CITY OF WALESKA COUNCIL MEETING MINUTES June 17, 2024 Present: Mary Helen Lamb, Mayor Dennis Cochran, Pro Tem Michael Greene, Councilmember Eddie Blackwell, Councilmember Logan Patrick, Councilmember Peter Brown, Councilmember Robyn Smith, City Clerk/Manager Lamar Rogers, Turnipseed Engineers John Meier, City Attorney Absent: Call to Order Kristi Bosch, Councilmember Item 1: Item 2: Item 3: Mayor Mary Helen Lamb called the meeting to order with a quorum present. Pledge of Alegance/mnovation Mayor Lamb led the Pledge to the Flag Consideration to Approve Regular Council Meeting Minutes June 3, 2024 Mayor Mary Helen Lamb asked for a motion to approve the Regular council minutes for June 3, 2024. A motion was made by Councilmember Brown, seconded by Councilmember Cochran, and approved by all members present. Consideration to Approve Public Hearing Minutes for) June 3, 2024 Mayor Mary Helen Lamb asked for a motion to approve the Regular council minutes for June 3, 2024. A motion was made by Councilmember Cochran, seconded by Councilmember Patrick, and approved by all members present Mayor Mary Helen Lamb asked for a motion to approve. FY2024-2025 Budget. There were two changes that were requested, 1. Travel in the General fund was changed from $12,000 to $5,000 and 2. Employee's increase went from 3% to 1.5% and revisit again in December. A motion was made by Item 4: Item 5: Consideration to Approve FY 2024-2025 Budget Councilmember Cochran, seconded by Councilmember Greene, and approved 2nd Reading and Approve Resolution 2024-02 for Procurement Mayor Mary Helen Lamb asked for a motion to approve Resolution 2024-02. A motion was made by Councilmember Greene, seconded by Councilmember Cochran, and approved by all members present. 1st Reading and Approve Resolution 2024-04 Local Drought Response Mayor Mary Helen Lamb asked for a motion to approve and move forward with the 2024-04 Local Drought Response and Water Waste Ordinance. A motion was made by Councilmember Greene, seconded by Councilmember Patrick, and approved by all members present. Amotion was made by Councilmember Patrick, seconded by Councilmember Brown, and by all members present. Requirements Item 6: Item 7: and Water Waste Ordinance Item 8: 2nd Reading and Approve Resolution 2024-05 Stormwater approved by all members present. Item 9: 2nd Reading and Approve Resolution 2024-06 Backflow Prevention Mayor Mary Helen Lamb asked for a motion to approve and move forward with Resolution 2024-06 Backflow Prevention. A motion was made by Councilmember Brown, seconded by Councilmember Patrick, and approved by all members present. Item 10: Item 11: Five Minute Public Hearing Water System Report None Tim Stancil was in attendance to speak with the council about possibly being the Water Contractor for the city. The council confirmed all that was needed for them to do fori the city. The City Manager will make the listand type up a contract for the attorney toj prooft then send to Stanco Inc. They will provide a person tol be on call 24/7 for emergencies. Lamar Rogers had asked Tim to go by Cantrell Lane and give usaquote toinstall a 2"1 line for 3-4 residents tol have water. To run: a 2"lineabout 1500 fti is about $23,500. Item 12: City Manager Report The City Manager asked about. Ash Ridge Rd, if] Jack Blackwell runsa 2" line from Ms. Darby'sl line down to! 555. Ash Ridge Rd who would inspect thel line. That would be Turnipseed Engineers. A new: residenti is looking tol buy 1000 Cagle Dr. and is wanting tol know ifh he adds new meters to thel line does the city take over. We would: not take it over and ift thati is a 34" line he would have to install a 2" line to The City Manager had quotes from Grasshopper and Nelson Tractor for a new: zero turn lawnmower. A motion was made by Councilmember Blackwell to go with Nelson Tractor and let Chris pick the mower, seconded by Councilmember Brown, and approved by all members add more meters. present City Attorney's Report Item 13: Attorney John Meier stated that we received an email from Margaret Stallings but it did not address any concerns city council had with Cherokee County Planning and Zoning.
