MARTINSBURG BOROUGH COUNCIL MINUTES APRIL 1, 2024 The regular meeting of the Martinsburg Borough Council was held on Monday, April 1, 2024 in the municipal building. The meeting started at 7:00 p.m. with prayer by Ed Bennett and ELECTED OFFICIALS PRESENT: President P. Robert Dickson, Vice-President Ed Bennett, Pro-Tem Charles E. Kensinger, Councilwoman Janet E. Blattenberger, Councilman James C.Dell, Councilman Neil E. Gartland and Councilman Darin B. Meck (Mayor Richard In addition to council, present were Secretary/Ireasurer Jane Staily, Chief Kerry Hoover, Attorney Nathan Karn, Sandy Weyandt and Danette Feathers oft the Martinsburg Library DANETTE FEATHERS, Library Director of the Martinsburg Library, gave a synopsis ofwhat all the library does. She passed out a 2022-23 flyer to the council members. She thanked the council members for all their support and the annual donation to the library. The library did the Pledge of Allegiance. The MINUTES of the meeting of March 4, 2024 were approved on a motion by Janet The FINANCIAL AND TREASURER'S REPORTS for March 2024 were prepared The LIST OF BILLS for March 2024, check nos. 11301-11329 in the amount of $106,378.49 was approved on a motion by Charles Kensinger, seconded by Janet MAYOR RICHARD BRANTNER was not present sol his report was as written. Chief Hoover presented the POLICE REPORT as written. The three SOLAR SPEED SIGNS have been put up on S. Market Street, W. Allegheny Street and E. Allegheny Street. Chief Hoover downloaded the data from each sign and put together some information on his laptop and displayed it up on the screen for council to see. Some ofthe things you can learn from the information is average speeds, maximum speeds, how many vehicles come in per hour as well as how many go out (records from both directions). He plans to download and review the information weekly. The solar speed sign on the west end of town has noticeably reduced the incoming speed. The speed signs will only record things going over 9 m.p.h. Chief Hoover recommended ordering a fourth sign for on N. Market Street. $12,000 was budgeted for solar speed signs and $9,600 was spent (paid December 2023). He was asked to check on a price for and presented by Secretary/Ireasurer Jane Staily. Flowers have been sent on behalf of the Borough of Martinsburg and the Martinsburg Manager Rich Brantner, Jr. met with PennDOT toj put the bid proposal together for the Municipal Authority for the TERRYLONG FUNERAL. 2024PAVING PROJECT. Streets to be paved will be: Christiana Street Forshey Street Wall Street North ISt Alley North ISA Alley Locust Street from Market to Wall from Market tol Nicodemus from Allegheny to Woodlawn from Spring Drive to S. Third Alley N. Railroad Street from Allegheny to. Julian froml N. Ifnot milled low enough the height oft the new pavement can cause flooding and the expense ofl having to rebuild the curb higher as the curb is the responsibility ofthe home owner. This will be mentioned to Manager Brantner. Council on a motion by James Dell, seconded by Charles Kensinger, approved to advertise the 2024 PAVING PROJECTfor bid proposals. The motion passed unanimously. PENNDOT'S PAVING PROJECT will begin on Monday, April 8 through 12. They will be paving on North and South Market Street (Rt. 866) from Cross Cove Road to Forshey Street; and E. Allegheny Street from the signal light to about the Subway restaurant; and W. Neil Gartland reported that the Martinsburg Municipal Authority was awarded two Community Project Fund Appropriation GRANTS in March: 1)$1,000,000 for the Elevated Storage Tank Project and 2) $701,440 for the Hershberger Well Transmission Main. SPRING CLEANUP is scheduled for Saturday, April 27, 2024 from 9 a.m. - 21 p.m. The Morrisons Cove Memorial Park submits an application to PennDOT each year for the Agricultural Parade and the application needs to be in about six weeks prior to the event. Part of the process is the inclusion of a letter from the Borough of Martinsburg approving the road closings. Council on a motion by James Dell, seconded by Darin Meck, to allow the pertaining streets to be closed for the 0ZAGRICULTURAL PARADE on July 9, 2024 subject to the Morrisons Cove Memorial Park obtaining the necessary PennDOT permit(s). Council's letter of approval through this motion will be attached to the permit. The motion passed Allegheny Street from the signal light to Nicodemus Street. unanimously.
