MINUTES REGULAR COUNCIL MEETING JUNE 18, 2012 6:30 P.M. PAGE 1 100153 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, June 18, 2012, with Councilman President Tim Rapp; Councilman Vice-President Hugh Fox; Councilman Tim Firko; Councilman Mike Gutonski; Councilman Raymond Kerr; and Councilman Pete Varos. Also present were Mayor Carl Magnetta; Borough Manager William Rossey; Solicitor David Strellec; and Chief William Vakulick. Councilman Carter was absent. RESOLUTION APPROVE MINUTES Upon motion by Councilman Varos, seconded Councilman Fox, RESOLVED, this Council the Minutes of the Regular Council by approves Meeting of May 21, 2012. There were no questions or comments. Councilman Rapp stated, under President's Comments, on June 4 participated in a conference call with GE, the Mayor and Mr. Rossey. They were impressed that the Borough went totally LED with the street lights and they want to do a magazine article about what the Borough is doing. On June 6, attended a retirement luncheon for Pat Duffy, a dedicated employee and he will be missed. He stated on that date also had a meeting with Councilman Firko, Councilman Gutonski, Borough Manager and the police for ongoing contract talks. On June 13, attended the first concert in the park which was successful. On June 15, attended Tarentum Business Advisory meeting in which they are considering doing something on a Sunday once a month in the summer having an activity for children. He stated Mr. Rossey found on the internet a group called the Wall Dogs who go around and paint murals on buildings. The group was contacted and awaiting to hearing back from them. He stated Summit Hose fireworks will be held July 4. He stated the big word of community is unity and there are a handful of people in town that are helping to do things. He encouraged people to come to the Borough with their ideas. He stated it takes everyone to keep the Borough going. The Borough is moving in the right direction and the more things everyone does the more people want to get involved. Councilman Rapp asked for a report from the Mayor Magnetta stated for the month of May 2012, there were 381 calls for service which is a minus of 22 from 2011; 28 arrests which is a minus 16 from 2011; 151 citations issued which is a minus of 71 from 2011; 7 total accidents which is a minus 2 from 2011, 5 nonreportable accidents which is a minus 4 from 2011, 2 reportable accidents which is a plus 2 from 2011, and there were no injuries; fines collected $5,811.15 which is a minus of $2,738.85 from 2011; fines collected for year $41,501.60 which is a minus of $724.30 from 2011; parking tickets issued 31 which is a minus of 49 from 2011. He stated the reason fines are down from last year is because there aren't as many arrests. He stated the police are doing a fine job and are to be commended. He stated the police are doing a good Mayor. REMARKS: MAYOR MAGNETTA MINUTES REGULAR COUNCIL MEETING JUNE 18, 2012 6:30 P.M. PAGE 3 100155 job of keeping the traffic moving during PennDOT's road project. He stated in addition to what was stated by Councilman Rapp, on May 24, he spoke at the banquet for Pioneer Hose. On May 27, he spoke at the Brackenridge Legion banquet. On June 6, attended a meeting with PennDOT regarding the expressway construction project. He stated he spoke at the 100th anniversary of Hebe in the park. He stated the statute has a leak so the water had to be turned off until it's repaired. He stated he attended the Pat Duffy employee luncheon. On June 13, attended the concert in the park. On June 14, attended the Recreation Board meeting and meeting with Summit Hose. He stated he would like Mr. Rossey to send a letter to the Eternal Order of Eagles thanking them for restoring the column that someone hit and was crumbling down in the park which cost them about $5,000. He stated on Thursday, a dedication will be held for the spray park for anyone that can attend. He stated he would like Council to pass a motion that Monday, July 16, 2012 which is the next Council meeting to declare that day Gene Simon day. Gene Simon was the publisher of the Valley News Dispatch and he passed away recently at the age of 96. He stated he was a wonderful man and his employer for 23 years and did an awful lot for the Borough and Councilman Rapp asked for a report from the the valley. Chief of Police. Councilman Rapp asked for a report from the Solicitor. Solicitor Strellec stated he had no report. Councilman Rapp asked for a report from Administrative, Employee Relations, Finance Upon motion by Councilman Fox, seconded by Councilman Gutonski, RESOLVED, this Council approves the payment of the June 2012 bills. REMARKS: COUNCILMAN RAPP RESOLUTION ADVERTISE ORDINANCE 12-02 Water Committee. Upon motion by Councilman Gutonski, seconded by Councilman Varos, RESOLVED, this Council agrees to advertise Ordinance 12-02, Borough of Tarentum MS4 Prohibited Discharge Ordinance, to comply All Council members present were in favor and the Borough Manager Rossey stated this is done yearly to comply with DEP standards. DEP is working on the ordinance regarding illegal discharges and dumping. This ordinance gives the Borough the power to fine those who do these types of with current DEP standards. resolution was adopted. RESOLUTION PURCHASE TRUCK Upon motion by Councilman Gutonski, seconded by Fox, RESOLVED, this Council approves the purchase of a new F550 Ford Water Distribution Truck for approximately $75,000.00. Councilman Rapp asked for a report from the Electric Committee. Councilman Kerr stated he had no report. Councilman Rapp asked for a report from Public Safety & Civil Service Committee. Councilman Firko stated before he makes the motion regarding the Motorola MTR 3000 UHF MotoTurbo Radio System, he would like to open it up for discussion sO everyone understands why the purchase is being made and if anyone has any questions regarding the radio system. He stated the new system would comply with the narrow banding mandates that the FCC set up back in the nineties and compliance is mandated by December 31, 2012. He stated Staley Communication is going to do it because they did all the Borough's radio work and they work with the county and the dispatch center. Staley Communication gave the Borough a special price for the radios and system of $30,000. REMARKS: MAYOR MAGNETTA Mayor Magnetta stated the chief and he have no objections to the festival. He stated Highland Hose has added hours to each day and that is something they are concerned about because the added hours mean another hour or sO of darkness and that is when there are problems. He stated this is why they want to have a plan submitted and a meeting with Highland Hose to go over the plan. Last year Highland Hose gave a complete layout of what was going on, where the booths were to be located, the access and egress of the stadium and so forth. This year they have not submitted any kind of plan to be reviewed. Councilman Firko stated as far as the motion states, Council can give the okay for the festival as long as the Mayor and Chief give Chief Vakulick stated the extended hours to 10:00 p.m., it's dark by that time in October. He stated last year the festival was in July until 9:00 p.m. and it being held in October this year, it gets dark earlier and for that reason he does not agree with the extended hours to 10:00 Discussion was held regarding the extended hours and the submitting of a plan for approval. Councilman Gutonski asked if the police will be directing traffic Monday through Friday or how Chief Vakulick stated his department is only suppose to be there until Wednesday. He stated the Mayor, Borough Manager and he had a meeting with PennDot two weeks ago and it was suggested the police be there throughout the project to keep the traffic flowing, but PennDOT doesn't think it is needed. He stated he had a meeting with them today and was told there is no money to keep the police on traffic duty.
