July 2, 2024 Meeting Minutes Office of the County of] Elk Commissioners Elk County, Ridgway, PA The County of Elk Commissioners met on Thursday, July 2, 2024 at 10:08 AM, County of Elk Courthouse. Annex. Building, Thomas G. Wagner Conference Room. Then meeting was opened with the Pledge of Allegiance. Those present were Commissioners M. Fritz Lecker, Matthew G. Quesenberry and Gregory J. Gebauer. Also present were Rick Brown, Solicitor; Patrick Straub, Chief Clerk; Emily Anders, Office Administrator; Calvin Moore, IT Director; Becki Taylor, CDBG Coordinator; and Marilyn Secco, Press. Joining via Zoom was Nancy Baker, CYS Director and Laura Kurtz, Eckert Seamans Cherin & Mellott, LLC. APPROVAL OF AGENDA carried unanimously. APPROVAL OF MINUTES PRESENTATIONS- Correction to Presentation 1, correct the amount from $2,016.452 to $2,016,452. Motion to approve with change made by Matthew G. Quesenberry, second by M. Fritz Lecker and Motion made by M. Fritz Lecker, second by Gregory J. Gebauer and carried unanimously. 1. The County of Elk was awarded $2,016,452 grant from the Department of Community & Economic Development. This grant will be used for the Horton Township Whetstone Waterline Project. These funds were applied for and projects will be administered by Becki Taylor, CDBG Coordinator for the Elk County Planning Department. Becki Taylor stated this project is an immediate need as the waterlines are old and breaking, causing asbestos tol be released. The water lines are too small to supply fire hydrants which did cause al home 2. The County of Elk was awarded $218,749 along with $94,983 for Ridgway Borough from the Department of Community & Economic Development through the CDBG program. These funds were applied for and projects will be administered by Becki Taylor, CDBG Coordinator for the Elk County Planning Department. The Commissioners commended loss. Thej project includes 3 fire hydrants. Becki on her hard work in obtaining these grants. RESOLUTIONS- 1. 2024-16-D Dickinson Center Certificate of Approval. The Elk County IDA is requesting the County of] Elk approve the use oftax-exempt: financing. Thej project consists oft the issuance by the Elk County IDA ofat tax-exempt Obligation Note in the maximum amount of $2,000,000. Thej proceeds will bel loaned to Dickinson Center, Inc., to finance the engineering, design and construction of a treatment center facility in order to provide mental health, intellectual disabilities and related prevention services to residents of Elk County. The project is located at 18 Rail Road Street, St. Marys PA and will be owned by Dickinson Center Inc. Section 147(f) oft the Internal Revenue Code of1986 instructs that such tax-exempt obligations must be approved by the County, as the County is the next higher governmental unit. Laura Kurtz explained there is no financial ramifications to the County ofEIk, but was ai requirement in order for the Dickinson Center to obtain tax-exempt: financing. Motion by Matthew G. CYS, renewal agreement with Child Welfare Information Solutions (CWIS) to exchange information from October 1, 2024 through September 30, 2025. 3. *Request by CYS, renewal with Avanco for Consulting Services Addendum to Child Accounting and Profile System Application Service Provider. Agreement for. July 1, 2024 4. *Request by CYS, renewal with Avanco for Child Accounting and Profile System Application Service Provider Agreement from July 1,2024 through June 30, 2025. Items 2,3, and 4 were voting on together. Nancy Baker explained these contracts were needed for the CYS budget. Motion by Matthew G. Quesenberry, second by M. Fritz Matthew G. USDA (received May 20th) regarding notification of upcoming payment from the U.S. Treasury through the Commonwealth ofPA based oni receipts for: fiscal year 2023 from the Allegheny National Forest. The net payment due to County of Elk is $462,178.11, The County of Elk is mandated to distribute these funds to the county school districts and 2. The EADS Group (received June 14!) regarding Jones Twp. intent to file apply for a PA DEP Water Obstruction and Encroachment Permit. Project name: "Horner Rd. (T-368) Bridge Replacement Project" (at Nearing Run) and consists of replacement of existing bridge consisting ofdeteriorating concrete abutments and steel beams with aj pre-fabricated structural plate box system. This notice is provided in accordance with PA. Acts 14,67,68 3. Seneca Resources Company, LLC (received June 17t) regarding filing ofNotice of] Intent with the Susquehanna River Basin Commission for the consumptive use of water for drilling and development ofi natural gas wells on the D09-M pursuant to 18 CRF 806.22(f) located in Jones Twp., Elk County and Sergeant Twp. McKean County. The requested townships. Elk has 112,366 acres of Allegheny National Forest Lands. and 127 which requires a 30 day public comment period. consumptive use is 4MM gallons per day.
