Active Transportation Plan for North Fayette Township, with the goal of providing realistic, cost-effective, and implementable designs that can improve walkability, connectivity, accessibility, and safety throughout the Township for pedestrians and bicyclists. A critical step of this project is to gather valuable input from both the Steering Committee and the general public to gain consensus and provide agreeable improvements that satisfy all stakeholders. This isa multi-modal planning and conceptual design project that willi focus ont thei following initiatives: Safety- - Assessing characteristics of existing roadway right-of-ways for opportunities to incorporate improvements that increase overall safety of pedestrian and bicycle travel. Connectivity - Providing connectivity to the Township's recreation center and park complex on Donaldson Drive, the Montour Trail and the Panhandle Trail, shopping destinations, businesses, and other Township amenities, including existing and Walkability - Recommend alternatives that contribute to a healthier lifestyle for all ages while promoting an active lifestyle for pedestrians and bicycle travel toi important Environmentally Sustainable - Studying multi-modal transportation options that decrease pollutants and greenhouse gases (ie. solar powered rapid flashing beacons) Task 1: Inventory of existing and proposed bicycle and pedestrian facilities within ac one-mile Task 2: Mapping of existing and proposed bicycle and pedestrian facilities, creating an ESRI proposed residential developments. July) Complete Streets is a transportation policy and design approach that requires streets to be planned, designed, operated, andi maintained to enable safe, convenient, and comfortable travel and access for users of all ages and abilities regardless of their mode oft transportation. Task 5: Recommend Trail Connections (end of August) Task 6: Meet with Steering Committee Members-C Consisting of 6 meetings over a 6 month period of time Task 7: Public Process Public Meeting #1 to be scheduled (June) Task 8: Implementation Plan (late-October) Public Meeting #2 to be scheduled with Task 8 (Implementation Plan) (September) The implementation plan will consist ofi implementation strategies for sidewalk connections, complete streets, trail connections, and other multi-modal improvements. The plan will identify strategies and priorities for future bicycle, pedestrian and ADA facilities, consisting of coordination with new developments and the Township's Public Works maintenance projects. The plan will consist of a priority matrix ofs short term 1-5 year/medium term 5-10 year/long term 10-20 year multi-modal improvement implementation timeframes. Create a wayf for there to be safe access to Montour Trail and Panhandle Trail. An member stated, "Bikers on some roads, especially those that are long, winding, and narrow are interfering with and slowing down drivers. TranSystems stated, "We willl looki into what can be done to improve the current conflicts between bikers and drivers utilizing the same road space, especially roads that are long, winding, and narrow. Ifbike lanes installed, how will traffic be affected? An analysis oft the existing roadway pavement width and right-of-way are taken into account and depending on the available pavement roadway width, we can perform ai travel lane width reduction to accompany a minimum 21 foot painted buffer between the travel lane and a minimum 5 foot bike lane. Speed, topography, pavement width, andi right-of-way are taken into consideration which makes not all roads good candidates for bike lanes. Any business representatives?
