Call to Order - Pledge of Allegiance Mr. Stolinas welcomed everyone to the Planning Commission meeting and called the meeting to order at 6:00 p.m. The meeting is being recorded. 2. Introduction of members and staff None. 3. Reorganization - Election of Officers for 2023 An motion was made by Ms. Pandolfi to retain the slate of officers for 2024 and Ms. Simoncek second the motion to retain Mr. Francke as Chair, Mr. Kunes as Vice-Chair, and Mr. Hameister as Secretary. All current officers agreed to serve. Motion carried. 4. Citizens Comment Period None. 5. Additions to Agenda None. 6. Approval of Minutes A motion was made by Mr. Hameister and second by Ms. Simoncek to approve the minutes of December 19, 2023. Motion carried. 7. McCrossin, Inc. b) This proposal constitutes a Final Plan submission showing the development ofa 98- guestroom hotel and a 12,000 square foot retail building along with corresponding infrastructure (i.e., stormwater management, access road, parking, lighting, etc.). Final Plan Submission As part oft the Pennsylvania Department of] Environmental Protection (DEP) Sewage Facilities Planning Module, the required Pennsylvania Natural Diversity Index (PNDI) review revealed a potential impact to threatened and endangered and/or special concern species and resources within the project area. The. jurisdictional agency governing this known impact (U.S. Fish and Wildlife Service) has indicated an avoidance measure as a means ofaddressing this issue. Accordingly, provide a detailed plan note indicating, per U.S. Fish and Wildlife Service requirements, do not conduct tree removal from May 15th to August 15th. Refer to the U.S. Fish and Wildlife Service's Forest Management Guidelines for the Northern Long-Eared Bat: Forest Habitat Modification. 718. A.1. A.2. A.8. A.10. There are numerous areas oft the property being developed that are encumbered by an existing stormwater easement per Record Book 2156, Page 902. This stormwater easement was part of the previously approved "Final Land Development Plan for G.M. McCrossin, Inc. Corporate Office Conversion to Commercial Office Leasehold Units (Building One) and New Corporate Office and Commercial Office Leasehold Units (Building Two)" and recorded in Plat Book 91, Page 66 but [the plan] has since become null and void. Several of the existing stormwater easements are being eliminated as part oft this proposal while others are remaining intact. Rather than have multiple sources oftitle for the various stormwater facilities, amend the proposed stormwater easement to encompass the entirety oft the property being developed. In addition, provide language on the plot plan and within the proposed stormwater easement agreement indicating the existing stormwater easements are beingsuperseded and replaced with an updated document. A Highway Occupancy Permit is also required prior to altering the existing pattern or flow ofs surface drainage or directing additional surface drainage onto or into the highway right-of-way or highway facilities.
