ROLL CALL  The meeting was called to order, roll was called, and a quorum was present.  II. APPROVAL OF MINUTES- January 24, 2020  ON A MOTION MADE BY SENATOR FONTANA AND SECONDED BY DORIS CARSON WILLIAMS, THE MINUTES OF THE PREVIOUS MEETING WERE  APPROVED AS PRESENTED. III. RATIFICATION OF BILLS  Doris Carson Williams reviewed the Ratification of Bills Payable for the month of ON A MOTION MADE BY WILLIAM BROOKS AND SECONDED BY PEG MCCORMICK-BARRON. THE RATIFICATION OF THE BILLS WAS APPROVED  January, 2020 and found them to be in good and proper order.  AS PRESENTED. IV. PUBLIC COMMENTS  No comments. ALLEGHENY COUNTY ECONOMIC DEVELOPMENT, COMMUNITY INFRASTRUCTURE & TOURISM FUND (CITF) - CONSTRUCTION OF HAWKINS/AJAX PARK PROJECT-GRANT RE-ASSIGNMENT GRANT Request Authorization to: (i) re-assign the CITF grant from the Borough of North Braddock to the Turtle Creek Valley COG to assist with the Construction of Hawkins/Ajax Park Project; and (ii) allow the Director to execute the necessary ON Al MOTION MADE BYI MS. DORIS CARSON WILLIAMS AND SECONDED BY PEG MCCORMICK-BARRON. THE ABOVE REQUEST WAS APPROVED B. REDEVELOPMENT ASSISTANCE CAPITAL PROGRAM (RACF)-SHEET METAL WORKERS TRAINING FACILITY EXPANSION-AMENDMENT Request authorization to: (i) submit an application to the Commonwealth of Pennsylvania for assistance under the Redevelopment Assistance Capital Program in the amount of $500,000, amending the existing $900,000 grant, for a total not to exceed $1,400,000; (ii) accept said grant; and (ri) allow the Director to execute ON A MOTION MADE BY SENATOR FONTANA AND SECONDED BY MS. REDEVELOPMENT ASSISTANCE CAPITAL PROGRAM (RACP) PITTSBURGH INTERNATIONAL AIRPORT WORLD TRADE CENTER Request authorization to (i) submit an application to the Commonwealth of Pennsylvania for assistance under the Redevelopment Assistance Capital Program for $1,000,000, amending the existing $9,000,000 grant, for a total not to exceed $10,000,000; (ii) accept said grant; and (iii) allow the Director to execute necessary COMMENTS: LANCE CHIMKA - Just a note that the original funding was fora different development concept but on the same land. It is still the same 195 acres west oft the airport runway. The new concept is call Neighborhood 91 and itisa additive manufacturing 3d printing cluster development. The previous grant was under a different development concept same land different concept. We are very excited about the project and hopefully it will get us over the finish line. MUNHALL ADOPT & BEAUTIFY PROGRAM-LICENSE AGREEMENT Request authorization to: (i) enter into a License Agreement for a highway beautification project with The Waterfront Owners Association for RAAC owned parcel 179-L-200-0-1 in the Borough ofMunhall; and (ii) allow the Director to ON A MOTION MADE BY MS. PEGI MCCORMICK BARRON ANDS SECONDED BY MS. CARSON WILLIAMS, THE. ABOVE REQUEST WAS APPROVED B. ALLEGHENY VACANT PROPERTY RECOVERY PROGRAM (AVPRP)- Request authorization to: (i) approve various resolutions related to the. Allegheny Vacant Property Recovery Program for properties located in the municipalities Braddock, Glassport, North Versailles, Rankin, Swissvale, West Mifflin, White Oak, and Wilkinsburg (ii) allow the Director to execute the necessary documents with ON A MOTION MADE BY MS. CARSON WILLIAMS AND SECONDED BY SENATOR FONTANA, THE. ABOVE REQUEST WAS APPROVED AS 4 ALLEGHENY VACANT PROPERTY RECOVERY PROGRAM (AVPRP) Request authorization to: () record Certificates of Completion for four (4) properties that were transferred through the Allegheny Vacant Property Recovery Program in the municipalities Brackenridge, Collier, and South Park; and (ii) allow the Director to execute the necessary documents with Solicitor approval.
