MARTINSBURG BOROUGH COUNCIL MINUTES MARCH 4, 2024 The regular meeting of the Martinsburg Borough Council was held on Monday, March 4, 2024 in the municipal building. The meeting started at 7:00 p.m. with prayer by Richard ELECTED OFFICIALS PRESENT: Mayor Richard A. Brantner, President P. Robert Dickson, Vice-President Ed Bennett, Pro-Tem Charles E. Kensinger, Councilwoman Janet E. Blattenberger, Councilman James C. Dell, Councilman Neil E. Gartland and In addition to council, present were Manager Richard Brantner, Jr., Secretary/reasurer Jane Staily, Chief Kerry Hoover, Attorney Nathan Karn, and Cati Keith of the Morrisons Cove The MINUTES of the meeting of February 5, 2024 were approved on a motion by The FINANCIAL AND TREASURER'S REPORTS for February 2024 were prepared The LIST OF BILLS. for February 2024, check nos. 11285-11300 in the amount of $93,725.42 was approved on a motion by Janet Blattenberger, seconded by Charles Kensinger. Brantner, Jr. and the Pledge of Allegiance. Councilman Darin B. Meck Herald Janet. Blattenberger, seconded by James Dell. The motion passed unanimously. and presented by Secretary/Treasurer Jane Staily. The motion passed unanimously. MAYOR RICHARD BRANTNER presented his report as written. Chief Hoover presented the POLICE REPORT as written. Councilman Charles Kensinger made mention that Chief Hoover's daughter ATTORNEY KATELYN HOOVER was recently admitted to the Bar at the Supreme Court which is a very big honor. She was sponsored by two local attorneys. This gives her the ability toj present arguments in that court ift the need shall ever arise. BOROUGH MANAGER Rich Brantner reported: FEB 6- PADEP came in and did an INSPECTION on the water system = they looked over all records and went to all oft the water facilities -1 the inspection went well FEB 6-they started framing at the 114W.P PENN STREET property FEB 12-having some issues at the TOWNES EDGE LIFT STATION - had to ut a new level sensor and a new WFD on1 the one pump FEB 13 -1 the borough crew, PLOWED about 4-inches of very wet snow FEB 17-t the borough crew PLOWED about 5-inches of snow FEB: 29-t the fire company got the SIREN working MAR 4- SWEPT STREETS The BOROUGH GARAGE got hit during the lightning storm last week and took out the A motion was made by Darin Meck, seconded by Charles Kensinger, to officially hire AMY HOCKENBERRI as a permanent full-time office employee following her 90-day probation period which will end March 11, 2024 and increase her rate ofpay.from $19.00 per internet. hour to $20.00 which reaffirms the motion already made on November 6, 2023. The motion passed unanimously. MARCH4, 2024-PAGE2 MARTINSBURG BOROUGH COUNCIL MINUTES Manager Rich Brantner, Jr. reported that the FIRESIREN is now up and running located at the mill. The second siren that use to be located at the old municipal building has been SPRING CLEANUP is scheduled for Saturday, April 27, 2024 from 9 a.m. - 2 p.m. The meeting ADJOURNED at 7:15 p.m. on a motion by Neil Gartland, seconded by eliminated.
