MARTINSBURG BOROUGH COUNCIL MINUTES MAY2, 2022 The regular meeting of the Martinsburg Borough Council was held on Monday, May 2, 2022 in the municipal building. The meeting started at 7:00 p.m. with prayer by Richard Brantner, Jr. and ELECTED OFFICIALS PRESENT: Mayor Richard A. Brantner, President P. Robert Dickson, Vice-President Durban D. Metzler, Pro-tem Charles E. Kensinger Councilman, Councilman Edward L. Bennett, Councilwoman Janet E. Blattenberger, Councilman James C. Dell, and In addition to council, present were Manager Richard Brantner, Jr., ecretary/Ireasurer Jane Staily, Chief Kerry Hoover, Lt. Justin Davis, Attorney Matt Gieg, Sandy Weyandt, Paul Nasduch, Bob Bob Risbon and Paul Nasduch of the BLAIR COUNTY ANTIQUE AUTO CLUB were present to see if they could incorporate their car show with an event at the park. Manager Rich Brantner, Jr. invited them to the next fire company meeting on Monday at 7:00 p.m. since the annual OX roast will be coming up in July but thought they may want to run it past the park first. He reported that Thursday, May 5th is the National Day of Prayer = residents may gather on the municipal grounds and at the flag pole. May 15th is National Police Memorial Day and next week is National Police Week. Mayor Richard Brantner commended all those who helped out with the spring clean up this year. Many of the Central sports programs are having a good season. The Central baseball team won the Curve Classic. A lot ofthe photos have been posted on Face Book which make lasting memories for Kensinger, seconded by. Janet Blattenberger. Julian Street and the other on N. APR 20 - Chief Hoover, Dusty Russell and I attended a TORNADO TABLETOP EXERCISE that APR 23 - Martinsburg Borough SPRING CLEAN UP DAY - had about 150 residents attend - 6.75 tons of scrap metal and 9 skids of televisions and computers - Thanks to everyone that Borough Secretaryreasurer Jane Staily reported the Ritchey, Ritchey & Koontz have completed the 2021 AUDIT and it has been properly advertised. The audit reported will be prepared Janet Blattenberger inquired about the E. CHRISTIANA STREET PAVING. Manager Richard Brantner, Jr. reported that the E. Christiana Street water line bids came in a lot higher than expected SO no bid was awarded. Paving of that street will be delayed until the water line project is Attorney Matt Gieg reported that he followed up with the county solicitor Attorney Nathan Karn on the POLICE MUTUAL AID AGREEMENT It was a topic of discussion two years ago but has never been completed. It may be brought up at the new police chiefs meeting as it is very Durban Metzler reported that the Martinsburg Municipal Authority held a special meeting on April 13th to discuss tap fees for the CURRYVILLE WATER AUTHORITY buying water through Various locations for placement of the W. GENE HENRY MEMORIAL were mentioned at the last council meeting. Council on a motion by Durban Metzler, seconded by James Dell, approved to place the W. Gene Henry Memorial and landscaping on the corner of Walnut and Woodlawn Avenue on the municipal building lot. The motion passed unanimously. The fine details will be worked out in the near future. With all the rain recently the sidewalk project on the Walnut Street side During the annual insurance policy review with April Ressler of the Teeter Group she suggested we consider purchasing an UMBRELLA POLICY to the liability insurance as many ofl her other municipalities have been adding it on their insurance package. Council on a motion by Charles Kensinger, seconded by Durban Metzler, approved to add the umbrella liability policy for an additional $1,000,000 in liability coverage at a cost of $1,167 from The Teeter Group. The motion Mark Taylor of the BLAIR COUNTY EMERGENCY MANAGEMENT AGENCY would like to come and go over with council their responsibility as council members and as public officials.
