Regular Council Meeting November 14, 2016 7:00 PM The Regular monthly meeting of Shamokin City Council was held this evening with Mayor William Milbrand presiding. Robert stated that the driveway by his home is illegal, it goes all the way though the property. When it rains the ashes from the driveway wash into the street. Mr. Verano stated that ifthis happens he will address it with the Street Department and deal withi it at that time. Ifthe driveway does wash out they will be cited and billed. Mr. Tloczynski alsoi is here about the rain barrels. DEP did not look at the rain barrels when they were there. The people that lived int that house have moved and the Code Officer stated that he can now start the process of getting rid oft the rain barrels. There are: six rain barrels left on thej property, they owners took two with them when they moved. They have not been cleaned in over 22 years since Mr. Tloczynski has lived there. The Mayor stated that we: are not able to go onto: someone's property without their permission. Joseph Leschinskie 518 E. Pine St, Shamokin, PA. - Joseph apologized for last month's meeting and the way he reacted. Mr. Leschinskie asked about the Parks and Reca and all the work that Sunbury has had done to their Parks. He asked ifthere was any way that the city could do to get grants for their parks and Rec. The Mayor stated that there is a project going on behind the old warehouse. Mr. Leschinskie spoke out about thej police working 12-16 hour days. He asked how much we pay for the labor attorneys. The Mayor stated that the police have a sweetheart contract and we arei in this situation because of prior administration. Mr. Leschinskie stated that for the last three years thej police have come in under budget. Council stated that before 2015 the budget was useless; the budget was not even given to each department before. Ms. Moyer feels like we: are finally on solid ground with the budget. Mr. Leschinskie asked why are the police retirees still receiving insurance? Theya are: still receiving this because it wasi in their contract. Which was negotiated by prior council. This is the reason we: are now using: al labora attorney. Council stated that halfofour budget goes to the police force. Joseph wanted to know how much it is costing the city for the labor attorney. Tim Vincent- - Asked about putting benches and some plants in the lots that the city owns by Dunkin donuts, sO they will not be empty lots. Tim would also like to commend council for the work they have done in the city. PARKS & PUBLIC BUILDINGS: Legion furnace is fixed. The roof oft the Legion needs fixed. Halloween Candy giveaway was great for the first yeart that Dan has done this. There will be a City Christmas Tree placed somewhere on city property. Mr. McGaw would like to purchase a portable STREET & PUBLIC IMPROVEMENTS: Councilman Verano would like to remind everyone who drops a plowi in the City of Shamokin that a Snow Plow license is needed; they can be purchased at Ice Skating Rink and make al Dog Park. City Hall for $100 for the year. PUBLICSAFETY: Councilman Brown: read the Code office report for the month of October which the office revenue collected was $7,970.10 with total calls of34. Police Department reported 1127 calls for the month of October. Fire Department had 154 calls for the month of October. All apparatus in working condition.
