MINUTES REGULAR COUNCIL MEETING MAY 21, 2012 6:30 P.M. PAGE 1 100140 ASSEMBLY Council of the Borough of Tarentum met in regular session on Monday, May 21, 2012, with Councilman President Tim Rapp; Councilman Vice-President Hugh Fox; Councilman Tim Firko; Councilman Raymond Kerr; Councilman Eric Carter; and Councilman Mike Gutonski. Also present were Mayor Carl Magnettai Borough Manager William Rossey; Solicitor David Strellec; and Chief William Vakulick. Councilman Varos was absent. PRESENTATION Bob Stoebner from TFD (Tarentum Fire Department) presented Council with their Mission Statement to Ms. Landa, Sixth Avenue, stated on behalf of the neighbors and her they thank the Police Department for the good job they're doing chasing children off the railroad tracks and painting the white lines down the street. She stated her neighbors and her think Tarentum has excellent Councilman Rapp stated, under President's Comments, on May 19 attended a street sweeper demonstration and that evening attended the Recreation Board meeting. He stated that evening attended the intern presentation, with copies to Council members. He stated the interns had a lot of good ideas and he would like to see them happen. On May 10, attended the Borough Safety meeting with the Borough's insurance representative. On May 16, attended a Public Safety Committee meeting with Councilman Gutonski, Councilman Firko, and Borough Manager. On May 17, at 10:00 a.m., attended the opening of the street light installation bids. He stated Councilman Kerr and he took a tour around Summit Street and Eleventh Avenue where there were some citizens' concerns regarding parking and a dilapidated building. He stated the Borough will try to rectify the problems there. Councilman Rapp asked for a report from the Mayor Magnetta stated, for the month of April 2012, there were 347 calls for service which was a minus 62 from 2011; 24 arrests which is a minus 15 from 2011; 155 citations which is a minus of 67 from 2011; total accidents 9 which is a plus 3 from 2011, nonreportable accidents 7 which is a plus 1 from 2011, reportable accidents 2 which is a plus 2, injuries 6 which is plus 6 from 2011; fines collected $7,422.93 which is a minus of $1,342.08; fines collected for year $35,690.40 which is a plus of $2,059.30 from 2011; no tickets were issued due to vacation. He thanked Ms. Landa for the compliments on the Police Department. The Police Department is doing a fantastic job. He stated there was a robbery early Saturday morning at the Marathon Station and within a couple of hours, the police caught the culprits. He stated he is very proud of the Mayor. He stated on April 26, he spoke at the Highland Family Center regarding the Month of the Child Program and a couple police officers attended with him to answer any questions children or parents had. It was a very successful evening. He stated on April 28, attended the arrival of the new pumper for Summit Hose. On May 3, attended Chamber of Commerce luncheon, with the County Executive as speaker and spoke to him regarding Tarentum. On May 10, attended the Allegheny County Mayor Association meeting in West Mifflin. He stated he was nominated delegate at large and a seat on the Board of Directors of the Allegheny County Mayor Association. On May 13, performed a wedding at Councilman Rapp asked for a report from the Chief Lobby Hall. of Police. He stated he contacted the COG to see if any municipality might be interested in buying the old street lights, but haven't received any responses yet. Upon motion by Councilman Kerr, seconded by Councilman Fox, RESOLVED, this Council awards the contract for the installation of the new LED Cobra Head Streetlights to Allegheny City Electric, for the bid amount of $14,900.00 Borough Manager Rossey stated the references were checked on Allegheny City Electric and they have contracts right now with the City of Pittsburgh and have done work for the City of Pittsburgh and currently maintain their streetlights. They also have done work for Highland Middle School. No one had anything bad to say about the company. PAGE 6 100145 REMARKS: COUNCILMAN RAPP REMARKS: COUNCILMAN FIRKO Councilman Rapp asked for a report from Public Safety & Civil Service Committee. Councilman Firko stated the new fire engine is a very nice piece of equipment. He stated he has heard some concerns and wanted to address them. One of the concerns is that it is too big for the building and while considering purchasing the engine, that was taken into consideration. It's called custom built because the engine was made to certain specifications and will fit in the building. He stated some maintenance has been done on the building such as painting and that is the reason why the engine is not presently in the building until the paint on the floor is dry and the building will support the fire engine. He stated there is also a lot of tradition that was followed by Summit Hose also. He stated the Borough now has to dispose of the old engine. This is being paid for through two grants from the Community Development Block Grants (CDBG). Councilman Rapp stated Tarentum received money through Allegheny County to redo the business area and it will be done in phases. PAGE 11 100150 Discussion was held regarding the work planned All Council members present were in favor and the Mayor Magnetta stated Tarentum still has the grant of $150,000 to tear down buildings in West Tarentum. He stated Council has been talking for years about the possibility of one fire hall, a new municipal building, police station and maybe helping the library which needs to stay in Tarentum and an architectural plan is needed to then be able to apply for grants. He stated there is a gentleman who did a lot of work for Tarentum years ago and is interested in doing the Borough Manager Rossey stated the $150,000 grant is only for property acquisition and demolition. He stated a master plan is needed to send with any grant application. He stated the architect basically broke the fee proposal into two parts. Phase one is not to exceed $20,000. It is to basically come up with a plan for fire station, municipal building, community library, community center, police department and the basic plans of the project sO it can be submitted with the grant Councilman Firko stated the quotes for radios for Public Works were received at a cost of $30,000. He stated this tightens up the budget.
