TOWN OF AURORA, NC BOARD OF COMMISSIONERS MINUTES Monday, February 6, 2023, Meeting Ar regular meeting oft the Aurora Town Board of Commissioners was held at 7:00P.M. on Monday, February 6, 2023, at the Town Hall. Mayor Williams called the meeting to order with the following present: Officials Present: Commissioners Present: Ix] Clif Williams, Mayor [XJ Omar Bahhur [X] Coley. Jordan [X] Jeff Peed [I Tina Taylor Attendance: [X] Judi Lannon -Town Clerk/Finance Officer [x) James Ham - Public Works Director In Training [X] Chuck Bonner Former Public Works Director and Backup ORC IX] Various members of the public were in attendance Commissioner Tina Taylor was not able to attend. Commissioner Peed led the Pledge of Allegiance and also led in prayer. Att this time Mayor Clif Williams joined the meeting in progress Amotion to approve the agenda was made by Commissioner Jordan and seconded by Commissioner Bahhur. The motion passed witha 3toOvote. There wasi no public comment presented. Consideration of Minutes Public Comment The proposed minutes of the September 6, 2022, meeting were approved on motion made by Commissioner Jordan and seconded by Commissioner Bahhur and approved witha3to0vote. The Mayor apoligised for being late but he hadj just arrived from attending the County Commissioners meeting in Washington. He was happy to report that Aurora Industrial Park Team had just received word that both the Golden Leaf Foundation and the N.C. Department of Commerce have agreed to arrange additional funding of $500,000. Each towards the Aurora Industrial Park Project. The details were: still being worked out. The East Group is preparing to re-bid the project and that will give us new Next under New Business the Clerk presented the proposed audit contract fori the fiscal year 2021 with CPA Madonna Safford with Carr, Riggs and Ingram. The proposed audit contract was approved ona New Business figures and we will go from there. motion made by Commissioner, Jordan and seconded by Commissioner Bahhur. The motion passed with It was announced that the second annual Fish and Farm Festival will take place on Saturday, September gth. Commissioner Peed mentioned that he had reached out to the office of the Agriculture Commission a3toOvote. to see ift they may attend. Old Business Under new Business there was a brief recap of Senator Greg Murphy'svisit to Aurora in. January. Also, under old business the Clerk reported that RK&K Engineering had approved the proposed changes inw wording in their proposed engineering service contract for the Golden Leaf Foundation awarded grant fort the "Aurora Drainage Ditch and Tributary Maintenance Plan. The Mayorasked for a motion to approve the proposed engineering service agreement. The motion was made by Commissioner. Jordan Under Staff Reports. James Ham and Chuck Bonner reported on several issues under Public Works (see attached) as well as the quote from Pearson Pump for the pump panel replacement at the 3rd Street lift station (also attached.) A motion was made by Commissioner. Jordan and seconded by Commissioner Peed to move forward with necessary repairs toi the 3'd Street lift station. The motion passed with a3to At the request of Public' Works, a motion was made by Commissioner, Jordan, seconded by Commissioner Peed, and approved with a vote of3t to 01 to enter closed session pursuant to N.C.G.S. When the meeting returned to regular session, Commissioner. Jordan gave an update on the old Police building at 310 Pearl Street that is now being used as a substation by the Beaufort County Sheriff's Department. He reported that the locks had been replaced and a copy was given to the Town. The problem with the joists under the Town Hall main entrance was discussed. It was agreed that Commissioner. Jordan would contact Berry Nethercutt a contractor from Pamlico County. and: seconded by Commissioner Peed. The motion passed with a3to Ov vote. Ovote. 143-318.11(a)(6). We have to leave a' "notification" @ South Village #17 and enter it ont the Ecert 2) Enclosed is the quate for upgrading the electronics at the lift station across from town hall. The other lift stations had new panels installed several years ago but this is the only one that did not. It definitely hast to have soft starts installed in order for the generator to work properly.Ithink we should wait till the work is completed fori the other 2 left stations and if we have the money 3) The work on the other 2 lift stations was delayed due to some of the parts not coming in. we received the parts today and the work should start next week according to Daniel Suggs. 4) Yet againspencer Bush says he will be here this week to fix the meter in the water plant. 5) The air cooled (5 of them) generators have been serviced. On a typical day, the lead pump may cycle multiple times without ever needing the lag pump. The pumps do not alternate sO one pump receives the bulk of the workload and wear and tear. This often presents problems when there is a surge in flow to the station (heavy rain event) and the lag pump is called for. Having been off for an extended period (days or weeks), it may lose prime and néed manual priming The typical lift station control panel is a duplex panel (one panel controls both pumps). This panel automatically alternates the pumping order sO that each pump receives equal starts. Alternating starts should allow both pumps to remain primed, splits the wear and tear of the pumps, and typically makes pump problems more obvious when they arise. The runtime meters, high-water alarm cues and alarm dialer (when applicable) are also triggered by this panel. before pumping. This setup is not typical of most lift stations. Proposed changes: Replacement of two existing pump starters with one new duplex pump control panel Remove existing pump starters and other unnecessary components. Install new 10HP/230V/3PH control panel to include: NEMA 1 enclosure Square D soft starters ***This is a solution proposed by the Town of Aurora and another party to correct issues with the generator starting the pump.
