Housing Fee/Month Warden started off! his reportt tot thel Board introducing the Officer oft the Month for August, Officer Kiers Gloady. Officer Gloady addressed the Board stating that he was grateful for the job and that he wasj just happy tol bel here each day. Shift commander Captain Restanio also thanked him for Warden Fewell stated that the current headcount is 332. He: statedt that thel bookings are: 50% ofv what they werei in 2018: andt that they year-to-datel bookings are at 1385 which is relatively low. Currently thel bookings are between two and five per shift. He went on to explain thata as far as the average daily population goes, itis 26%! higher than in February and that the: average length ofs stay Judge DiSalle responded tol Mrs. Vaughan'si inquiry stating that one oft the explanations for the increased length ofs stayi is duet tol holdovers for trial dates that! have been pushed back as well: as push his service. from 2018i is 35% higher even though the bookings havel been cuti inl half. back fromt thel Department of Corrections not tos sentence tot the State. Warden Fewellr remarked that many timest thel Department of Corrections manages their population by pushing backt tot the County. Subsequently, Warden Fewell: statedt that the quality ofr medical carel hasi improved over the last quarter. He commented thatl both the mental and mediçal quality of care hasi improved tremendously andt that PrimeCare is a company that has raised the! bar. Warden Fewell attributed the steady decline ini medical transports to experience and protocol noting that there were eighteen medical transports tot thel hospital in) June, fivei inj July andt threei in August. Warden Fewell: stated that $8,850 was paidt to Greene County in contracted housing. He explained that contraçting out! housing isl budgeted andi is used as a means to control population. He commented on the pod count explaining thate each! podi is given al maximum capacity ofbeds, not cell, ofwhich manya are double bunked. He: statedt thatt the dorm style cells may be problematic even outside oft the COVID environment but thati it can be: ac discussion fori future planning. He also explained that when there are concerns with custody care control for cases thati involve inmates with serious charges that the County may swapi inmates with Greene, Westmoreland, Allegheny and Beaver Mrs. Vaughan noted that thef facilityl hasl had! headcounts exceeding 400 in the past and that the County did noti incurt thel high contract housing costs that: are currently beingi incurred. She asked Warden Fewell to explain what! has changed. Deputy' Warden Cain responded bye explaining that the worki release program, which! has ceaseds since COVID, allowed thes spacet tol be used by otheri inmates whent those on worki release were out workingi ini thec community. It was also pointed out that the work release uniti isi now being usedt tol house thef female population, andt the female uniti is now used tol house those inmates under quarantine which also explains why! bringing backt the work release program during they pandemic would add to overpopulation concerns: already complicated by COVID. Moving on, Warden Fewell notedt thei following updates: Beacon) Jaill Management. System (JMS) deployed on) July 18, 2021 (and monitored) Upgraded videol kiosks/network andt tablets deployed on August 9, 2021 PAI DOC inspection/audit: rescheduled for September: 27,2021 All paid farmed-out: inmates were returned to our facility on! September 10, 2021 Inmate tablets were deployed on September 8-9, 2021 throughout the facility Roofi is near completion and onlyl lightning rods remain tol bei installed Mr. Haynes wanted to clarify the decision facing thel Board is whether to contract housing out to other counties ort to discontinue the quarantining period: sincet thei issuei is space: andi nots staffing. Warden Fewell stated according! National Institute of Corrections, the' WCCF is near capacity. Warden Fewell respectfully requested thel Prison Board to consideri inmate farm-out operations usinge existing contract with Greene County to mitigate jail overcrowding: and Mrs. Vaughan asked ift thec contracted housing expenses were going to exceed the annual budget. Mr. Hatfield indicated thatt the budget would be exceeded. Mrs. Vaughan inquired as to whether the County could apply any oft the Rescue. Plan funding against contract housing expenses. Thisi iss something that willl bel looked att to determine ifc contract housing expenses that are COVID related would be an allowable expense. Additionally, Judge DiSallei inquired as to whether the Inmate Welfare. Account funds could be used as another possible funding source, buti it was determined that the Countyi is statutorily responsible: for the welfare and care ofi inmate population. Inr response to) Judgel DiSalle'si inquiry relating toj juveniles, Warden! Fewell stated thatt the WCCF currently has one 15-year oldj juvenile in custody separated by sight ands sound. Allegheny County closed down the! Schuman Detention Center andt thesej juveniles were transferred to Allegheny County Jail and are housedi in a separate wing whichi isf full. Therefore, the 15-year oldj juvenile currently in custody at WCCF has notl been permitted tol be transferred to Allegheny County.
