Also Present: Manager Faulk Solicitor Dice Ryan Fonzi RESPONSE TO CITIZENS INPUT Work Sessions Discussion Topics 1) Keystone Collections Presentation Manager Faulk states Keystone Collections Group is a local business in the Township and approached him to present to the Board about extending a proposal to collect per capita tax and local service tax. Currently the taxes are collected by Berkheimer since 2012. Jayson Lawson, the Director ofl Business Development, states he has been with Keystone for twenty-one years and isa a resident of the Township. He is joined with Jason Winters, Relationship Manager, who has been with Keystone for two years but was previously the Township Manager for Hempfield Township. Both Mr. Lawson and Mr. Winters give a presentation about Keystone Collection Group. Commissioner Zona asks Mr. Winters as he was the Hempfield Manager and] had dealings with Keystone that he would not be here endorsing them if there was something he did not like. Mr. Winters states when he was looking to: move on from municipal government and saw aj position was available at. Keystone, immediately called them because they are a great family business even with twol hundred employees. Commissioner Haigis asks ift they would also bei reaching out to the school district. Mr. Winters states they will also reach out to the school district. Solicitor Dice states he represents the Tax Claim Bureau in Allegheny County and Keystone is the agency they January 11,2024 use and absolutely had no problems and are very good to work with. The Board would like to move: forward with a formal proposal. 2) 2024 Road Improvement Program Manager Faulk states the Board is provided a list of the roads from Bob Robinson graded by RoadBotics and will be mostly in Ward 1 & 2 with some exceptions of some road segments in Ward6. 3) Logo Update Manager Faulk states last yeari in the comprehensive planning, it was discussed that some residents are confused where they actually live whether in the Township, Irwin or North Irwin. He feels now would be a good time to create ani identity for the' Township andi upgrade the website to change the logo from "Connected" to Township". Also, new letterhead will be ordered. The logos on the existing vehicles will remain the same at this time and only new vehicles will have the new logo. The Board is ok to move forward with four logos depending on the usage. 4) Community Newsletters Manager Faulk states this is a free service and provided samples from Elizabeth Township which ist twenty four pages of great information within the municipality. It could highlight the accomplishments, recreation, events, sheriff sales, employee spotlights, project updates, dedications, etc., and become more connected with the residents. The only cost would be mailing fees. The Board is ok to move forward with aj proposal. 5) Codify Code Ordinance Manager Faulk states this project started in 2015/16 and has now been finished putting the ordinances online. To: move forward, will be an ordinance approved by the solicitor and voted on by the Board. 6) RFP for Roof Replacement for Townhouse Manager Faulk states he will ask the Board to accept proposals for ai roofi replacement which isa budgeted item ofone hundred thousand dollars, which he does not anticipate costing that much. January 11,2024 PLANNING/ENGINEERING TOPICS: 1) CU-01-2024: Clark Backyard Chicken Keeping *Proposed conditional use of backyard chicken keeping on Crestwood. Drive. Director Fonzi is not present. Manager Faulk states there is a Public Hearing on this subject next week and can be discussed at the time ofthe hearing. The Board agrees. OLD BUSINESS FURTHER BOARD COMMENTS Commissioner Zona states last month there was an Executive Session which is supposed to be secretive and a short time later the issue discussed is all over the media and newspapers. He would like an explanation from Commissioner Atwood on the breach of confidentiality. Commissioner Atwood states when he was notified, he reached out tol Manager Faulk who said there was another party involved that reached out to the media. Commissioner Zona states the role of president should know the rules of executive session confidentiality and members could be disciplined for breach of Roberts Rules. Commissioner Zona states he is worrisome that an executive session topic could be leaked from now on. Commissioner Haigis states it goes further than that going to Manager Faulk sending out an email in excitement for the media. He states he reached out to the Trib to find out who reached out to them with the information and found it was the group that is planning. to do the project, but executive sessions are to be strictly private. Commissioner Gass states nothing like this has happened before. Commissioner Haigis asks what the meeting was about with Manager Faulk, Commissioner Atwood & Commissioner Gass. Commissioner Gass states it was the Township Manager, President and Vice President speaking about everything in the Township. Commissioner Haigis states this should have been done in a public setting, not behind closed doors without all the Commissioners invited. Commissioner Zona states the other Commissioners were: not even aware of the meeting. Commissioner Haigis states the way local government works is ift there are issues to be brought up at aj public meeting unless they fall under the laws of the Sunshine Act- which are executive session material, outside of that, everything should be done inj public. Commissioner Zona states ift the: meeting was. held, it should have been brought back to the rest of the Board as to what was discussed. Commissioner Bevan states she believes it was not a: formal meeting and feels the Board should be able to contact Manager Faulk to discuss items. Solicitor Dice states ifa any Commissioners want to meet with Manager Faulk to discuss items on the agenda, you can't doitifthere: are four Commissioners making a quorum and cannot vote on anything either. Commissioner Zona states ifa Commissioner is voted President and Vice President, you have to know what the rules and laws are. Commissioner Haigis states he agrees with Solicitor Dice ini that members can go to the manager for information sessions but are not permitted to give direction or set policy. Commissioner Atwood states they discussed signatures that will bei needed for thel bank, toj provide a copy oft the agenda fori the voting meeting, and Manager Faulk showed what was being worked on by staff and no direction was given. Commissioner Haigis states there seems to be trouble with email communication with some. Board members and feels any type of newsletters or mail, can pick it up at the municipal building. Commissioner Zona feels the Board should only use Township emails and not] personal emails. January 11,2024 Solicitor Dice states if a Board member is using a personal email to receive Township business, should be aware that your entire personal email can be discovered in court.
