MINUTES REGULAR COUNCIL MEETING OCTOBER 15, 2012 6:30 P.M. PAGE 1 100195 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, October 15, 2012, with Councilman President Tim Rappi Councilman Vice- President Hugh Fox; Councilman Tim Firko; Councilman Mike Gutonski; Councilman Raymond Kerr; Councilman Eric Carter; and Councilman Pete Varos. Also present were Mayor Carl Magnettai Borough Manager William Rossey; Solicitor David Strellec; and Police Chief Vakulick. Upon motion by Councilman Varos, seconded by Councilman Fox, RESOLVED, this Council approves the Minutes of the Regular Council Meeting of All Council members present were in favor and the At this point in the meeting, Council invites RESOLUTION APPROVE MINUTES September 17, 2012. resolution was adopted. Councilman Rapp stated, under President's Comments, on September 16, representatives from Middleton, PA came to tour Tarentum and to see what l'arentum was doing with the street lights and were impressed with what was going on in Tarentum. On September 20, attended Recreation Board meeting. On September 22, helped the Recreation Board at the Antiques in the Park. On September 27, 28, 29 the Fall Festival was held at the park with summit Hose. He stated a letter was received from Highland School Board commending on the help they received on the construction up by Grandview School. He stated on November 7, at 9:00 a.m., tree planting in town will take place and anyone wishing to help is welcome and would be appreciated. REMARKS: COUNCILMAN RAPP MINUTES REGULAR COUNCIL MEETING OCTOBER 15, 2012 6:30 P.M. PAGE 2 100196 Councilman Rapp asked for a report from the Mayor Magnetta stated for the month of September 2012, there were 307 calls for service which is a minus of 44 from 2011; 43 arrests which is a minus of 2 from 2011; 122 citations issued which is a minus of 61 from 2011; 15 total accidents which is a plus 6 from 2011, 13 nonreportable accidents which is a plus 7 from 2011, 2 reportable accidents which is a minus 1 from 2011, and there were 2 injuries which is a plus 2 from 2011; fines collected $8,684.36 which is a minus of $1,215.30 from 2011; fines collected for year $67,091.70 which is a minus of $4,786.00 from 2011; parking tickets issued 38 which is a minus of 71 from 2011. He stated a lot of the calls and citations are due to the construction that is ongoing and the accidents He stated the new provisions of the Borough Code that went into effect in July for the mayors state the mayor must submit in writing to Council of his intentions on performing marriages. The mayor must state if he will accept monetary donation up to $150 per wedding. He stated he will not accept any money to perform wedding ceremonies, but if the parties wish to make a donation, he will recommend that the donation be made to the Tarentum Recreation Board. He stated he performed a wedding ceremony on September 8 and they gave a donation of $100 to the Recreation Board. He stated on September 13, he was elected as Mayor At Large and also a member of the Executive Board of the Allegheny County Councilman Rapp asked for a report from the Mayor. PAGE 3 100197 REMARKS: CHIEF VAKULICK Chief Vakulick stated regarding the construction by PennDOT, the closure of gth Avenue has been delayed until this weekend which is when 10th Avenue is to be closed. So, both may be closed at the same time or 10th Avenue may not be closed until the following weekend. He stated starting on November 8, some wide loads will be coming through going to the mill from East Deer. The loads are big and West 7th Avenue between the two bridges and 1st Avenue will have to be closed. He stated a request was made for them to get a night permit to move the loads between midnight and 7:00 a.m. He stated the company will be paying for the time, Closures and detours. Mayor Magnetta stated he would like Council to consider the possibility of making Lock Street at the top of the hill a no left turn. The sign is up there now temporarily which seems to be Chief Vakulick stated the traffic backs up on Lock Street and that traffic is trying to get out onto East 10th Avenue and causing more backups. A discussion was held regarding the possibility of putting out for bid the sale of the train Borough Manager Rossey stated the Borough is breaking even on the building between the rent, insurance and taxes. The present tenant is interested in owning the building due to the investment he has in the building. He stated there may be other people interested in purchasing the building. A public auction could be held with the starting bid of $150,000. Councilman Fox stated suggested a stipulation be placed on the building that it be used for a restaurant and it doesn't turn into a junk Station building. PAGE 8 100202 REMARKS: BOROUGH MANAGER ROSSEY RESOLUTION TRICK-OR- TREAT Borough Manager Rossey stated there is a waiting list of people who want to rent the dock spaces A discussion was held regarding the boat docks. Upon motion by Councilman Fox, seconded by Councilman Varos, RESOLVED, this Council approves Door-to-Door Trick-or-Treat on Wednesday, October 31, 2012, from 6:00 p.m. to 8:00 p.m. All Council members present were in favor and the Councilman Fox stated the last two concerts in park were held on August 22 and 31. He stated it was a good year for the Recreation Board. A meeting was held with Brackenridge for the upcoming Christmas parade and there are going to be more marching bands this year. He stated the first fall festival held with Summit Hose and the Recreation Board was a success and a lot of compliments were received on the festival. He stated everyone is ready to come back next year. He stated the Boo-Fest is this weekend and there are 180 children signed up for the event. The fall bingo at Dalton's Edge was held and 90 people attended the event. The Christmas parade will be held on December 17, 2012, at 1:00 p.m. Councilman Rapp asked for a report from AVN/COG and none are available. resolution was adopted. A discussion was held regarding the sewage Councilman Rapp stated Council asked for representatives to attend the meeting this evening to discuss the $4,000 sewage bill and they said they could not come to the meeting. The sewage bill now has a late fee attached in Mayor Magnetta stated the bill is for the spray park for the children and not only Tarentum children, but for all children in the surrounding areas. He stated the Sewage Authority should be ashamed of themselves to send such a bill and Borough Manager Rossey stated the Tarentum never received a bill for the water used for the Snoopy Pool.
