TOWN OF BATH COUNCIL MEETING Tuesday, March 7, 2023 1. CALL TO ORDER: @ 5:30pm by Mayor. 2. REVIEW OF MINUTES: Minutes ofthe Regular Meeting ofFebruary 21, 2023 5. COMMUNICATION FROM MAYOR: Councilwoman Skinner has signed up the Town of] Bath and Greenway Cemetery to participate in the WV DEP Make It Shine cleanup program. Saturday, April 1 is the scheduled date with April 15 as the rain date. An invitation has been received for a talk by Dr. Randall Gooden, professor of history at Clayton State University, on the Union League raid in Berkeley Springs in 1864. The talk will be on March 16 in the Morgan County Commission Room. were approved by Common Consent. 4. PERSONS BEFORE COUNCIL: No one at this time. COMMITTEE AND BOARD REPORTS 1.1 BATH DEVELOPMENT AUTHORITY (BDA): The next méeting is April 5 in the 2. PARKS & REC: The next meeting is March 15 in the Courthouse. 3. PLANNING COMMISSION (PC): The next meeting is March 2, 2023. The Comprehensive Plan Assessment sub-committee meets weekly. President Landon reported that the Commission is considering various possible meeting topics. 4. RAIL/TRAIL: The progress report has been submitted to the Town office (attached). Recorder Webster reported that she and Morgan County Commissioner Clark are compiling documents and information to apply for earmark grants from Senators Manchin and Capito for the Trail Head project. She has written letters to each ofthe Senators explaining the collaborative efforts ofthe Town and County on this project and requesting their assistance in the applications' success. By Common Consent 5. STREETSCAPE: Committee Co-Chair Pete Brown has submitted reports including recent positive advancement ofthe project to the Town office (attached). 6. TRAIN DEPOT: Chairman Webster reported that work progress continues on the interior rehab of the Depot. She is working with community members on a grand 7. LANDMARK COMMISSION (HLC): President John Mason advised that the next meeting of the HLC will be April 20, at 2pm and that previously reported projects are 8. CLERK/RECORDER REPORT: Clerk Corrick reported that the FY 2024 Budget Meetings were on schedule and continuing. Recorder Webster explained that the recent train derailment in East Palestine, Ohio should cause concern because the same dangerous chemicals in that disaster travel through Bath in trucks regularly. The Town would bej justified in seeking reliefby at least having knowledge ofl local hazardous chemical travel schedules. Exploring WV Home Rule options may provide greater self-determination in the matter. 9. FINANCE: Chairwoman Webster delivered the following bills for approval. (a) Town of Bath $15,733.85- Motion to approve: Forney/Weber- Carried (b) BSWW $14,514.30 - Motion to approve: Forney/Weber- Carried (c) Greenway Cemetery $1,366.00- Motion to approve: Fomey/Weber-Carricd (d) Tree Board $2,100.00 (reimbursable)- Motion to approve: Forney/Weber- Carried (e) Streetscapes- Motion to approve: Forney/Weber- Carried 10. TREE BOARD: Councilwoman Skinner reported that the Tree Board has received the Tree Survey Grant and they hope to have the work completed by September. 12. PUBLIC SAFETY: The new Town ofBath Chief ofPolice William Carper introduced himselfto Council and was welcomed by all. The next Public Safety 13.C CEMETERY: Chairman Skinner was pleased to announced that the application she submitted to the Morgan County Commission for $30,000.00 for the repair ofthe Greenway mausoleum was awarded from County Hotel/Motel funds. This completes the matching funds required by an anonymous benefactor who has delivered a check for $25,000.00 to Town Hall. Having these funds in hand enables Skinner to begin this necessary project. Letters of gratitude will be sent to the donors. Thanks, was also extended to Pete Brown for his initial work with design and estimate for application presentation. Percy Renovations has been contracted for the mowing of Greenway 14. PUBLIC WORKS: Chairman Weber reported that the recently purchased used F250 will be picked up soon. Weber presented his paving schedule for Bath as follows: FY2024- Green Street from Fairfax to Rt. 9 at $52,000.00; FY 2024- Mercer Street from Fairfax to Rt. 9a at $52,000.00; FY: 2026- Green Street from Rt. 9 to Fairfax Street and Green Street 15. ORDINANCE: Councilman Chapman related the work on the employee manual is continuing. The Committee has provided Tree Board member Kate Lehman with their comments on the proposed amendments to the Bath Tree Ordinance. 16. BERKELEY SPRINGS WATER WORKS: The Water Line Extension Project is moving forward. The resurfacing of Cornelius Avenue is included in this project. The BSWWis actively seeking Class I and Class II Operators and applications have been submitted. 11. GRANT: No report at this time. meeting will be March 21 at 4:45pm.
