MINUTES REGULAR COUNCIL MEETING SEPTEMBER 17, 2012 6:30 P.M. PAGE 1 100186 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, September 17, 2012, with Councilman President Tim Rapp; Councilman Vice- President Hugh Fox; Councilman Tim Firko; Councilman Eric Carter; Councilman Pete Varos; and Councilman Mike Gutonski. Also present were Borough Manager William Rosseyi Solicitor David Strellec; and Chief William Vakulick. Councilman Kerr was absent. LANDA Ms. Landa, East 6th Avenue, stated she's asking this question on behalf of a resident of East 10th Avenue. She asked what the Borough is going to do with the flower boxes up by the fence, across from Gatto's and what is going on with the skate Borough Manager Rossey stated the flower boxes will be weeded and the skate park is being turned into deck hockey. Dick's Sporting Goods is donating the nets and the Borough is repairing the fence and painting the hockey lines on the concrete. He stated the reason for the deck hockey is that the skate park needed too much work and it would have been costly to the park. REMARKS: BOROUGH MANAGER ROSSEY Borough. PAGE 2 100187 A discussion was held regarding the hockey deck and the damage that was done when it was a skate Councilman Rapp stated, under President's Comments, a meeting was held with Mr. Rossey, Councilman Gutonski, Councilman Firko and the police for early contract talks. Also attended another concert in the park. He stated on August 29, Mr. Rossey and he met with local county and state officials at LaRusse Beer Distributing who is now out of business and discussed some options that can be done with the building. On August 31, the last concert in the park was held. On September 4, attended a meeting with the Recreation Board and Summit Hose on the upcoming Fall Festival. He stated the Tarentum Business Advisory cancelled their meeting due to lack of attendance. He stated the Streetscape Project will be starting soon. He stated he hopes residents will take an interest in the things that are being done in the Borough and volunteer their time. He stated it makes a big difference Councilman Rapp asked for a report from the park. REMARKS: COUNCILMAN RAPP when everyone helps. Mayor. There was no report. Councilman Rapp asked for a report from the Chief Chief Vakulick stated, for the month of August 2012, there were 376 calls for service; 30 arrests; 97 citations issued; 12 accidents in total; fines collected for the month $5,574.97; fines collected for the year $58,407.30; parking tickets issued 30. He stated one of the police cars was wrecked by a hit and run driver on the bridge. The car is being repaired and the department was provided a loaner to use A discussion was held regarding the progress of the PennDOT project, the traffic and the people that are flagging and not paying attention to Chief Vakulick stated there is a problem with the light at Mill Street. He stated he met with PennDOT and they brightened the red light. He stated people are still going through it. He stated once he gets the manpower, he can post a until the car is returned. REMARKS: COUNCILMAN RAPP REMARKS: BOROUGH MANAGER ROSSEY Councilman Rapp asked for a report from the Borough Manager Rossey stated the paving has been completed. He stated this Saturday is Antiques in the Park and 1st Avenue will be closed from the bridge to Corbet Street, from 7:00 a.m. to 4:00 p.m. The new street sweeper has been delivered. It is running and everyone who will be running it has been trained. He stated the Streetscape project will begin on Monday. It will begin at Massart's and work toward the bridge. All the brick will be reset, the bumps taken out, new curb cuts and trees planted. He stated the Borough received 16 trees through the tree vitalization grant. Councilman Rapp asked for a report from Administrative, Employee Relations, Finance Upon motion by Councilman Fox, seconded by Councilman Varos, RESOLVED, this Council approves the payment of the August 2012 bills. Upon roll call, the resolution was adopted with six (6) affirmative votes. Upon motion by Councilman Fox, seconded by Councilman Carter, RESOLVED, this Council approves the Minimum Municipal Obligation (MMO) for the uniform employees for 2012 of $71,459.00. The Borough has its own electric company. He stated to not have the proper equipment when needed in an emergency is not right. He stated transformers cannot be changed unless you have one of these trucks. If there is an emergency and the Borough does not have the proper equipment, it may take hours before that piece of equipment is available. A - discussion was held regarding the costs of keeping the truck and the need for the truck. PAGE 7 100192 REMARKS: COUNCILMAN FIRKO Councilman Firko stated the negotiations went well and the police also have the needs of the Borough in mind. He stated the contract worked out with the police is a very workable and fair Councilman Firko stated Highland Hose Company for August 20 thru September 17, 2012, total alarms 8 which included 3 automatic fire alarms, 3 structure fires, 1 odor of gas, 1 wire down; 2 mutual aid calls, one to Lower Burrell and one to East Deer; total man hours 120. He stated as far as the radios are concerned, the company is waiting for the license before any programming Councilman Rapp asked for a report from Property & Zoning, Library & Health Committee. The property at 414 West 7th Avenue the owner has been working to improve the property and will not be demolished at this time. PAGE 7 REGULAR COUNCIL MEETING 100193 17, 2012 REMARKS: COUNCILMAN GUTONSKI Councilman Gutonski stated the company that did the street paving did a good job, but the men working for the company were very rude and the police had many complaints. A discussion was held. Recreation Committee. REMARKS: COUNCILMAN RAPP REMARKS: COUNCILMAN FOX Councilman Rapp asked for a report from Parks & Councilman Fox stated this coming weekend the Recreation Board will be helping the 4th Annual Riverside Antique Fair at the park. The final concert in the park was held and the Recreation Board and volunteers did a great job and really put their hearts into making it success. He stated this is all volunteer work and the Recreation Board does not take any money for what they do. The Recreation Board will be helping Summit Hose with their fall festival. There is a lot of good feedback from residents saying they are very excited about having a family oriented festival in the park. He stated a number of donations have also been received. He encouraged Councilman Rapp asked for a report from AVN/COG everyone to attend the festival. REMARKS: COUNCILMAN RAPP RESOLUTION AWARD PROJECT Committee. Upon motion by Councilman Fox, seconded by Councilman Carter, RESOLVED, this Council awards Allegheny Fence Company the Riverview Park Improvement Fence Project for a bid of $37,530.00. Ms. Landa asked the status of discussions with Tim Kuhns of Upper Allegheny Joint Sanitary Authority regarding the $4,000 sewage bill the Borough received for the new spray park. Councilman Rapp stated the Borough received a phone call indicating they could not be at the meeting this evening, sO it was tabled until they Councilman Firko stated a former Councilman, Frank Yannuzzi, has died and asked that he and his family be remembered in prayer.
