Discussion on' Waste Mgmt. allowing residents to place additional bagls) next to garbage container. This differs from the L.P. ordinances. Ifthis is going to be enforced suggestion made  to post on front page of Lawrence Park Website.  1060.01-Rubbish collection and disposal ordinance differs from Waste Mgmt.  Comment on rodent/pest control that it was acceptable.  1448.11-Yard and Sidewalk Maintenance requirements  Needs reworded  668-Safety, Sanitation and Health  668.01Accumulation of leaves, trash, etc on streets and in gutters.  Discussion leaf accumulation; it was posted on the front page of Lawrence Park website in  September about leaves.    PLANNNG COMMITTEE- - October 21, 2019  Present:  Tammy Benovic Melissa (Lisa) Martin  Joe Golden, Chairperson Kathy Moorhead, Secretary  Tammy passed out of copy ofs some ordinances as follows:  656 PEACE DISTURBANCES 668 SAFEIV,SANTATION AND HEALTH 1060.01 LIMITATIONS ON CONTAINERS; EXCLUDED ITEMS 1061.01 RESIDENTIAL MUNICIPAL WASTE 1064.01 REGULATIONS, PERMITS, AND FEES AUTHORIZED  1062.01 DEFINITIONS  668.03-Discussion took place on meaning of arbage/rubbisi/ltrade waste/refuse 1060.01-unmited trash you can still have but has to bei in container  1060.02-fee payment needs updated  Discussion on Waste Mgmt: in other areas outside of Lawrence Park their green containers are provided for free. With our contract coming up soon with Waste Mgmt., we may have them provide the same to our township. We could take out fee payment and have a current trash, so  we don't! have to update this policy. 1060.99-Penalty, Not touching penalty phase  1060.04-SETTING OUT OF GARBAGE, RUBBISH. AND RECYCLABLES  656.02-MINORS CURFEW Changing to 11pm?  1060.04-Felt hours were not restrictive 1060.01-RESIDENTIAL MUNICIPALWEST    Recycling may be at thing of the past. Contract is coming up next year and we will be governed by City of Erie on recycling. 1061.01 all needs redone. Cans, glass, newspapers all the same thing. We have to wait for contract with Waste Mgmt. next year to update 1061.01/  1062.01  Tammy wanted to look at closer.  DENNIS, Lawrence Park Township Code Enforcement Officer came to committee meeting at this  point and added at few comments on ordinances.  656.03-EXCESSIVE NOISE  To restrictive, Dennis suggestion is to add automobiles (any vehicles)  Propane, illegal to store in house  Rental units, we have the authority to go in and check on ordinance violations, homes owned by person living there we have no authority, but if neighbors sign that they witness a violation then we are authorized to enter. Ordinances on vehicles- need to add current inspection and license. Waste Mgmt. stated the biggest thing they see are foxes and coyotes. Penalty phase if not planning commission responsibility. Code enforment officer felt we should start doing  rental inspections.
