MARTINSBURG BOROUGH COUNCIL MINUTES BUDGET MEETING OCTOBER 17,2022 A special meeting of the Martinsburg Borough Council was held on Monday, October 17, 2022, to work on the 2023 budget and for general purposes. The meeting started at 7:00 p.m. with ELECTED OFFICIALS PRESENT: Mayor Richard A. Brantner (Sr.), President P. Robert Dickson, Vice-Pres. Durban D. Metzler, Pro-tem Charles E. Kensinger, Councilman Edward L. Bennett, Councilwoman Janet E. Blattenberger, Councilman James C. Dell, Councilman In addition to council, present were Manager Richard Brantner, Jr., ecretary/ireasurer Jane DRAFT BUDGET NO. 2023-03 was presented and reviewed in detail. The General Fund was balanced at $949,640. After reviewing it line by line the following DRAFT BUDGET NO. 2023-04 was prepared. This budget portrays no real estate tax millage increase using the current prayer by Rich Brantner, Jr. and the Pledge of Allegiance. Darin B. Boro Sec/Trea Clerk Part-time Laborer 8% [$18.51/hr. to $20.00/hr.] 7% [$20.33/hr. tos $21.75/hr.] [$25.45/hr. tos $26.21/hr.] [$24.29/hr. tos $25.02/hr.] [$23. .62/hr. to $24.33/hr.] 3% [$13.76/hr. tos $14.17/hr.] 2% [$18.12/hr. tos $18.48/hr.) 3% 3% 3% No additional raises for the Police Department were incorporated in the 2023-4. Budget since they were given early generous raises council approved on.
