MARTINSBURG BOROUGH COUNCIL MINUTES JUNE 6, 2022 The regular meeting of the Martinsburg Borough Council was held on Monday, June 6, 2022 in the municipal building. The Emergency Management meeting started at 6:30 with the regular meeting beginning at 7:10 p.m. with prayer by Richard Brantner, Jr. and the Pledge of Allegiance. ELECTED OFFICIALS PRESENT: Mayor Richard A. Brantner, President P. Robert Dickson, Vice-President Durban D. Metzler, Pro-tem Charles E. Kensinger Councilman, Councilman Edward L. Bennett, Councilwoman Janet E. Blattenberger, Councilman James C. Dell, and In addition to council, present were Manager Richard Brantner, Jr., Secretary/reasurer Jane Staily, Chief Kerry Hoover, Lt. Justin Davis, Attorney Matt Gieg, Christian Gieg, Sandy Weyandt, Cris Frederickson of the Blair County Emergency Management Agency and Anna Baughman of the A council workshop was held at 6:30 p.m. by Cris Fredrickson, head of the Blair County Emergency Management Operating and Training and Deputy Director, to go over their duties and Councilman Darin B. Meck Morrisons Cove Herald responsibilities with the EMERGENCYI MANAGEMENT AGENCY. [Cris Fredrickson left at 7:10p.m.) The MINUTES of the meeting of May 2, 2022 were approved on a motion by Janet The FINANCIAL AND TREASURER'S REPORTS for May 2022 were prepared and The LIST OF BILLS. for May 2022, check nos. 10701-10733 in the amount of $223,878.39 (including a $190,000 transfer to the Reserve Fund) was approved on a motion by Charles MAYOR RICHARD BRANTNER (Sr.) presented his report as written. He reported that the Central High School boys baseball team won this evening. All of the Central sports have been doing Janet Blattenberger thanked MAYOR BRANTNER for all his fine reporting and functions he Sandy Weyandt commented on how nice the FAIRVIEW CEMETERY is taken care of. Bill Chief Hoover presented the POLICE REPORT as written. April 30 was DRUG TAKE BACK DAY and 34 Ibs. of prescription drugs have been collected. The police department provided TRAFFIC CONTROL last week for the borough crew to paint speed lines and crosswalks. MAY6&7- we got about 3 % inches of RAIN - had high flows at the wastewater treatment plant MAY1 16 - Garmans formed up the new SIDEWALK and we helped with putting the stone in Blattenberger, seconded by. Hall is the caretaker there. BOROUGH MANAGER Rich Brantner reported: MAYI 12 - dug out dirt for the new SIDEWALK along S. Walnut Street MAY1 18 - Garmans poured 145 feet of SIDEWALK MAY 23 - the borough crew attended a FLAGGER TRAINING COURSE which is required every three years MAY24 - back filled and planted grass around the new SIDEWALK MARTINSBURG BOROUGH COUNCIL MINUTES JUNE 6, 2022-PAGE2 MAY31 - received the NEW SKIDI LOADER from Bobcat of Martinsburg MAY31 - PAINTED crosswalks and speed lines Attorney Matt Gieg reported that there will be an EXECUTIVE SESSION for personnel matters following the adjournment of the meeting this evening. Accompanying him this evening was Chief Kerry Hoover, Mayor Richard Brantner and Joe Logan made a presentation at Central High School donating signs with the information regarding the late TROOPER LANDON WEAVER who died in the line of duty and who had attended that high school memorializing him in a Gene Garman and Borough Manager Richard Brantner, Jr. came up with a final plan for the placement of the W.GENE HENRY MEMORIAL. A drawing was included in the council agenda. Once the granite is paid for there should be about $1,400 left in the account to be used towards the landscaping. The committee may need more donations to complete the project. Council on a motion by Charles Kensinger, seconded by. Janet Blattenberger, approved thej final design on Page 24 ofthe agenda. for the W. GENE HENRY MEMORIAL to be placed on the corner of Woodlawn Avenue Janet Blattenberger inquired about the WATER LINE BIDS on E. Christiana Street. The municipal authority ended up rejecting all bids because they were too high. They hope to bid it out A citizen suggested putting out YIELD TO PEDESTRIAN SIGNS at the intersection of Mulberry and Allegheny Streets. The daycare could also use them at the intersection of Walnut and Allegheny Streets. We currently only have a few of these signs and they are being used on S. Walnut Street. The cost of one is about $400 and can be purchased with Liquid Fuels money. Council on a motion by Charles Kensinger, seconded by James Dell, authorized to purchase four YIELD TO PEDESTRIANSIGNS at $400 each (4, x $400 = $1,600) to be paid for from the Highway Liquid Fuels Fund and the be placed at the discretion of the borough manager and the police chief. The Manager Rich Brantner, Jr. found some MOBILE RADAR SPEED SIGNS that are not yet PennDOT approved. It was the consensus of council to wait until the signs are PennDOT approved SO they can be moved around which will make them more beneficial than permanently placed ones. The town center SIGNAL LIGHT is getting old and parts are becoming obsolete.
