York Haven Borough Council Minutes York Haven, Pennsylvania October2 2,2023 A regular meeting of the York Haven Borough Council was called to order September 5,2023 at 7:00 PM. The Pledge of Allegiance and roll call followed. Present were Mayor Christine Ebersole, President Bryan Householder, council members Joell Zortman, Tim O'Sheehan, Jamie Wolf and CS Davidson engineer Derek Rinaldo. Also present was secretary/lreasurer Christine Emig. Council members Chad Billet, Mindy Yoder, Robin Isaacson and CGA Attorney Evan Gabel were absent. Police Report 42 calls for the month Engineer's Report Derek Rinaldo stated that he needs the quotes for equipment to submit for the local share grant by end of September. Jamie Wolf stated she is working on getting these quotes and will forward them over to Derek Rinaldo. Solicitor's Report No new refuse report at the time of meeting. The nuisance ordinance 2022-01 was reviewed by council. Tim O'Sheehan made a motion to approve and was second by Jamie Wolf with no opposition. Also, the visitor parking ordinance 2023-01 was reviewed by council. Tim O'Sheehan made a motion to approve and was second by Joell Zortman with no opposition. This will be available for viewing on the York Haven Borough website and will go in to effect 5 days after approval. Ordinance Officer Curtiss Tusing had nothing new to report at the time of meeting. Citizens Stephane Congdon was at meeting. just to observe. Mark Damon was at meeting to discuss the lease for the playground that he was presented. Minutes opposition. Jamie Wolf made a motion to approve the minutes and was second by Joell Zortman with no Treasurer's Report with no opposition. Mayor's Report Jamie Wolf made a motion to approve the treasurer's report and was second by Joell Zortman Christine Ebersole stated that there is a very bad yard on Gay Street that will need to be addressed. Also, there are vehicles sitting at the church up the street that should not be there. This will also have to be addressed. Borough Building There was nothing new on the leak that needs sealed in the garage. Jamie Wolf will get back to contractors to receive quotes on obtaining air conditioning for the upstairs. Streets Newi flasher lights are needed fori the borough equipment. Council decided to look for whole new set of lights versus trying to repair old ones. As far as visitor parking Curtiss Tusing will be using reflective paint on the curbs where there should be no parking allowed so it is easy visible. Playground Mark Damon reviewed the lease and brought attention to a few things that need to be changed. The changes will be made by Attorney Evan Gabel and will be forwarded to Mark Damon for the final review. Mark Damon also stated mulch is needed at the playground. Joelle Zortman motioned to approve 3 yards of mulch to be delivered and Tim O'Sheehan second with no oppositions. Tim O' Sheehan will pick up three yards ofmulchand delivertot L the playground. Mark Damon also stated they will be making improvements to ball field to include new roof, field maintenance and zero turn mower. They are also considering putting a 6-foot fence up at the ball field. Unfinished Business Christine Emig and Jamie Wolf are working on closing the bank account at Fulton Bank. We are working on upgrading QuickBooks and having IT come set up the new computers. Joell Zortman isv working on obtaining new chairs for the borough building. New Business Set dates for budget meetings will be set and advertised on York Haven Boroughs website. The budget meetings will be held October 16th, November 20th and December 18th.
