REDEVELOPMENT AUTHORITY OF ALLEGHENY COUNTY  MINUTES OF THE BOARD OF DIRECTORS REGULAR and PUBLICHEARING  ALLEGHENY COUNTY ECONOMIC DEVELOPMENT  Board Room, Suite 900  Chatham One, 112 Washington Place, Pittsburgh, Pennsylvania  August 26, 2021 2:00 p.m.  The Regular Meeting and Public Hearing ofthel Redevelopment Authority of Allegheny County was held, viai teleconference, on' Thursday, August 26, 2021 at 2:00 p. m. in Allegheny County Economic Development's Board Room, Chatham One, Suite 900, 112 Washington Place, Pittsburgh, Board Members present were: Chairman William Brooks, Doris Carson Williams, Senator Fontana Also present were: Lance Chimka, Director, Jack Exler, Senior Deputy Director; Susheela Nemani- Stanger, Deputy Director; Steve Papernick, Authority Solicitor; Samuel Bozzolla, Authorities Coordinator, Rich Lord (Public Source), and Tim Schooley (Pittsburgh Business Times) (all via  Pennsylvania 15219.  and Marian Lien (all via teleconfèrence)  teleconterence).  I. ROLL CALL  The meeting was called to order, roll was called, and a quorum was present.  II. APPROVAL OF MINUTES-July 22, 2021  ON A MOTION MADE BY SENATOR FONTANA AND SECONDED BY MS. CARSON WILLIAMS THE MINUTES OF THE PREVIOUS MEETING WERE  APPROVED AS PRESENTED. III. RATIFICATION OF BILLS  Ms. Carson Williams reviewed the Ratification of] Bills Payable for the month of ONAMOTIONMADE: SENATORI FONTANA AND SECONDED BYI MS. LIENTHE RATIFICATION OF THE BILLS WAS APPROVED AS PRESENTED  July 2021 and found them to be in good and proper order.    IV. PUBLIC COMMENTS NO PUBLIC COMMENTS V. OLD BUSINESS  ALLEGHENY COUNTY ECONOMIC DEVELOPMENT, COMMUNITY INFRASTRUCTURE & TOURISM FUND (CITF)-THE MCKEESPORT PEOPLE'sB BANK BUILDING-SCOPE CHANGE Request authorization to: (i) change the scope ofwork from using CITF funds solely for the HVAC system to now include the construction and rehabilitation oft the veneer, sign repair and lighting, and sprinkler system conversion; and (ii) allow the Director to ONAMOTION MADE SENATOR FONTANA. AND: SECONDED BYMS. LIENTHE  execute the necessary documents with Solicitor approval. ABOVE REQUEST WAS. APPROVED AS PRESENTED  VI. NEW BUSINESS  A. KENMAWR AVENUE BRIDGE RAMP PROJECT-AGREMENT OF SALE FOR RAAC OWNED Request authorization to: (i) enter into Agreement of Sale with Allegheny County Public Works to facilitate the transfer of112 sq. feet of Authority-owned property as Sidewalk Easement and right-of-way for $700.00, asi is necessary for the on-going renovations of the Kenmawr Bridge, and (ii) allow the Director to execute necessary  PROPERTY FOR SIDEWALK EASEMENT  documents with Solicitor approval.  ON A MOTION MADE BY: MS CARSON WILLIAMS AND SECONDED BY SENATOR FONTANA THE ABOVE REQUEST WAS APPROVED AS  PRESENTED  B. CARRIE TRANSFER & DEVELOPMENT AGREEMENT  Request authorization to: (i) enter into transfer and development agreement(s) with RIDC Southwestern Pennsylvania Growth Fund for the Carrie Furnace Redevelopment Project; and (ii) to allow the Director to sign all necessary documents  related to same, with Solicitor approval.  ON A MOTION MADE BY SENATOR FONTANA AND SECONDED BY MS. CARSON WILLIAMS THE ABOVE REQUEST WAS APPROVED AS  PRESENTED    .C CONSENT ASSESSMENT CIVIL PENALTY (CACP)- CARRIE FURNACE  Requesting authorization to: (i) execute the Consent Assessment of Civil Penalty from the Department of Environmental Protection; and (ii) allow the Director to execute the ONAMOTION: MADE SENATOR: FONTANA. ANDSECONDED BY MS. LIENTHE  necessary documents with Solicitor approval.  ABOVE REQUEST WAS APPROVED AS PRESENTED  D. MINORITY, WOMEN, AND VETERAN SMALL BUSINESS LOAN PROGRAM-REQUEST FOR Requesting authorization to: (i) solicit qualifications from lenders to administer the Minority, Women, and Veteran Small Business Loan Program; (ii) award a contract to the appropriate respondent based on program criteria; and (iii) allow the Director to ON A MOTION MADE MS. LIEN AND SECONDED BY MS. CARSON WILLIAMS  PROPOSALS (RFP)  execute the necessary documents with Solicitor approval. THE. ABOVE REQUEST WAS APPROVED AS PRESENTED E. ALLEGHENY VACANT PROPERTY RECOVERY PROGRAM(AVPRP)-  Request authorization to: (i)approve various resolutions related to the Allegheny Vacant Property Recovery Program for properties located in the municipalities of Brackenridge, Braddock, Coraopolis, East Deer, East McKeesport, Forest Hills, Forward, Harmar, Millvale, Moon, Mount Oliver, and West Mifflin (ii) allow the Director to execute the necessary documents with Solicitor approval.  ON Al MOTION MADE BY MS. CARSON WILLIAMS, AND SECONDED BY SENATOR FONTANA THE. ABOVE REQUEST WAS APPROVED AS  PRESENTED  VII. ADJOURNMENT  THERE BEING NO FURTHER BUSINESS TO TRANSACT, ONA MOTION MADE BY MS. CARSON WILLIAMS AND SECONDED BY SENATOR FONTANA, THE.
