MINUTES REGULAR COUNCIL MEETING AUGUST 20, 2012 6:30 P.M. PAGE 1 100176 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, August 20, 2012, with Councilman President Tim Rappi Councilman Vice- President Hugh Fox; Councilman Tim Firko; Councilman Mike Gutonski; Councilman Raymond Kerr; and Councilman Eric Carter. Also present were Mayor Carl Magnetta; Borough Manager William Rossey; and Solicitor David Strellec. Councilman Varos was absent. RESOLUTION APPROVE MINUTES Upon motion by Councilman Firko, seconded by Councilman Fox, RESOLVED, this Council approves the Minutes of the Regular Council Meeting of All Council members present were in favor and the At this point in the meeting, Council invites July 16, 2012. resolution was adopted. LANDA REMARKS: SOLICITOR STRELLEC Ms. Landa asked what the status is of the litigation with the laundromat on Fifth Avenue. Solicitor Strellec stated a pretrial conference was held in the spring and it appears an agreement may have been reached. As soon as everything has been finalized, it will be made Ms. Kanzic stated she is here on behalf of her mother who lives next to a vacant lot. There is poison ivy growing and snakes. There are a lot of trees and it's overgrown. She asked if the Borough can clear off at least the lower part of public. REMARKS: MS. KANZIC the lot. PAGE 2 100177 REMARKS: BOROUGH MANAGER ROSSEY Borough Manager Rossey stated it is like woods on the vacant lot that is between the two houses. He stated he will see what can be done to help solve some of the problems with the vacant lot. A discussion was held. REMARKS: COUNCILMAN RAPP Councilman Rapp stated, under President's Comments, on August 10, interviews were conducted for the hiring of a code enforcement officer and attended a Business Advisory meeting. On August 16, opened demolition bids and attended and helped at the concerts in the park. Councilman Rapp asked for a report from the Mayor Magnetta stated for the month of July 2012, there were 395 calls for service which is a plus of 36 from 2011; 36 arrests which is a plus of 14 from 2011; 143 citations issued which is a plus of 19 from 2011; 8 total accidents which is a plus 1 from 2011, 7 nonreportable accidents which is the same as 2011, 1 reportable accidents which is a plus 1 from 2011, and there were no injuries which is the same as 2011; fines collected $5,692.21 which is a plus of $381.19 from 2011; fines collected for year $52,832.30 which is a minus of $2,238.80 from 2011; parking tickets issued 38 which is a plus 2 from 2011. He stated on July 18, attended a meeting with Brackenridge Borough and East Deer regarding the equipment moving through East Deer, Tarentum and Brackenridge. On July 19 thru the 22, attended the Pennsylvania State Mayors' Conference in Lancaster. On July 24, attended a meeting on the moving of equipment once again through Tarentum for ATI. On July 30, attended a meeting with Highland School District regarding the school bus and traffic for Grandview School and attended a Mayor. He thanked the people who are showing patience during this project. He stated on August 1 and 15, he worked the concerts in the park. Councilman Rapp asked for a report from the Borough Manager. Borough Manager Rossey stated the new street sweeper should arrived within the next couple of weeks. He stated all the handicap ramps will be completed within the next couple of weeks on the Councilman Rapp asked for a report from the designated streets. Solicitor. Borough Manager Rossey stated Council has received proposed rate increase for the water for review. The rates are to cover the bond for the water tanks and treatment plant. Borough Manager Rossey stated the permits have been submitted to DEP regarding the water tanks and the filters at the plant and work has been started at the pump house. A discussion was held. REMARKS: COUNCILMAN RAPP REMARKS: COUNCILMAN KERR REMARKS: MAYOR MAGNETTA Councilman Rapp asked for a report from the Councilman Kerr stated he has received many positive comments regarding the new streetlights. Mayor Magnetta stated Tarentum is the only borough in the United States that has all LED lighting. A discussion was held. REMARKS: COUNCILMAN RAPP RESOLUTION HIRE PART TIME OFFICER Councilman Rapp asked for a report from Public Safety & Civil Service Committee. Eureka reported 42 alarms; 9 motor vehicle crashes; 9 wire transformer calls; 5 water rescue; 6 automatic fire alarms; odor investigations; 3 vehicle field brush fires; 4 physical rescues; 3 flooding and containment; 109 personnel matters; and 212 EMS calls. He stated the volunteers do a great job and have been doing it for years. He stated he received another bid for the radios. He stated after a lot of comparing and after speaking with Staley Communication, Inc., their bid came down to $23,162 from $30,000. Mobile Radio bid $24,896. He stated he spoke with the Police Department and Public Works and both are interested in increasing the communications between them, especially during borough emergencies. The new radio system will improve communications between the Police Department, Fire Departments and Public Works. He stated he would like to make a motion regarding the purchase of the radios. Councilman Rapp stated some members of Council may have been caught off guard regarding a motion for the purchase of the radios due to it not being on the agenda. He stated he has not had a chance to meet with the Borough Manager to discuss the financing of the radios. He asked that the motion be made at next month's meeting. He stated it has been a good season for the Recreation Board. The Board and committee have done a great job, with the help of the Mayor and President of Council. PAGE 9 100184 being sponsored by Summit Hose and the Recreation Board will be held September 27, 28 and 29. He stated the crafts in the park this year have been very well attended. It was held for six weeks, for a two hour period. The annual Christmas parade is being planned. There will be more marching bands this year. He stated the volunteers put a lot of time and effort in planning all of these events. He stated the painting that was done on the band shell and snack shack looks great and there was a lot of good feedback regarding the painting.
