Body Camera Pilot Program Update First Agendized November 20, 2018 This item will provide an update on the public safety body camera pilot program. Police Lieutenant Michael Hill presented information on the pilot program. Police Chief Sandra Spagnoli presented the recommendations and fiscal impacts. She pointed out that information technology costs are not included as they can be absorbed by existing staff. Speaking: 1. Officer Cudworth, BHPOA City Attorney Laurence Wiener spoke on compliance of Assembly Bill 748, an out clause, and liabilities. He provided clarification on redacting information from video taken int the public right-of-way. Assistant Police Chief Marc Coopwood spoke on facial recognition technology. Mayor Gold suggested researching the possibility of offsetting costs and to report the findings during the upcoming budget process. He also requested to ensure that the City will always Council agreed to enter into a 5-year contract with Axon. A formal report will be placed on 2. City of Beverly Hills Updated Assessment of Police Department Hiring and Discipline Management Partners will be reporting their follow up findings regarding the Police Management Partners Project Manager Jay Trevino and Special Advisor Joe Polisar gave a progress review on the original 2015 recommendations and then presented their 2018 assessment and recommendations. Director of Human Resources Shelley Ovrom and Mr. Trevino and Mr. Polisar commented on their assessment of current morale. Chief Spagnoli 3. Presentation on the Game Changing Impacts of the Driverless Car on the Future of Mayor Gold has requested a presentation on parking design/demand and how to repurpose existing parking facilities in the future as autonomous vehicles begin to change transportation trends. The presentation will be made by Andy Cohen, FAIA, Co-CEO of Gensler. Gensler Co-CEO Andy Cohen presented the item. He answered questions posed by Planning Commission (PC) Chair Andy Licht, Commissioners Peter Ostroff and Lori Greene Gordon, Council thanked Mr. Cohen for his presentation and directed staff and the PC to begin have access to the collected data. the City Council Regular meeting for adoption in January 2019. Discussion of the Water Enterprise Plan Financing Options and Major Capital Projects Staff is seeking City Council direction on the selection of a funding method for the Water Enterprise Plan in consideration of the summary of Citywide major capital projects to be Assistant Director of Finance Tatiana Szerwinski reported on the item. She presented the Director of Finance Jeff Muir, Chief Assistant City Attorney Lolly Enriquez, and Director of Council suggested to make the bond as broad as possible for other water related uses and to major capital projects and recommendation. Public Works Shana Epstein spoke on bond use. accrue any funds from investments back to the rate-payer. Council approved the recommendation. 5. Fiscal Year 2017/18 Year-end General Fund Available Balance Report from staff on the fiscal outcome of the General Fund for fiscal year 2017/18 and a discussion about how City Council would like to allocate the General Fund available balance as of June 30, 2018.
