PERSONS BEFORE COUNCIL: Town residents Donna Coates and Melissa Schod appeared before Council to present their plan (attached) to reestablish the Town of Bath Community Garden organization. Discussion was had and concerns of Council MOTION: To accept the plan to reestablish the Town ofBath Community Garden Ye Town of Bath DAR Regent Gail Potter and members requested that the Mayor and Council approve the attached Constitution Week Proclamation. MOTION: To approve the Ye Town ofBath Constitution Week Proclamation- 5. COMMUNIÇATION FROMMAYOR: The Mayor announced the Morgan County Homeless Coalition "Walk a While in their Shoes" event to be held September 9, 2023 from 10am until noon. Councilwoman Hickey further described the event which includes a pig roast at the Hope House and encouraged participation. The Morgan County Partnership is again sponsoring the Zombie Walk to be held on October 21, 2023. They requested permission to have the first block ofFairfax Street east blocked from traffic from 1-4pm that day and provided the route they will use MOTION: To permit the Zombie Walk and Fairfax Street blockage as presented- The Morgan County Jeepers requested that the there be no parking on the first block ofSouth Washington Street on the park side during their events in the Berkeley Springs State Park on September 23, October 28 and December 9. MOTION: To allow the Morgan County Jeepers request as presented- The Chamber of Commerce Food Truck Festival will be held on September 8 Recorder Webster proposed that it be considered that in the future all Bath facilities use, including street closures and parking restriction requests require the submission ofal Facilities Use Application due to Town expenses incurred during these events. RAIL/TRAIL (NBRT): The progress report has been submitted to the' Town office (attached) and Co-Chair Pete Brown was in attendance with further details. 5. STREETSCAPE: Committee Co-Chair Pete Brown has submitted reports on Streetscape, the Berkeley Springs State Park and the Greenway mausoleum projects 6. TRAIN DEPOT: Chairman Webster submitted a Facilities Use Application for the Depot lot for vehicle parking during the Apple Butter Festival. Chairwoman Hickey reported that the Committee is drilling down on the priority of needs of the community. She hopes to focus on public safety necessities such as the BSVFD fire truck, cameras, 12. Public Works Chairwoman MacLeod will look into the issues. Alex Teixeira expressed concern about the speed of vehicles traveling on North Washington Street traveling south on this street near. his home and business, The Trail Depot. He is also worried about people crossing N. Washington Street to Williams and the Berkeley Depot with no crosswalk at the location. The Mayor and Chief explained their current work toward obtaining an electronic speed indicator and a crosswalk for the soon on Green Street from Rt. 9t to Fairfax Street. At around 3:30 we will begin the walk ont the sidewalks starting down Mercer St, turning left ati the Mexican restaurant on Independence St and then another left on the! 522.
