TOWN OF AURORA, NC BOARD OF COMMISSIONERS MINUTES December7, 2020 Meeting Ar regular meeting of the Aurora Town Board of Commissioners was held at 7:00 P.M. on Monday, December 7, 2020, at the Town Hall. Mayor Williams called the meeting to order with the following present: Officials Present: Commissioners Present: [X] Clif Williams, Mayor [X] Coley Jordan [1 Brad Lee [X] Jeff Peed [I Tina Taylor Attendance: [X] Judi Lannon -Town Clerk/Finance Officer [X] Chuck Bonner - Public Works Director [X] Curt Hendrix- Recreation Coordinator [X] Various members of the public were in attendance Mayor Williams led the Pledge of Allegiance and Commissioner Peed led in prayer. Ar motion to approve the proposed Agenda was made by Commissioner Jordan and seconded by Laura Jordan wished everyone a Merry Christmas and a Happy New Year during the public The proposed minutes for the regular October 5, 2020 meeting were approved on a motion Under Old Business, Public' Works Director Chuck Bonner provided the Board with an update on the Water Treatment Plant upgrade. The project is starting to move along. The project engineer came and met with the Town on November 19th where all outstanding questions regarding electrical feed, chloritization, start-up and testing were discussed. Future valve and hydrant replacement plans and possible funding through a Community Development Block Grant were also discussed. Availability and timing of these grant opportunities would be researched by Mack Gay and Associates. The Director reported that he had met with the Duke Energy Engineer regarding wiring questions at the water treatment plant. He also reported that the Town had to replace a pump at the wastewater treatment plant. The department had also repaired multiple water leaks in the last month. There was no New Business The Clerk reported that she and Chuck Bonner were continuing forward with the disbursement of the surplus property as planned. The "Public Surplus" company was ready to begin when the Town is ready. The Clerk supplied an "Open Issues" report which is attached. 1 The Recreation Coordinator Curt Hendrix gave a written report which included the following: Mowing and thatching the soft ball field continues. General mowing oft the Recreation area has slowed down sO he has been clearing and burning ditch debris Field is being utilized 4 nights week. Cleaning restrooms is still being performed Spoke with. John Prescott with Nutrien regarding the Nature Trail and we will meet face Have started researching water activities and would like to see a Kayaking program Iwill start prepaningmaintenancing the Community Garden beds for spring planting Represented the Aurora Recreation Department and the Fossil Museum at Persimmons toi face after the holidays stated in 2021 during the Flotilla in New Bern Under Board Comments the Mayor gave an update on the Aurora Industrial Park project. He reported that the Army Corps of Engineers and our engineer, Michele Clements with the East Group, had met at the site along with Town personnel and NCDEQ to access wetland delineation and drainage issues. He had also spoken with a representative from the Governor's Hometown Strong program who would be in touch with us regarding the AIP project. There being no further business, the December 7, 2020, regular meeting adjourned on a motion made by Commissioner Peed, seconded by Commissioner Jordan with a 3to Ovote. Lannon, Town Clerk 2 Town of Aurora Current Open Issues Presented to Board Annual Inspection of the 100,000 Gallon Elevated Tank - Completed by Southern Corrosion in August and Municipal Audit 2019-2020 - The Town is now prepared and the audit will begin December gth. report received in November Bailey's Creek Land Option -Town Attorney Scott Davis copied the Clerk with the proposed agreement. He Cares Act Funding = FEMA/NCEM- - County Manager Brian Alligood contacted the Town on November 30th and the County would be securing the proposed funding for Aurora as well as Pantego. The Town of Aurora is slated to receive $18,196.00 and the Fossil Museum has requested $7,462.00 as a sub-signer. Public Surplus - The Public Works Director and Town Clerk attended a training module on December 2. Liked Duke Energy Performed Small Business Energy Assessment = They looked at the Town Hall and the Community Center. Public Works has been replacing the old florescent fixtures with LED as needed. The assessment was done for free. Currently, we have no funds budgeted for this purpose should be hearing back from the Nutrien/PCS any day now. what they saw, no fees to seller, the buyer pays the cost. Emergency Generators provided by Golden Leaf Foundation - There are two generators which we are waiting for parts to be delivered. Zoning Issues-S Several issues still ongoing. Public Works has purchased two new speed bumps! Long Term Issues Aurora Industrial Park - Our engineer Michele Clements, the Army Corps of Engineers, DEQ and NC Water met on December 1 at the AIP site. More information gathered from that meeting will be forthcoming soon.
