ROLL CALL:  The meeting was called to order, the roll was called, and a quorum was present  II. APPROVAL OF MINUTES - March 23rd, 2023  ON A MOTION MADE BY MR. MARKOVICH AND SECONDED BY COUNCILMAN WALTON, THE MINUTES OF THE PREVIOUS MEETING WERE APPROVED AS PRESENTED  III. RATIFICATION OF BILLS  Senator Fontana reviewed the Ratification of Bills Payable for March, 2023 and found them in good and ON Al MOTION MADE BY COUNCILMAN WALTON AND SECONDED BY MR. MARKOVICH,  proper order  THE RATIFICATION OF THE BILLS WAS APPROVED AS PRESENTED  IV. PUBLIC COMMENTS:  THERE WERE NO PUBLIC COMMENTS    V. OLD BUSINESS:  LIVE WELL ALLEGHENY 2 CDC CITY OF MCKEESPORT GRANT CONTRACT Request authorization to extend the term of the Live Well Allegheny 2 CDC grant agreement tol February 7,2024; increase the amount oft the agreement by $160,000.00 to a not-to-exceed amount of$241,000.00 and allow the Director to execute all necessary documents with  AMENDMENT  Solicitor approval  ON A MOTION MADE BY COUNCILMAN WALTON AND SECONDED BY MR. MARKOVICH, THE  ABOVE REQUEST WAS APPROVED AS PRESENTED  VI. NEW BUSINESS:  A. ALLEGHENY LEAD SAFE HOMES. - ACCEPT FUNDS FROM PENNSYLVANIA DEPARTMENT OF HEALTH, ENTER INTO CONTRACI, AND ESTABLISH, A BRIDGE  LOAN  Request authorization to accept $825,000 from the Pennsylvania Department of Health (PADOH) to be used for the Allegheny Lead Safe Homes Program; enter into contract with PADOH; establish a bridge loan in the amount of $275,000; and allow the Director to execute all the necessary documents with solicitor approval  ON A MOTION MADE BY COUNCILMAN WALTON AND SECONDED BY MR. MARKOVICH,  THE. ABOVE REQUEST WAS APPROVED AS PRESENTED  B. SALE OF AUTHORITY-OWNED LOTLOCATED INI BRADDOCK, PA  Request authorization to convey 11 RAAC-owned parcel, Lot and Block 237-D-142, comprising vacant 2,400 sq. ft., located in the Borough of Braddock on Braddock Avenue, for $2,500 to 641 Braddock Realty, LLC aka Braddock Community Builders, 4051 Penn Avenue, Pittsburgh PA 15224, to permit the development of an adjacent historical building, and allow the Director to execute all necessary documents, with Solicitor approval  ON A MOTION MADE BY MR. MARKOVICH AND SECONDED BY COUNCILMAN WALTON, THE  ABOVE REQUEST WAS APPROVED AS PRESENTED  C.S SALE OF ATHORITY-OWNEDLOT LOCATED IN BRADDOCK, PA  Request authorization to convey 1 RAAC-owned parcel, Lot and Block 236-R-240, comprising vacant 1,300 sq. ft., located in the Borough of Braddock on Braddock Avenue, for $500.00 to Steven Mann ofl Mann Construction, 301 Braddock Avenue, Braddock PA 15104, sO as to permit the further development of the parcel, and allow the Director to execute all  necessary documents with Solicitor approval  2    ON A MOTION MADE BY COUNCILMAN WALTON AND SECONDED BY MR. MARKOVICH,  THE. ABOVE REQUEST WAS APPROVED AS PRESENTED  D. SUPPORT SISTER CITIES PITTSBURGH BY BECOMING A SPONSORING MEMBER  Request authorization to become a sponsoring member of the Sister Cities Pittsburgh organization; contribute an amount not to exceed $15,000 to the Sister Cities Pittsburgh organization using PREP funds; and allow the Directorto execute all necessary documents with Solicitor approval, including membership and registration with Sister Cities  Pittsburgh organization. MARKOVICH, THE  ABOVE REQUEST WAS APPROVED AS PRESENTED  E.E BRADDOCK BUSINESS COMMUNITY INITIATIVE  Submit Act 152 application for demolition funds for 548 Braddock Ave, 728-730 Braddock Ave, and 1113-1115 Braddock Ave, Braddock, PA 15104; and allow the Director to execute necessary documents with Solicitor approval  ON A MOTION MADE BY COUNCILMAN WALTON AND SECONDED BY MR. MARKOVICH, THE  ABOVE REQUEST WAS APPROVED AS PRESENTED  F. ROUND HILL PARK- ADJACENTI LAND ACQUISITION  Request authorization to enter into agreement with CNX Land LLC and/or affiliated entities for the acquisition of, and acquire, by donation, up to 200 acres of land for passive park development and trail connectivity and allow the Director to execute necessary documents with Solicitor approval  ON A MOTION MADE BY COUNCILMAN WALTON AND SECONDED BY MR. MARKOVICH, THE  ABOVE REQUEST WAS APPROVED AS PRESENTED  G. ALLEGHENY VACANT PROPERTY RECOVERY PROGRAM(AVPRP)  Request authorization to approve various resolutions related to the Allegheny Vacant Property Recovery Program for properties located in the municipalities of Braddock Hills, Clairton, Coraopolis, Penn Hills, Rankin, Ross, Shaler, Tarentum, Wilkinsburg, and Wilmerding and allow  the Director to execute the necessary documents with Solicitor approval  ON A MOTION MADE BY MR.
