Mr. Delius voiced additional concerns about the safety of pedestrians because of speeding vehicles. He encouraged Council to consider placing the proposed Mobile Radar Devices, being discussed at this meeting, in neighborhoods to assess and address speeding. He commended Council for the recent reduction in speed limits in the area; however, this has not stopped drivers from speeding in his neighborhood ini the Gordon Avenue area. Interim City Manager, Chris White reported Colquitt County has expressed interest in utilizing the Thomasville- Thomas County Landfill facilities for their disposal requirements. They have requested that the City ofThomasville handle both transport and disposal. Interim City Manager reviewed the Agreement for Solid Waste Disposal Services and noted the proposed Intergovernmental. Agreement between the City ofThomasville and Colquitt County is fora period of sixty months, commencing July 1, 2024, and ending June 30, 2029 (a one-year contract with 41 renewals) andi may be terminated by either party with ninety days' written notice. Interim City Manager White further reported Councilmembers are considering approval of the draft agreement, pending approval by Thomas County Board of Councilmember Chastain motioned to adopt the resolution to approve the agreement for Solid Waste Services for Colquitt County as presented. Interim City Manager, Chris White reported that in connection with the Colquitt County's interest in utilizing the City's facilities for their disposal requirements, our city lacks the necessary transportation infrastructure to manage the volume of waste involved. Consequently, the City of Thomasville considered the engagement ofa third-party hauler for this task. Interim City Manager further reported that, in conjunction with transport obligations within the Colquitt County waste disposal agreement, staff released Request for Proposals to identify qualified haulers to the Thomasville Landfill. The intent was to secure a: 5-year contract (initial 1 year with 4 renewals) that aligns with the terms oft the Colquitt County Intergovernmental. Agreement (IGA). Asar matter of principal, Request for Proposals not only take into consideration the cost element ofaj proposal but also thej proposer's ability to meet the demands oft the specific project or application, in this case a multi-year municipal waste hauling and disposal contract. As described inv workshop, this willl be an extremely demanding IGA with significantly tight tolerances due to restrictive operating hours, relatively unforgiving capacity limitations coupled with the uninterruptable flow of municipal waste. The awarded vendor must have strong contingency capabilities to overcome staffing issues, truck and equipment failures, adverse weather conditions and other logistical complications that ares goingt to occur from time tot time. Staffhas taken ALL these elements into consideration as well as experience in waste removal, financial stability, local presence in Colquitt County for operational staging andi thej proposed 5-year cost] presented by Express Disposal. Gates committed only to year 1 of the 5-year agreement with renewals to be negotiated on an annual basis. With that said, staff recommendation is to award this contract for waste hauling services to Express Disposal, LLC, ofLeesburg, Georgia, as thel best proposer toj provide this service to Colquitt County and the City ofThomasville. Chief Financial Officer, Ashley Cason reported that as required per the City's Financial Policies, the City has developed a budget calendar detailing the 2025 Budget cycle. The proposed calendar outlines dates for when the budget is presented to thel Mayor and Council, public meetings to discuss the proposed budget, and a public hearing top provide citizen input. The budget calendar expands over the next six months and includes key events such as the Annual Council Retreat. The Retreat provides an opportunity for the Mayor and Council to give staff direction and goals for the upcoming fiscal year. Currently, TPD's passive equipment inventory only contains one mobile radar/message board device, and the traffic demand exceeds our inventory capability. A Dynamic Speed Monitoring Display (DSMD) sign, in combination with a regulatory speed sign! provides direct andi relevant information to thei motorist using the roadway. This information component provides the driver with immediate feedback on their behavior relative to the posted speed. A recent traffic study cited by the Federal Highway Administration focusing on reducing and managing speeds in transition zones reported a significant long-term (one year or greater) positive effect on driver speed. This study found overall decreases in speed of approximately six to eight mph at the transition points (School Zones).
