1587  MINUTE BooK  BOARD OF COMMISSIONERS IMBLIMITED E1808491KV Special Meeting Minute No. 1112  WASHINGTON COUNTY, PENNSYLANIA  September 4, 2020  As special meeting oft the Washington County Board of Commissioners was held via teleconference with the following members being present: Commissioners Dianal Irey Vaughan, Larry Maggi and Nick Sherman. Also being present via teleconference are Solicitor Jana Grimm; Chief of Staff John Haynes; Administrative Assistant Joyce' Thornburg; Secretary Marie Trossman; Information Technology representative Mrs. Vaughan called the meeting to order at approximately 2 p.m., and announced this meetingi is  Earl Dean; and WJPA representative, Joe) Jasek.  being broadcast live with audio via Facebook and the county website.  Mr. Vaughan led the meeting with a prayer. Mr. Maggi led the meeting with the Pledge of Allegiance.  PUBLIC COMMENTS None. NEW BUSINESS  Administrative Assistant presented to the Board for their consideration and approval, on behalf of Finance and the Planning Commission, ofas short-t term operating loan/allocation in an amount not to exceed $52,000 tot the Washington County Fair Board. The operating loan/allocation willl be paid from fairgrounds gas lease funds and will be repaid by the Washington County Fair Board ata a future date. Moved by Mr. Sherman; seconded by Mr. Maggi, approving the short-term operatingl loan/allocation  tot the Washington County Fair Board. Roll call vote taken: Motion carried unanimously.  Mr. Sherman - Yes; Mr. Maggi - Yes; Mrs. Vaughan -Yes.  Administrative Assistant presented to the Board for their consideration and approval, on behalf of Purchasing and the Chief of Staff, ofa professional services agreement with Zelenkofske Axelrod, LLC for the purpose of providing grant consulting services for the COVID-19 Washington County Relief Block Grant Moved by Mr. Sherman; seconded by Mr. Maggi, approving the agreement with Zelenkofske Axelrod,  att the hourly rates set forthi in their proposal with a not to exceed amount of$35,000.  LLC.  Roll call vote taken: Motion carried unanimously.  Mr. Sherman Yes; Mr. Maggi Yes; Mrs. Vaughan - Yes.  Administrative Assistant presented to thel Board for their consideration and approval, on behalfo of Purchasing and the Chief of Staff, ofa professional services agreement with. Advanced Telephone Systems, Inc., dba HTC Communications, for the purpose of providing Washington County with broadband access services ini identified unserved or underserved areas throughout the County. The total costi is $496,750  (labor only) and will be funded from the Washington County Relief Block Grant.  Moved by Mr. Sherman; seconded by Mr. Maggi, approving the agreement with Advanced Telephone  Systems, Inc., dba HTC Communications. Roll call vote taken: Motion carried unanimously.
