Hearing ofthel Redevelopment Authority of Allegheny County was held on Friday, July 24, 2020 at 10:30 a.m. in Allegheny County Economic Development's Board Room, Chatham One, Suite 900, 112 Washington Place, Pittsburgh, Pennsylvania 15219. Board Members present were: Chairman William Brooks, Senator Wayne Fontana, Doris Carson Williams, Margaret McCormick-Barron & Don Smith (all via teleconterence) Also present were: Lance Chimka, Director, Jack Exler, Senior Deputy Director; Steve Papernick, Authority Solicitor (via teleconference); Samuel Bozzolla, Project Manager; Tom McGrath,  Manager; Rich Lord, Public Source (via teleconference).  ROLL CALL  Thei meeting was called to order, roll was called, and a quorum was present.  II. APPROVAL OF MINUTES - June 26, 2020  ON A MOTION MADE BY MS. WILLIAMS AND SECONDED BY MS. MCCORMICK-BARRRON THE MINUTES OF THE PREVIOUS MEETING WERE  APPROVED AS PRESENTED. II. RATIICATION OF BILLS  Ms. Carson Williams reviewed the Ratification of Bills Payable for the month of ON A MOTION MADE BY SENATOR FONTANA AND SECONDED BY DR. SMITH, THE RATIFICATION OF THE BILLS WAS APPROVED AS PRESENTED  June, 2020 and found them to be in good and proper order.    REDEVELOPMENT. AUTHORITYOF ALIEGHENYCOUNTY  2  MINUTES OPJULY24,2020 IV. PUBLIC COMMENTS  NO COMMENTS  V. OLD BUSINESS  A. Redevelopment Assistance Capital Program (RACP)-S Salvation Army Request authorization to: ()accept a grant and/or grants of funds under the Redevelopment Assistance Capital Program for an amount not to exceed $500,000.00; (ii) enter into and/or amend a current RACP cooperation agreement with the Salvation Army to disburse additional grant funds; and (iii) allow the Director to execute necessary documents with Solicitor approval.  Bellevue-North Boroughs Community Center  ON A MOTION MADE BY SENATOR FONTANA AND SECONDED BY MS. CARSON WILLIAMS, THE. ABOVE REQUEST WAS APPROVED  AS PRESENTED.  B. Allegheny County Economic Development, Community Infrastructure & Tourism Fund (CITF)-Southside Slopes Neighborhood Association Public Request Authorization to: (i) change the scope of services from repairing 8 sets of steps at Oakley Way to improve lighting at 18th street; and (ii) allow the Director to  Staircase Repair  execute the necessary documents with Solicitor approval.  ON A MOTION MADE BY SENATOR FONTANA AND SECONDED BY MS. CARSON WILLIAMS, THE. ABOVE REQUEST WAS APPROVED  AS PRESENTED  C.A Allegheny County Economic Development, Community Infrastructure & Tourism Fund (CITF)-Trade Institute Of Pittsburgh Temporary Workforce Request authorization to: (i) change the scope of services from renovation costs ofa two-unit, eight-bedroom residential structure to the costs of furnishing the newly renovated residential property and to purchase bakery equipment for the Trade Institute of Pittsburgh's bakery program; and (ii) allow the Director to execute the  Housing  necessary documents with Solicitor approval.  ON A MOTION MADE BY MS. MOCCORMICK-BARON AND SECONDED BY SENATOR FONTANA, THE ABOVE REQUEST WAS APPROVED AS  PRESENTED    REDEVELOPMENT. AUTHORITYOF. ALIEGHENYCOUNTY  3  MINUTES OF JULY24, 2020  D. Allegheny County Economic Development, Community Infrastructure & Request Authorization to: (i) change the scope ofs services from the replacement ofa bridge to the paving ofE Brinton Avenue, the main artery from SR130 to upper Pitcairn.; and (ii) allow the Director to execute the necessary documents with  Tourism Fund (CITF)-Third Street Bridge Replacement  Solicitor approval.  ON A MOTION MADE BY SENATOR FONTANA AND SECONDED BY MS. CARSON WILLIAMS, THE ABOVE REQUEST WAS APPROVED AS  PRESENTED  VI. NEW BUSINESS  A. Allegheny Vacant Property Recovery Program (AVPRP)- Certificate of Completion Request authorization to: (i) record a Certificate of Completion for one (1) property that was transferred through the Allegheny Vacant Property Recovery Program in the Borough of West Mifflin; and (ii) allow the Director to execute the necessary  documents with Solicitor approval.  ON A MOTION MADE BY MS. MOCCORMICK-BARRON AND SECONDED BY MS. CARSON WILLIAMS THE. ABOVE REQUEST WAS APPROVED AS  PRESENTED.  VII.  OFF-AGENDA  Economic Development Fund (EDF)- Action Housing Inc.- Coronavirus Aid, Reliefand Economic Security (CARES) Act Rent Relief Program Request authorization to: (i) extend an Economic Development Fund (EDF) bridge loan to Action Housing Inc. for an amount not to exceed $5,000,000.00 for the CARES Rent Relief Program; (ii) allow the Director to execute the necessary  documents with Solicitor approval.
