SCHUYLKILL TOWNSHIP PLANNING COMMISSION MEETING FEBRUARY2 21, 2024, 7:00PM MEETING MINUTES Curt English called the meeting to order at 7:05pm. Members present were Dave Demey, Peter Bigelow, and Barbara Cohen. Andrew. Jacob arrived at 7:25pm. Mike Pellegrino was present via telephone. Members absent were Mike Bauer: and alternate member Tom Gresko. Township Engineer Paul Boettinger, Township traffic consultant. Al Federico and elected supervisor Mark Donovan were also in B. Cohen made a motion to approve the meeting minutes from. January 17, 2024. P. Bigelow seconded, 799 Valley Forge Road - PTI Phoenixvile/Wawa application for land development. Attorney Debbie Shulski, Matt Hammond from Traffic Planning & Design, Chris Puzinas from Bohler engineering and developer. Joe Botta were before the Commission to request ar recommendation on their land D. Shylski advised that they have received two Township Zoning Hearing Board approvals, and a Conditional Use approval from the Townships Board of Supervisors. C. Puzinas presented the plans and the minor changes that have been made based on the previous recommendations from the Township and their consultants. The building has been pushed back further into the site so truck circulation is better. The parking stalls have been pushed back as well. The air machines have been moved to the front oft the property. By making these changes, the buffer between lots 1&2 2 was reduced, which required a second zoning hearing board to request variances. They were granted the relief requested. The landscaping buffer was questioned.. J. Botta advised that theyl have easements with the surrounding residential properties to plant additional trees on their property outside of the privacy fence. B. Cohen asked if they were widening Route 23. M. Hammond said no, the widening of the lanes is being proposed for Whitehorse Road. P. Bigelow asked P. Boettinger if the new truck circulation is acceptable. P. Boettinger said that they are working with the developer on this, but most of their review comments were external circulation. J. Botta advised that they have a signed agreement with Total Rental to take over some of the right-of-way area on their property located on' Whitehorse Road to widen the roadway. P. Bigelow asked about the historic building that houses Total Rental offices.. J. Botta advised that they are not proposing any changes to that property, and they have met with the Townships Historic Commission. C. English asked P. Boettinger what his main concerns are. P. Boettinger stated his review letter just came out and that C. Puzinas has asked to set up a meeting. Discussion ensued regarding Act 167, which has recently been passed by Chester County regarding DEP approval of all stormwater ordinance waiver requests. P. Boettinger and the applicant will follow up with DEP to get clarification on this process. P. Bigelow asked ift there was oversize vehicle parking. J. Botta said the Board of Supervisors and his team had discussed this and agreed not to provide truck/trailer parking. C. English asked about their submittals. C. Puzinas said they received their PINDY back, there were: some hits, but they received clearances. C. English was concerned about the waiver request to not provide curbing on lot2. There is ai fence but feels that curbing is necessary to prevent vehicles from hitting the fence. Lot2 attendance. all approved. development plan for the proposed' Wawa. will be paved. B. Cohen asked the Commission if theys should vote on a recommendation. P. Bigelow advised het feels the Commission should wait for Wawa'sresponse to the P. Boettinger's review letter. C. English agreed. D. Shulski said they do have various things to clean up with the review letters but nothing that they can't or will not comply with. They have already incorporated everything that the Township and the various committees and commissions have requested into their plan. They feel that they are ready for a recommendation of approval.. A.. Jacob asked P. Boettinger if there were any majori issues that he feels cannot be complied with without making major changes. P. Boettinger stated the HOP plans and land development plans were inconsistent, but he believes the applicant will comply with the review letter. M. Pellegrino asked about the site lighting. C. Puzinas said that all site lighting would comply with the Township's ordinances. P. Bigelow pointed out that there are no residents in attendance at this meeting. M. Donovan said that there has not been opposition at recent Board meetings either. B. Cohen thanked the developer for working with the surrounding residents regarding the landscaping buffers. B.C Cohen made a motion to recommend approval of the preliminary/final land development plan for PT Phoenixville 799) Valley Forge Road with the conditions that the applicant resolves and complies with the T&M engineering review letter, traffic review letter, receives Penndot approval and any required third- partyapprovals as necessary such as NPDES permits, Conservation District approval, and DEP: approvals. A.. Jacob: seconded the motion. Motion passed 5-1 with P. Bigelow dissenting. With no further business to conduct, the meeting was adjourned at 8:10pm. Next scheduled business is March 20, 2024.
