Review and approve meeting Minutes from the January 2, 2024, Reorganization Meeting.  Mindy Dugger motions to accept the Council Meeting Minutes from the 1/2/2024 Reorganization Meeting. Seconded by. Jason Frazier. Motion carried.  2. Review and approve meeting Minutes from the February 6, 2024, Special Council Meeting.  Mindy Dugger motions to accept the Council Meeting Minutes from the 2/6/2024 Special Council Meeting with one change, Hope Peterson seconded the motion to  adjourn. Seconded by Chuck Leighty. Motion carried.  Public Forum:  1. Special welcome to Chris Cap, Executive Director fori the Pennsylvania State Association  Boroughs. Jacob Stoner, resident of 324 Painter Street, and his Attorney, Alex Brown presented their case about how to deal with the ground water leaking out of his property onto Painter Street.  Alengthy discussion about the problem and Attorney's Brown and Rowan will be discussing possible solutions with Borough Engineers. Mark Rowan to update  Council at March 20, 2024 meeting.  Secretary's Report (Tim Pisula):  1. 2024' YTD Financial Statements are int the handouts. P&L, Balance Sheet and Check Jason Frazier motions to pay all bills listed on Check Register. Seconded by Mindy  Register.  Dugger. Motion carried. 2. STCI MasterCard Credit Card Statement. 3. New PC installed for police department.  Committee/Standing Reports:  E Emergency: Services (Neil Stevens) - No Report.  Law Enforcement (Chief Kevin Grippo) - 3 parking complaints and 1 property damage issue.  P Fire Department (Fire Chief. Jeff King) - No Report.  Code Enforcement (Mike Garlowich): - 3 citations sent via certified mail; all corrected.  Streets/Public' Works (Chuck Leighty)  New skid load arrives 2/21/2024. Discussion on having a community dumpster. Salt is eating away at base of salt storage bldg.  Utilities (Joe Lane) - No Report.  Sewage Authority (Mindy Dugger) - No Report. Sanitation/Safety (Jason Frazier) No Report. A Animal Control (Sam Vargo) - No Report. Parks/Recreation (Mindy Dugger) - No Report. Budget/Finance (Hope Peterson) - No Report. Ordinance 2121 to officially set 2024 Real Estate Tax rate.  Solicitor Mark Rowan advises that since the Tax Rate is unchanged from 2023, no  Ordinance is required to authorize tax collection.  2. Storm Water Drain repairs project update.  The EADS Group is running point on developing Bid Package, Advertisement in Daily Courier, addressing bidders questions and final recommendation. Bids will be due no later than 10 AM on March 14, 2024. Bids will be reviewed, and winner selected Solicitor Mark Rowan instructed by Council to secure bond for road work on Jones  at 3/19/2024 Council Meeting. and Hill Streets.  3. Update on Borough Building roof and front entrance renovations. Project is completed.  4. Update on PA Grant Payment Application #1 for Roof project.  All payment information submitted to DCED for grant payment. Missing Gorski/BlueScope Construction ACORD Insurance Certificate is the only thing holding  this up at this time.  5. Update on Borough Building inside drywall and plaster repairs.  Jason Frazier motions to hire CNR Plastering for $4,800 to replaster office, conference room and stairwell in Borough Building with swirl-coat plaster.  Seconded by. Jon Lane. Motion carried.  6. Update on Street Signs upgrade project.  7. Skid-Loader replacement project update. New Bobcat Skid Loader arrived 2/22/2023. 8. Update on Everson's 2024 Community Day. Bulk Mail requesting donations sent out.  9. Update on Hometown Hero's banner initiative. -not discussed.  New Business  1. Status on Elected Auditors and plan to complete audit by 3-31-2024.  Jason Frazier motions to advertise for 3rd Part-Time Auditor. Seconded by Mindy 3rd Auditor will be selected, voted on and sworn-in at! Special Council Meeting on  Dugger. Motion Carried. 3/5/2024.  2. Concrete pad for new: storage building.  Jason Frazier motions to approve an extra $1,400 for the concrete pad that will be the base for the new storage building to be erected this Spring 2024.  3. Discussion about Borough Building Cleaning Service.    Jason Frazier motions to terminate cleaning service. Seconded by Mindy Dugger. Discussion regarding thei installation of al Rail-Road Signal at the. Jones Street RR intersection.  Chuck Leighty advised that he'll take the lead on exploring this possibility with the  RR companies.  Solicitor's Comments (Mark Rowan) - None. Mayor's Remarks (Joseph Dugger) - None.
