Jay Christensen offered the invocation. 26 MINUTES - November 26, 2019 and January 28, 2020 27 Minutes of the regular meeting oft the Bountiful City Power Commission held November 26, 28 2019 were presented and approved subject to clarification of the transmission exchange mentioned ini the 29 Resource Update (page 5 of6). With reference to the Public Service of New Mexico joining the 30 NuScale project, there is a possibility that this could be facilitated by a transmission "swap". The power 31 BCL&P currently gets from CRSP could be used by New Mexico, and BCL&P would use an equal 32 amount oft the nuclear resource allocated to New Mexico. Commissioner Summers motioned to approve 33 the November 26, 2019 minutes, adding the clarification regarding the transmission "swap". 34 Commissioner Cushing seconded the motion and voting was unanimous. Commissioners Cushing, 35 Becker, Bell, Irvine, Pitcher and Summers and Councilman Higginson voted "aye". 36 37 Minutes oft the meeting ofthe Bountiful City Power Commission held January 28, 2020 were 38 presented and approved as written. Commissioner Cushing motioned for the approval and 39 Commissioner Bell seconded the motion. Voting was unanimous with Commissioners Cushing, Becker, 40 Bell, Irvine, Pitcher and Summers and Councilman Higginson voting "aye". 42 BUDGET REFORT-YEARTO-DATE 7-MONTH PERIOD EADEDAL.ANUARYZDD Mr. Christensen presented the Budget Report for the Year-do-Date 7-Month Period Ended 31 41 January 2020. He noted that fiscal year-to-date (YTD) 2020, July through December 2019 are final, and January 2020 is preliminary, though most line item YTD amounts will not change from this report when they are final. Total revenues YTD were $17,166,519, below its HAB b7 $(731,069). Major items 41 43 Page 1 of4 (PCminutes February 28, 2020) 1 (below) their HABs included Electric Metered Sales $(575,035), below its HAB 3.7 percent; Air 2 Products $(70,958), belowi its HAB with an average load factor of6 64.8 percent; and Contribution in Aid 3 to Construction $(142,813). 4 5 Total Operating Expenses YTD were $16,038.140, below its HAB by $1,451,014. Major items 6 (above) budget were Street Light Expense $(184,619), primarily due to boring by third-party 7 contractors. Items below budget included: Power costs of $1,271,550, below its HAB with lower 8 Electric Metered Sales as well as careful purchasing and scheduling of power resources; Distribution 9 Expense at $87,999; and computer expense of $82,307 due to some items not yet having been done. 12 $161,692 for the feeder #673 -# #271 inter-tie, and $43,041 for the cab and chassis ofa a new substation 10 11 13 service truck. 14 15 17 18 21 22 Total Capital Expenditures YTD were $627,404 and included $316,258 for the Downtown Plaza, The Net Margin YTD was $500,975, above its HAB by $424,412, with lower than budgeted The total Cash and Cash Equivalents were a net $26,872,684 at month end, up $825,481 from 30 16 power and other costs that more than offset lower than budgeted revenues. 19 June 2019, due primarily to higher net margins than anticipated. Itis expected that net margins in the 20 future will go down due to $3.2 million in budgeted expenses which will be starting in March. Ini response to questions from the Commission, Allen Johnson stated that street light expense is 23 over budget by $300,000. He also noted that expenses related to the Echo hydro and the turbines at the 24 plant will be incurred between now and June. A briefdiscussion followed regarding Air Products and 25 their impact on our operation. Commissioner Irvine made a motion to accept the Budget Report, as 26 presented. Councilman Higginson seconded the motion and voting was unanimous, with 27 Commissioners Cushing, Becker, Bell, Irvine, Pitcher, and Summers, and Councilman Higginson voting 28 "aye". 29 31 33 35 38 30 JOHN CUSHING RECOGNITION 32 this item will be delayed. 34 ECHOTURBINE REPAIR Chairman Pitcher reported that the gift which was ordered for. John Cushing has not arrived and Alan Farnes reported that Prime Machine has begun the reassembly oft turbines 2 and 3 and have Unit 1 has already been disassembled and onsite sand blasting and recoating has been 36 identified some clearance issués with the wicket gates. However, they expect tol have them ready for 39 completed. The delivery ofthe runner for Unit 1 (coming from China) has been delayed due to the 40 coronavirus. Prime Machines think they can repair one oft the runners we. have (approximate cost of 37 operation around the first or second week ofMarch. 41 $18,000). We are waiting to seel how long that repair would take. 43 Clint Drake, City Attorney, arrived at this time; 8:30 a.m. 42 44 46 45 PLANTUPDATE Alan Farnes reported that Solar Turbines, Inc. is supposed to start repair oft the two Titans today. The project is expected to take 21 to 3 weeks, at a cost of$2 million forj parts and labor. 4 ELECTRIC101 5 Mr. Veigel presented a You' Tube video on "Energy 101", a basic course on electricity. The 6 presentation first reviewed basic vocabulary for 3-phase power and Mr. Veigel then discussed "load", 7 "demand", and the difference between AC and DC power. At the request oft the Commission, Mr. 8 Veigel will present additional instruction at a future meeting on how a transformer works. It was 9 suggested that a link to the YouTube videos be put on the City web site. Commissioner Becker referred 10 to the instructive booklet that was used at the. Jackson Hole conference and noted that it was a very 11 helpful tool. 12 13 RESOURCE UPDATE 14 Allen Johnson: reported that UAMPS had planned tol hold a special meeting on the nuclear 15 carbon free project, but it was cancelled. This has slowed the project down and the second off-ramp 16 which was tentatively scheduled for March 1st has been delayed and could be as late as August. A 17 second tour being offered at Corvallis was cited as something very worthwhile for anyone who 18 wanted/could attend. Mr. Johnson noted that it will most likely be similar to the first tour. 19 20 Al lengthy discussion followed regarding the importance ofdoing public relations on thel NuScale 21 project, as well as power resources in general. It was emphasized that the Power Commission work 22 closely with the City Council, as well as the general public.
