She believes there is a place for chickens in the Township, however not every yard is the perfect yard. She states she would like to see the ordinance restructured, the size oft the lot, and should be on a case Jill Pack & Calley Tinley - 1550 Travis Drive / 1559 Travis Drive = state they are requesting Travis Drive be paved the entire way as it stops right before their houses and causes issues with the maintenance. They state the mailman, UPS and Waste Mgt go into the gravel part of the road Carl Suedhoff- - 1248 Calvin Lane - states this road sits above Pine Hollow Road and he would like to see the extension be reopened. The work that was done last Fall improved the road and he was surprised when it was closed. He believes it is a safety issue as there is only one way out and there have also been landslides that have blocked the road. Secondly, it is a convenience issue. He understands another grant has been applied for but ifiti is denied, he is requesting to do what is by case basis. and there are also issues when it rains when all the gravel washes away. neçessary and use reserve funds toi reopen the road. Aprill 17,2024 Rich Gray -12229 Adams Drive - states he is here to speak about a subject that is very sensitive tol him regarding privacy. Item #7 regarding a grant for license plate readers to be installed by the Township. At the Work Session, Commissioner Gass expressed his concerns about the "big brother effect" and privacy concerns. During the discussion, learned that there is already ai reader installed at Ronda Court. Commissioner Gray states that Commissioner Zona is the local subject matter expert on this topic and he has used the system before stating the system does not go backwards and does not survey everyone until police put in a license plate number. The system will be tied to seven or eight other counties by internet who may be keeping a database, but is not for certain. Mr. Gray reads certain parts of the agreement. RESPONSE TO CITIZENS INPUT 1.C Chicken Keeping-C Commissioner Atwood states this item is on the agenda and willl be discussed 2. Travis Drive - Manager Faulk states this will be looked at and get a cost and if the funds are available will put it in front of the Board for a change order. Commissioner Haigis believes this area is aj paper alley and will probably. have to upgrade the standards. Director. Albert states he is unsure why the road is not extended and would legally have to accept that portion of the road. Commissioner Zona asks ift they plow this area. Mr. Grabiak states no update on Frog Road but did get the approval to move: forward with Scotch Hill drainage project which will help on Frog Road. Advertise an Ordinance repealing Ordinance NO.2266, amending thei residential uset tablei ini the Township Zoning Ordinance #765 adding chicken keeping as a conditional use in the R-2, R-3, and R-4 zoning districts. Motion: Commissioner Hempel Second: Commissioner Zona Motion to approve. Commissioner Gass asks for a further description. Manager Faulk states they will work with the solicitor and planning department to draft a new ordinance and if the Board agrees with the changes, can move onto to advertising the new ordinance. Commissioner Gass clarifies that each chicken request is done case by case. Solicitor Alexander states that was just repelled. Manager Faulk states a draft ordinance will be presented to the Board to discuss at next month's meeting, SO ifany changes are to be made, would be at that time. Commissioner Gass asks how many homes int the Township have chickens with the conditional use permit. Director Fonzi states there are two approvals and recommends in the proposed ordinance to have hard criteria as opposed to a subjective conditional use process. He also asks Manager Faulk ift the Board can vote ona April17,2024 moratorium of the conditional use process tonight sO there are no additional applications in the meantime. Solicitor Alexander states that once the ordinance is advertised is under the pending ordinance doctoral, so it acts like a moratorium. He adds on the issue of the moratorium, iti is not on the agenda and under Act 65 you could not add it to the agenda at this late date, so you would have to do that at the next meeting. Commissioner Zona clarifies that once it is advertised, it acts asar moratorium. Correct. Manager Faulk states al letter was received from the County stating there was a catastrophic loss and this is the amount due back from the taxes. Motion carried 6-0-0 7) Action to approve the Agreement with the Westmoreland County District Attorney's Office for a $16,900.00 grant to be used to fund acquisition, installations and one year licensing and subscription for license plate readers. Motion: Commissioner Zona Motion to approve. Commissioner Zona makes the motion to approve, however that amount is going to be corrected tot twenty six thousand dollars. Onl December 21,2023, the Westmoreland County Commissioners approved sixteen thousand nine hundred dollars for this project which was in error. He states on April 11,2024, they approved and amended the increased amount. April17.2024 Second: Commissioner Hempel Commissioner Zona gives some background and states that. Allegheny County has approximately twenty five thousand cameras for law enforcement. He states he watched a tutorial on it and how you can zoom in on any camera for any criminal activity. He said there was a case years ago ofa kidnapping that occurred in Allegheny County and were tracking the defendant's car but once he crossed into Westmoreland County, they lost the car. District. Attorney Stephen Zappala scheduled ai meeting to add cameras to the corridors from Allegheny County which is Route 30 and Route 22 and this is what kicked this off to help get the program up and running. Chief Rizzo also adds information regarding the initial meetings to get this project started. He states cameras are everywhere and this will be a tool to help law enforcement solve crimes and something we desperately need in Westmoreland County. He feels this will be a very useful and effective tool in solving crimes. Commissioner Haigis asksi ifthe data is stored. Commissioner Gray states these cameras are designed to capture the plate unlike the PADot cameras but is glad tol have a discussion. He states he will abstain from this vote.
