Strategies for Paying Down the City's Current and Future Unfunded Pension Liability The purpose oft this report is to discuss options for more aggressively addressing current and future unfunded pension liabilities with CalPERS, and stabilizing the Beverly Hills pension Director of Finance Jeff Muir briefly summarized the strategies for addressing the City's current and future liability. He pointed out that background information is available online. Mr. Muir reviewed the amortization options and the recommendation for a 15-year amortization system into the future. schedule. City Attorney Laurence Wiener stated that he would need to look into the co-mingling off funds per Councilmember Gold's request. Councilmember Bosse and' Vice Mayor Friedman requested for staff to return with a more aggressive plan. Council agreed to the 15-year recommendation. 2. Beverly Hills Police Department Patrol Vehicle Usage Review This report provides the results oft the external review of Beverly Hills patrol vehicle fleet size and acquisition costs. The report makes recommendations. on how to better manage patrol City Auditor Eduardo Luna provided background information and then introduced TAP Financials Principal Consultant Greg Mantiyoshi who presented the report. Mr. Mantiyoshi Chief Spagnoli spoke on the report's findings versus the Police Department's (PD) reality. City Manager George Chavez stated that an examination of what a redirection of the vehicle usage. reviewed the recommendations and requested Council advice. overhead funding from Metro would be affect. Director of Public Works Shana Epstein spoke on scheduling vehicle maintenance and on scheduling maintaining PD's vehicles around rainy days. City Manager George Chaveznoted that operational changes can be studied that may lower the number of vehicles needed and suggested to investigate leasing vehicles. Chief Spagnoli spoke on managing the PD fleet, her observations, and her reasons for needing four additional vehicles. Mr. Chavez clarified that should the Council approve them, they will be in addition to the seven vehicles already listed on the February 18, 2020 City Council Regular meeting agenda for approval. Mayor Mirisch requested the aggregate amount of hours that the vehicles idle and suggested to look into forming a partnership with Tesla to develop an electric vehicle that will be meet the PD's needs. Chief Spagnoli reminded Council that the vehicles must be pursuit-rated. Council accepted the audit and approved the purchase off four additional vehicles. They also requested for staff to look into the possibility of having at fleet of electric vehicles. City Attorney Laurence Wiener spoke on gun registry at the state level and on the potential constitutional issues. Request by Mayor Mirisch for City Council Discussion of a Microtransit Program Provides an evaluation of the City of West Sacramento's Via corner-to-corner on-demand microtransit program and the potential feasibility for a similar program in the City of Beverly Deputy Director of Transportation Aaron Kunz presented a brief presentation on the City of West Sacramento's Via corner-to-corner on-demand microtransit program. He also spoke on similar programs utilized by the City of Cupertino and the Los Angeles County Metropolitan Vice Mayor Lester Friedman read al letter into record from Mr. Steve Mayer.
