Adoption of Agenda Motion by Mr. Eckel and seconded by Mr. Ellis to adopt the agenda as presented. Motion passed unanimously. Approval ofMinules 4. Motion by Mr. Ellis and seconded by Mr. Eckel to approve the minutes of May 9, 2023. Motion passed unanimously. Citizens' Inquiries 5. Mr. Dunkle presented an emailed request from William Stewart, manager oft the mobile home park, The Estates at French Creek, LLC. Mr. Stewart's request was to install a water meter for the park, since most oft the mobile homes only contain one or two residents. Mr. Stewart felt that they are being charged superfluously for minimal water Mr. Dunkle referred to the definition of "premises," as described in the Rules and Regulations, as a real property or area to where water services will be provided by the Authority, including mobile homes, which are further defined as residences, whether or not located in a mobile home park, and will be billed at the residential rate as determined by the Authority. He recommended the Authority unanimously deny the request, as it remains consistent with the denial ofa a similar request from a landlord. The board Mr. Spaid suggested that no formal motion needs to be made, but a letter should be sent to Mr. Stewart citing the section of the Rules and Regulations that justifies the denial. Mr. Dunkle indicated he will draft al letter for Mr. Spaid to review. usage. members concurred. 6. Water 6.A. Operations/Projec Reports 1. Staff Mr. Hines Whalen Contracting is finished with the salt tanks removal. Received an email from HCS stating the current SCADA controllers will be discontinued. The new ones should be compatible with the existing SCADA system, but our contact at HCS could not offer a 100% guarantee that they will be and recommended purchasing a spare controller for $3,203. Thel board concurred. 2 General Authority Minutes June 13, 2023 Mr.Stoltenberg Water line replacement on Prospect Ave. is complete. Paving is ready to put out for bid, which is being handled through Sugarcreek Borough, since it is their street and they replaced storm line in the project area. 2. EADS Group PENNVESTLegaey Waterline Project completing Miller Hill restoration. Front Street Waterline Mr. Kalp reported that the Elk Street warranty will be addressed by Mortimer when No new updates to report. Allegheny Boulevard Waterline Mr. Kalp stated that they are waiting for PennDOT to issue an HOP upon completion of the Route 8 multi-modal trail along that corridor. The easement from Pioneer Electric remains outstanding and will be discussed further in the solicitor's report. 15! Street Pump Station & Miller Hill Waterline Mr. Fritz reported that Terra Works has completed all the waterline work with the pump station, which is to be delivered in November. Hei is coordinating quotes to demolish the old He also informed that Mortimer's has finished installing the main waterline and tested it prior to restarting services. The storm sewer work on Old Mercer Road began on June 6"h. Mr. Fritz submitted Mortimer's Payment Application 3 for approval in the amount of $245,288.70. pump station. Motion by Mr. Leyda and seconded by Mr. Williams to approve Payment Application Mr. Fritz introduced Change Order No. 3 to include adding the installation of approximately 157 feet of 8-inch sanitary sewer pipe, 1 manhole, 1 doghouse manhole, 150 cubic yards of stone, shoulder restoration, and additional work associated with unmarked utilities and searching for a nonexistent manhole. The change order will increase the contract amount by $49,785.00. The reason for this needed change order is that a supposed manhole does not exist, and while working on the water line installation through the City's fire lane ROW, five different pipes were crossed and it couldn't be ascertained whether they were storm or sanitary. For that reason, Mr. Fritz doesn't recommend hooking onto any of them, but rather set a manhole. at the intersection of Plummer and Sibley and one at Plummer and Adelaide what will connect into a manhole that above the bridge on Wiley Ave. He further commented that it would not be a waste No. 3 in the amount of $245,288.70. Mr. Fritz: suggested meeting with Mr. Stoltenberg to discuss waterline projects completed within the past ten to twenty years as assurance that there are no lead lines in those areas, as time Mr. Kalp reported on a large basin that is situate up the hill from the 3rd Street Water Network garage. It was constructed in 1892 to reserve drinking water for nearby residents, but was abandoned in 1907 because it was not sufficiently holding water. Due to the site's rough topography, there has been a prolonged lack ofmaintenance, resulting in the outflow pipe becoming clogged, and the diversion ditching to fill in. This has caused reliefboils to form in the ground. Mr. Kalp feels that action to remove it should be taken sooner rather than later. Mr. Kalp has reached out tol DEP and they have recently become aware ofits existence. Mr. Kalp recommended submitting a Growing Greener Plus Grant by June 23"4, requesting 500,000. The total project is estimated at $916,000 and he is looking for other funding to assist. The City Council has approved a Landowner Letter of Commitment for the project. Motion by Mr. Leyda and seconded by Mr. Williams to permit The EADS Group to submit a Growing Greener Plus Grant in the amount of$500,000. The motion passed unanimously. 6.B. EADSGroup 15! Street CSO Project Update Mr. Kalp reported that the remaining warranty items will be completed this week. Continental Construction requested payment of $2,297 to reconnect the two sewer laterals at 120 Wintergreen Drive that were not connected at the time oft the project, causing flooding in the basement resulting in damage to the property; Continental will, in turn, pay $1,598.20 in damages to the homeowner. Motion by Mr. Williams and seconded by Mr. Leyda to pay Continental Construction $2,297 for final warranty work. The motion passed unanimously. WWTP Mr. Kalp stated that the influent pumps were received on March 21, 2023 and they are scheduled to be installed in August when the flow levels are typically low. The water back was shipped on April 28 and will be scheduled to be installed by CS&E. A-108 Phase I Sewer Replacement & CSO Elimination Project Mr. Fritz reported that he received the environmental clearance from the Pennsylvania Fish and Boat Commission, but is still waiting for clearance from the US Fish and Wildlife Service. The DEP Part II Permit is expected to be submitted later in the year, followed by the application to PENNVESTin early 2024. EADS hopes to have the sewer installation complete on Liberty Street before the Betterment Project commences in spring of 2025. Mr. Fritz is coordinating with Mrs. Jamieson to gather historical background information on previous sewer work and street paving projects. Misc. Sewer Items was starting to separate. He discussed pricing and invited any Authority members interested in attending to let him know by July 3 to lock in lower rates. B.Cily Manager 's Report: Mrs. Jamieson reported that the Community Development Department is prepared to submit a pre-application for ARC funding for the Allegheny Boulevard Waterline project within the next CPublic Utilities Director's Report: Mr. McFadden reported that both trucks, the Kenworth and the F-550, are scheduled to be built this year. Mapping Update: Mr. Gorman reported that 2022 CCR work is completed. Continuing working on the waterline inventory. Cameras are fully installed at the WWTP and started at the glh Street plant. E.Solicitor's Report: Mr. Spaid presented a Declaration ofTaking to be filed in the eminent domain proceedings to obtain temporary construction easements and permanent easements necessary to install and maintain a new waterline and appurtenances on the premises of Pioneer Electric. Motion by Mr. Eckel and seconded by Mr. Ellis to approve the Declaration ofTaking resolution for temporary and permanent easements on the premises of Pioneer Electric. The motion passed unanimously.
