Operations/Project Reports 1. Staff Mr. Hines Whalen is about 2/3 completed removing the salt tanks. WWTP crews came to vacuum out remaining gravel and salt with the sewer. jet, but thej jet experienced. a mechanical failure while doing the second tank, which resulted in the jet tank Received a quote for a generator for $99,000. Received another one from Drayer Electrical Services for 120kw for $83,000. This will be considered for the 2024 being caved in. budget. Mr. McFadden Evergreen Drive waterline replacement project is completed (Gurney to Alder). A valve and one section of pipe has been installed on Cedar Street, sO far. Al lot of site restoration work has been completed during the winter, leaving very little work to complete, other than blacktopping. 2. EADS Group PENNVESTI Legacy Waterline Project No new updates to report. No new updates to report. Allegheny Boulevard Waterline No new updates to report. Front Street Waterline 2 General Authority Minutes May 9,2023 15th Street Pump Station & Miller Hill Waterline Mr. Fritz reported that Terra Works has completed all the waterline work and anticipates having the pump station delivered in November. He is coordinating quotes to demolish the old He also informed that Mortimer's has finished installing the waterline on Old Mercer Road and fully across the unopened roadway. They will continue onto Sibley Avenue where they have already begun to install about 2,500 feet of pipe, then go back to Old Mercer Road to begin the installation of stormwater pipe. Mr. Fritzsubmitted Payment Application No. 2i in the amount pump station. of$141,242.40. Motion by Mr. Ellis and seconded by Mr. O'Polka to approve Payment Application No. 2 Mr. Fritz added that Mortimer's is going to open-cut the portion of Sibley Avenue where there is presumed to be aj privately-owned retaining wall instead of drilling it as per the design plans. Mortimer's understands that they are responsible if damage is done to the retaining wall. in the amount of$141,242.40. The motion passed unanimously. Misc. Water Items Mr. Fritz completed the template to link water service lateral material to GIS and is working with Mr. Gorman to input the data. 6.B. Sewer 7.A. Operations/Projec Reports 1. Staff Mr. Brown Summit was able to complete work on the big screen, but were not able to fix the Micromod chlorine controller. They are still studying the problem. The waterback was delivered but installation has not yet been scheduled. Cameras are all installed except for one. Mr. Moore Reported that the sewer jet was damaged when it was being used to clean up debris from the salt tanks at the gth Street plant. The machine will still jet, but will not vacuum. He will be in touch with Aquatech regarding the status oft the new sewer jet and to see what this means for the trade-in value. 4 General Authority Minutes May9,2023 2. EADSGroup 15!h Street CSO Project Update Mr. Fritz reported that the remaining warranty items are expected to be completed in May. Mr. Kalp is compiling closeout documents. They are still waiting for invoices and other documentation to determine how to handle an issue at a property on Wintergreen Drive. WWTP Mr. Fritz stated that the influent pumps were received on March 21, 2023 and they are scheduled to be installed in August when the flow levels are typically low. The water back was shipped on April 28 and will be installed by CS&E. A-108 Phase ISewer Replacement & CSO Elimination Project Mr. Fritz reported that he is continuously working on the required environmental permits and clearances. The wetland and stream delineation, which is required for the PNDI, is nearly complete. DEP Part II Permit is scheduled to be submitted late 2023 and the PENNVEST application is expected to be submitted at the beginning of 2024. The project is being designed to take the numerous City streets scheduled to be paved into consideration, including the Route 8/62 PennDOT Betterment Project which is anticipated to start in the spring of 2025. EADS' goal is to have the line replacement work on Liberty Street completed before the Betterment Project commences and will coordinate with PennDOT as needed. Misc. Sewer Items month. The motion passed unanimously. 8. Reports A.C Chair's Report Mr. Dunkle met with Beau Shettler, PENNVEST and DEP for the final inspection oft the 864 - 15th Street CSO Project.. Mr. Dunkle will have to sign a few documents to officially close out the project. 6 General Authority Minutes May 9,2023 B. City Manager' 's Report Mrs. Jamieson reported on interest changes for two bank notes from 2008 and 2010 for sewer funds. The bank sent correspondence stating that interest would be raised to 9%; however, upon review by Mr. Greenfield, a resolution and Loan Modification Agreement passed in 2017 had capped interest on the two notes to 6.5%. The 6.5% interest rate will go into effect in. June 2023. The Community Development Dept. has been working on aj pre-application for ARC Funds for the Allegheny Boulevard Waterline Replacement Project. C.Public Utilities Director's Report: Mr. McFadden had nothing to report. D.A Mapping Update: inventory. ESolicitor'sk Report: Mr. Gorman completed the hydrant flow data and continues to input data for the waterline Mr. Greenfield requested signatures on two easement agreements for the Allegheny Boulevard Project. Only one remains outstanding but is not receiving cooperation from the property owner. He requested adding discussion of proceeding with Eminent Domain to next month's agenda.
