PERSONS BEFORE COUNCIL: The Mayor requested Council to amend the agenda MOTION: To bring forward Parks and Rec - Webster/Skinner- Carried. Ashley Moss addressed Council about her desire to serve as a Bath representative on the Board ofDirectors of MC Parks and Rec (application attached). Council's discussion related to the recent resignation of Spencer Shives, better communication with Parks and Rec and programs and projects within the Town. MOTION: To approve the appointment of Ashley Moss as a representative of Bath on the MC Parks and Rec board- Hickey/Schene- Carried MOTION: To return to regular agend-Skiner.5ehene Carried Brock Vanorsdale, candidate for Morgan County Sheriff, introduced himself. Discussion followed concerning policing issues faced by the community. Melissa Schod, Community Garden volunteer, announced that the next meeting of the group would be February 6 at 2pm and welcomed suggestions for the upcoming 5. COMMUNICATION FROM MAYOR: The Mayor reminded Council ofthe Auditor's Budget Training on February 20 in Martinsburg. Since that evening is also aregularly scheduled Council meeting night alternative dates were discussed. MOTION: To reschedule the Council meeting of February 20 to February 21- Council expressed gratitude to the Mayor for his work with the BSWW and Labor approved by Common Consent. to bring forward Parks and Rec. season. Webster/MacLeod- Carried Crew during the recent unsafe and inclement weather. COMMITTEE AND BOARD REPORTS 1. BATH DEVELOPMENT AUTHORITY (BDA): Next meeting is February 7, 2024. 2. PARKS & REC: Nothing further. The next meeting is February 21. 3. PLANNING COMMISSION (PC): The next meeting in February 8. PC Recorder Dave O'Connell reported that talks with Michael Dougherty ofWVU Extension Service culminated in the decision to use. his services to review PC work products for his perspectives and suggestions. This will be done at no cost. The PC will meet with 4. RAIL/TRAIL (NBRT): The next meeting is January 31. The progress report has been submitted to the Town office (attached) by Co-Chair Pete Brown. The Committee will meet to discuss next steps since the NBRT bids came in the Cemetery Committee in February. 1 unreasonably high. Councilwoman MacLeod provided the Berkeley Springs Depot Parcel 1B tree planting contract and scope ofwork which is paid for by grants MOTION: To approve the aforementioned contract as presemtc-Wchsterscnene 5. STREEISCAPE: The progress report (attached) has been submitted by Co-Chair Pete Brown. The project has received reimbursement oft the 30% design cost. The 6.7 TRAIN DEPOT: Chairman Webster advised ofthe organizational meeting held on January 17 of people interested in advancing the Depot and contiguous property for public use, education, recreation, health and economic development. Many ideas were discussed and much enthusiasm was conveyed by attendees. The next meeting (attached). Carried. next meeting is February 15. is February 22. 7. LANDMARK COMMISSION (HLC): Next meeting is January 25. 8. CLERK/RECORDER REPORT: Clerk Corrick presented an Internal Budget Revision for the Police Judges Office and Town Hall (attached). MOTION: To approve the Internal Budget Revision the Police Judges Office and Town and Town Hall as presented- MacLeod/Hickey- Carried Corrick reminded Council ofthe upcoming Bath and BSWW audits on January 26. 9. FINANCE: Chairwoman Webster delivered the following bills for approval: (a) Town of Bath $21,897.64- Motion to approve: Webster/Hickey- Carried (b). BSWW $47,923.13 - Motion to approve: Webster/MacLeod- Carried (c) Hotel/Motel $28,363.29- Motion to approve: Webster/Skinner- Carried (d) BDA $750.00- Motion to approve: Webster/Hickey- Carried (e) Depot $112.75- Motion to approve: Webster/Skinner- Carried Chairwoman Webster warned ofunsustainable burdens on Bath finances and consideration being given to adjustments in the Town's revenue and expenses. 10. TREE BOARD: Councilwoman MacLeod explained that the current Tree Board member's terms had expired and that they were all interested in maintaining their positions on this board. MacLeod' S term follows her term in elected office. MOTION: To reappoint Andy Swaim, Lance Strait, Kate Lehman and Tom Hall to Tree Board member Lehman told Council that the Board plans to again apply for Tree City USA designation which Bath has successfully been granted for many years. 11.GRANT: The next meeting is February 12 at 4:30pm. Chairwoman Hickey identified new grant possibilities ofinterest with the HLC for home owners and Valley Health for Depot and surrounding property for community wellbeing and 12. PUBLIC SAFETY: The next meeting is February 14. The ParkMobile system of metered parking enforcement was explained and discussed. It was requested that the Chiefmake this new system clear to the community through news publications, MOTION: To approve the ParkMobile system for implementation- Schene/Hickey- the Bath Tree Board- Hickey/Skinner- Carried fitness. social media and other methods. 2 Carried 13. CEMETERY: Chairwoman Skinner announced that the WV DEP Make It Shine program will be held again. This cleanup project is very beneficial to the beginning oft the mowing season in Greenway Cemetery and around Town. Event dates to be presented at the next Council meeting for approval are. April 6 with rain date of April 13. 14. PUBLIC WORKS: Next meeting is February 6. Chairwoman MacLeod reported that snow plowing went well during the recent storms. The F150 is in need of maintenance. 15.ORDINANCE: The next meeting is February 15. Chairman Schene introduced for First Reading Ordinance 2024-01-06 amending in part Ordinance 2010-02 (attached). This MOTION: To approve Ordinance 2024-01-06 amending in part Ordinance 2010-02- Councilwoman Hickey presented the Town of Bath Employee Hand Book revision which isa available at Town Hall. Small corrections or clarifications may be necessary. MOTION: To approve the Town of Bath Hand Book as presented with the understanding ordinance increases fines for traffic violations in Bath.
