MARTINSBURG BOROUGH COUNCIL MINUTES APRIL 4, 2022 The regular meeting of the Martinsburg Borough Council was held on Monday, April 4, 2022 in the municipal building. The meeting started at 7:00 p.m. with prayer by Richard Brantner, Jr. and ELECTED OFFICIALS PRESENT: Mayor Richard A. Brantner, President P. Robert Dickson, Vice-President Durban D. Metzler, Pro-tem Charles E. Kensinger Councilman, Councilman Edward L. Bennett, Councilwoman Janet E. Blattenberger, Councilman James C. Dell, and In addition to council, present were Manager Richard Brantner, Jr., Secretary/Ireasurer Jane Staily, ChiefKerry Hoover, Lt.. Justin Davis, Attorney Matt Gieg, Sandy Weyandt, Linda Smith, State Representative Jim Gregory, State Representative Candidate Trish Haight, and Anna Baughman of the STATE REPRESENTATIVE JIM GREGORY was present as part of his promise to municipalities to visit them. He thanked both Chief Hoover presented the POLICE REPORT as written. Things are picking up with the nice weather. Janet Blattenberger inquired about the dog leash law. ChiefHoover responded that the State law says the dog owner has to have control of his dog which means not necessarily on a leash. the Pledge of Allegiance. Councilman Darin B. BOROUGH MANAGER Rich Brantner reported: MAR 12 - plowed SNOW along with drifting snow MAR 22 - ROB DICKSON completed his ICS 100 testing MAR 15 - PADEP came in fora a WATERI INSPECTION on paperwork and record keeping MAR 22 - attended a CYBER-ATTACK BRIEFING along with along with Chief Hoover and Jane MAR: 23 - mailed out the cards for the 2021 ANNUAL DRINKING WATER REPORT MAR: 28 - attended the W.GENE HENRY MEMORIAL committee meeting Staily -1 the FBI and a few other organizations set up the briefing MAR: 24 - borough crew SWEPT STREETS and intersections MAR: 29 - attended a Pennvest meeting for the CURRYVILLE interconnection with Martinsburg APRIL1 - the flyers for the SPRING CLEANUP DAY were mailed out to borough residents MARTINSBURG BOROUGH COUNCIL MINUTES APRIL 4, 2022-PAGE2 Attorney Matt Gieg reported that there hasn't been any discussion for about two years on the POLICE INTERMUNICIPAL AGREEMENT. Since mutual aid is SO important Attorney Gieg said he could contact Attorney Nathan Karns to check on the status oft the agreement. Durban Metzler attended the March MUNICIPAL, AUTHORITY MEETING. The authority board is doing a really good job. They are currently dealing with an issue of water leaks at the trailer courts. The board was interested in taking a tour of the wastewater treatment plant and the nitrate Chuck Kensinger reported that the W. GENE HENRY MEMORIAL bronze plaque was picked up on March 23rd. The granite will not be ready until June at the earliest. On March 28th various sites were reviewed for placement ofthe memorial. The committee has met their $10,000 goal of donations to pay for the plaque and granite but will need additional funding to pay for the placement and the landscaping to install the memorial. Chuck Kensinger put the four proposed locations up on the screen for council to see. Manager Rich Brantner, Jr. prepared a sketch with an idea for the landscaping, wall and sidewalk for council to view. No decision was made this evening to give council more time to look are the various sites. A decision should be made next month. Council liked the idea of sidewalk on the Walnut Street side of the property whether the memorial goes there or not since it is such a frequently traveled area across from the park. The cost of the cement not including any labor would probably be around $2,000 SO the entire sidewalk project would be under the $11,500 threshold for requiring bids. The borough crew could do a lot of the prep work. The sidewalk project would not be part of the memorial project. It was recommended the sidewalk be five feet wide to match the existing sidewalk on the Woodlawn Avenue side of the municipal building property. Jane Staily recommended it be paid for from the reserve fund. Council on a motion by Durban Metzler, seconded by Janet Blattenberger, to authorize Manager Richard Brantner, Jr. to seek out a contractor. for the MUNICIPAL BUILDING SIDEWALK PROJECT to be paid for from the Reserve Fund, subject to the cost of the sidewalk project being under the $11,500 bidding threshold. Again, the sidewalk project will be SPRING CLEANUP for Martinsburg Borough residents is scheduled for Saturday, April 23, 2022 from 9:00 a.m. to 2:00 p.m. at the borough garage site. Council's letter of approval through this motion will be attached to the permit. The motion passed unanimously.
