5. Approval of the November 28, 2023. Agenda Meeting Minutes  Council Member Rae Nelson made ai motion to approve the November 28, 2023 Agenda Meeting minutes. Council. Member Melinda Szeliga. seconded. the motion. The motion was qpproved by a vote of tbree (3) inj favor and none opposed. 5. Citizen Comments - Lennie Ring f125 Kilbourne Dr; Bermuda. Run tbanked the Town. Staf Mayor and Councilj for  their vision and leadership.  7. Seating ofNew Council Member- = Oath of Office. Administered to Christy Schafer Town Clerk, Cindy Poe administered the Oath of Office to newly-appointed Council Member Christy Schafer. She was then presented with her new: nameplate and seated with the other Council Members. A. Discuss Town Charter Revisions - There have been two resolutions amending the Town Charter since it was created. Thel language is lacking ins some portions of the charter regarding voting/Board of Elections. Ex. "Definition of RESIDENT" when it comes to voting. Last year's primary election was an $11,000 cost to the Town due to narrowing candidates from 5to 4. Very few municipalities of our size leverage a primary model B. Review list off funding requests/projects = "Wish List" for grants. $6 million toward quality of life, stormwater, wastewater. Town Managera and Mayor working on a draft list including pocket parks", C. Board Etiquette during meetings- Attorney Brian Williams reviewed Open Meetings Law and reminded Council to keep away froms sidebar conversations, communications from council should be open and transparent. This is especially important as we transition to video-recorded meetings. D. February Council Meeting-Recording-Upgrades to Council AV system. Monthly Town Council Meetings will  Informationalltems  for council elections.  Bahnson Lakes, Riverwalk' Trail, Blue Heron Trail continuation.  be recorded beginning in February.    E. Council Training-March 6th-Save the date- NCI League of Municipalities providing training for new Council Pedestrian Ways- Bermuda Run East- Surveying to begin at the end of January connecting the Blue Heron Trail to Bermuda Run Drive up toi the Bermuda Run East Package Room. Includes speed tables at areas H. USPS Package Room- Ongoing problems with Package Room being overwhelmed with large packages that the USPS will not deliver to the homes. There isar new Post Master. Mayor Brannon (along with the Town Manager) will get involved; it's time to address the problems as package volume continues to increase; it's  Members, including the required Ethics training. F. Council Retreat-March 26th-Save the date- Planning Session  where the trail will cross the road.  becoming a disservice to the residents and there is inadequate package room space.  8, Mayor Comments  Welcomed Christy Schafer to the Town Council. February 13 Council Meeting- - Gtoup Photo Day  PTRC Executive Committee Engagement with Town HOA's.  Davie County Leadership Meetings /Local Mayor Meetings Upcoming meeting with Pat Ivey - NCDOT Meeting with Davie County Sheriff on Thutsday.  Brian Barnett w/ Davie County to speak at the Februaty 13 meeting. Davie County Senior Services needs a representative on the. Advisory Council. Winston-Salem MPO/TAC: needs an alternate member (meetings are virtual) I-40Landscaping Update - NCDOT to maintain for 2 years.  9.
