TOWN OF AURORA, NC BOARD OF COMMISSIONERS MINUTES February7, 2022 Meeting Aregular meeting oft the Aurora Town Board of Commissioners was held at 7:00 P.M. on Monday, February 7, 2022, ati the Town Hall. Mayor Williams called the meeting to order with the following present: Officials Present: Commissioners Present: [X] Clifv Williams, Mayor [X] Omar Bahhur [X] Coley. Jordan [X] Jeff Peed [X] Tina Taylor Attendance: [X] Judi Lannon - Town Clerk/Finance Officer [X] Chuck Bonner- - Public Works Director [X] Various members oft the public were in attendance Mayor Williams led the Pledge of Allegiance and Commissioner Peed led in prayer. An motion to approve the proposed Agenda was made by Commissioner Jordan and seconded by Commissioner Taylor with a 4to 0 vote. Public Comment None Received Consideration of Minutes The proposed minutes of the Recessed meeting of August 17, 2021 meeting were approved on ar motion made by Commissioner Peed and seconded by Commissioner Jordan, with a3to0 vote. Guest Speakers Joy Dunn with the Aurora Richland Township Chamber of Commerce introduced their newly appointed board: Kim Clark and Sherrie Hope and Dee Hemby who was unable to attend. Joy Dunn expressed the Chamber's focus on commerce and the revitalization of the Main Street business district. The Town Council received the introduction toi the newly appointed Board of the Aurora/Richland Township Chamber of Commerce and wished them well and looked forward to working with them ini the future. Sharon Holland with the Aurora Leadership Council, gave a presentation to council introducing the "Aurora Fish and Farm Festival" scheduled to take place on October 22"d and 23"d, 2022. The two day event will highlight local agriculture and fishing and boating. The festival will be 1 centered primarily on Main Street from the library to the Methodist church. This annual event isd designed take place near the waterfront on one end of Main Street and near the History Museum ati the opposite end. The ALCI is planning two stages for music offering a variety of entertainment throughout thet festival culminating with a concert at the stage nearest the waterfront on Saturday evening. The ALC is working on lining up venders to offer a host of artisan crafts and food and will coordinate with Beaufort County Sherriff's Department on security throughout the event. The introduction ofthe Farm and Fish Festival was well received Kurt Ryan, Chairman of the Aurora Leadership Council, announced the launching of the "Aurora and Richland Township Service Members and First Responders Hometown Heroes Banner Program." The banners will display hometown heroes on one side and "Welcome to Down Town Aurora" on the other side. The response ini the community has been wonderful and there are many veterans and first responders in our community that deserved to be recognized. The Chairman provided at flyer (see attached) that explains the process. The goal is to have them up and displayed on light poles by Fossil Festival. The Mayor expressed the gratitude oft the Town Board to the Aurora Leadership Council in this long overdue effort to thank our veterans and by council and alli in attendance. Please see the attached flyer. our first responders. Old Business The Clerk announced the Golden Leaf Foundation Flood Mitigation Grant opening. The proposed grant ties in well with the ongoing Resilient Costal Communities Program in process. The Mid-East Commission, whoi is administering the RCCP, has offered to write the in depth application, utilizing the data obtained from the RCCP with councils approval. The motion was made by Commissioner Taylor to have the Mid-East Commission Prepare the application for the GLF Flood Mitigation Grant. The motion was: seconded by Commissioner Jordan and passed with a 4to Ovote. New Business Under New Business, regarding the Aurora Industrial Park, the Clerk presented a Resolution and Amendment, as prepared by the Town Attorney, to amend the original Land Purchase Agreement to allow the seller at tax-free exchange. After review of the amended agreement and resolution (attached) a motion was made by Commissioner Peed and a seconded by Commissioner. Jordan. The motion passed with a 41 to 0 vote. Upon a request from the engineering firm on the project, The East Group, the Clerk requested a motion be made to allow them toi file state applications for both the stormwater management permit and the NCDOT driveway permit. The motion was made by Commissioner Jordan and Also under New Business, the Clerk informed the council that a citizen had filed for assistance with their water utility and the Town would need to consider the agreement with state Low Income Household Assistance Program (LIHW/AP.) The motion to allow the Town to participate seconded by Commissioner Peed. The motion passed with a 4to 0 vote. 2 int the LIHWAP was made by Commissioner Taylor and seconded by Commissioner Jordan. The motion passed with a 4toOvote. Mayor and Board Comments The Mayor announced that Golden Leaf Foundation President and CEO Scott Hamilton will a visit to Aurora on April 14th. He also advised that he had invited the Beaufort County pay Commissioners to come visit the Town and that may take place on April 20th. The Clerk reminded all present to please attend the "Open House" being conducted fori the Resilient Coastal Communities Project on February 14th at the Community Center at 6:00P.M. Citizens will get a chance to help prioritize projects to enhance our community'sr resilience to flooding. The group: started on January 11th. They walked 24 miles in January. The group meets inf front oft the chamber at 9:00am on Tuesday'sand Thursday's. The walk is approximately 3 miles each time. The birding group is interested in the trail. would also like to have al haunted trail int the fall. Camping is also an activity that can be discussed. Collecting information to start a program. Ihave been in touch with Terresa Hamilton, Rec Director in Washington. Iwill be visiting her and Bobby Andrews ati the Rec center soon. No meeting scheduled.
